Teacher Certification in Newfoundland and Labrador
Introduction
All teachers employed in the primary/elementary/secondary schools of this province, are required by law to hold a valid Newfoundland and Labrador teacher certificate. There are four basic teaching certificates which, in general terms, represent increasingly higher levels of approved degree programs and additional years of university study. Teaching certificates are endorsed according to the type of professional study completed: primary/elementary; secondary; or primary/elementary/secondary. There is no endorsement for subject areas. Certificate holders may teach any subject area within the grade level endorsement which they hold. Minimum Requirements for Certification 1. All applicants requesting certification must hold an approved education degree from Memorial University or the equivalent as determined by the registrar of teacher certification.
2. Generally, the minimum academic/professional requirements for a teacher certificate include a four-year academic degree (beyond Newfoundland and Labrador Grade 12) with a major in a teachable subject area, plus a one-year or two-year education degree. However, a four or five-year education degree with a concentration in primary, elementary, or secondary education may also be accepted.

The province consists of the island of Newfoundland and adjacent islands (1991 pop. 538,099), 43,359 sq mi (112,300 sq km), and the mainland area of Labrador and adjacent islands (1991 pop. 30,375), 112,826 sq mi (292,219 sq km). Land and People Newfoundland island lies at the mouth of the Gulf of St. Lawrence and is bounded on the north, east, and south by the Atlantic Ocean and separated on the northwest from Labrador by the Strait of Belle Isle. Off Newfoundland's south shore lies the French overseas department of Saint Pierre and Miquelon . Labrador, part of the Labrador-Ungava peninsula, forms the northeastern tip of the Canadian mainland. It is bounded on the east by the Atlantic Ocean down to the Strait of Belle Isle and on the south and west by Quebec. Cape Chidley, Labrador's northernmost point, is on the Hudson Strait. Newfoundland has a rocky, deeply indented coast. Most of the island is a plateau, with many lakes and marshes; forests cover less than half the area. The inland wilderness abounds with fur-bearing animals, waterfowl, and fish; caribou graze on the tundra of the north. The Grand Banks, south of the island, was once one of the best cod-fishing areas in the world, but overfishing has severely depleted stocks, and the Atlantic cod fisheries were closed in 2003. The province has a generally cool and moist climate. In Labrador, the cold Labrador current brings below-freezing temperatures eight months of the year.

This election marked only the third change of government in the 54 years since the province joined Canada. The Liberals were soundly defeated by Williams' Tories, who took almost 3/4 of the seats in the House of Assembly, and more than half of the popular vote. The Liberals lost seven of their 17 cabinet ministers, plus the Speaker of the house, from the preceding governments.
