Speakers Criticize Administering Powers Lack of Cooperation, Emphasize United Nations Decolonization Efforts Not Complete (Received from a UN Information Officer.) CASTRIES, Saint Lucia, 27 May The abstention by the administering Powers from the current regional meeting was just another indication of how some of them intended to deal with the eradication of colonialism, the representative of Unrepresented Nations and Peoples Organization, told the Special Committee on the Situation with Regard to Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples this morning, as it met to continue consideration of the substantive issues on the agenda of its regional Seminar. He said the administering Powers had failed to respond to the United Nations mandate to provide assistance to the Territories under their jurisdiction in order to have a smooth and orderly transition. The biggest problem for small, undeveloped nations was the immigration of its people to the more prosperous States. Colonizing Powers in the past and the administering Powers today had made immigration considerably easier. As a result of those policies, many Non-Self-Governing Territories were depleted of their young working force and the demographics in many of those places had been alarmingly altered.

DISCUSSED AT CARIBBEAN DECOLONIZATION SEMINAR

HAVANA, Cuba, 23 May The Special Committee this afternoon heard from experts from the Caribbean region, Committee members and representatives of Non-Self-Governing Territories, as it continued its Caribbean regional seminar to review the political, economic and social conditions in the small island Non-Self-Governing Territories.
Juan Mari Bras, and expert from Puerto Rico, said modernization of the Puerto Rican economy had been accompanied by a militarization of its archipelago,  as it had become the main base for the United States Army and Navy in the Caribbean.  In the 1950s there had been an exodus of Puerto Ricans to the United States because of unemployment and poverty.  For the United States military-industrial complex, Puerto Rico was reduced to a military base and an economic enclave.  The United States Treasury Department had pointed out that the return on capital in Puerto Rico was five times larger than that in the United States.  It was a myth to say that Puerto Rico was costly to the United States.
Chedmond Browne, Member of Parliament of Montserrat, said the Government and people of his territory were not pleased with their colonial condition and the activities of its administering Power, the United Kingdom.  Montserrat was still in  colonial status because the United Kingdom had claimed that the territory did not desire to pursue the direction of associated statehood.  The administering Power now proposed to give the remaining colonies British citizenship, thereby integrating them in the British Kingdom.  The people of Montserrat would not accept that manufactured integration and did not wish to remain a colony of the English.

The Pacific region has a number of characteristics that distinguish it from
its African and Caribbean partners and defines a special co-operation with the EU. The most obvious is the great physical distance between the
14 PACP themselves and with Europe.
Papua New Guinea is the geographical exception. As one half of the second largest island in the world and of the PACP countries, it shares a land border with Indonesia and is just across the Torres Strait from Australia. At the same time, it suffers from internal remoteness due to its extreme topography.
A further distinction is the considerably varied pattern of colonial and selfgovernment that preceded independence. The great majority of the African and Caribbean ACP countries were formerly French or British colonies that gained independence in the 1950s or 1960s. The PACP countries (with the exception of Samoa, which gained independence in 1962) attained full independence in the 1970s and 1980s. Nor were the former colonial powers exclusively or primarily European nations.

    Harry Maude, like many of his and earlier generations, had read and responded to the timeless appeal of the novels of Herman Melville, Robert Louis Stevenson, Charles Stoddard, Jack London and Louis Becke, and been fired with a passion to experience the romance of the South Seas: Brought up on a diet of The Swiss Family Robinson and Ballantyne's Coral island, and later on Stevenson, Melville and Stoddard, with Stewart's Handbook of the Pacific Islands under my pillow, I had only one idea in life and that was to go out to the South Seas and stay there. He was fortunate therefore that in 1928, the year he commenced reading for an Honours degree in Anthropology at Cambridge University, students were for the first time permitted to specialise in India and the South Pacific as an alternative to Africa. In that year he read as much as he could on Pacific anthropology, laying the foundations of his library with early purchases by authors like Rivers, Haddon and Malinowski. These did not dispel his own vision of the South Seas and on graduation Maude nominated the remote Gilbert and Ellice Islands Colony - "where Melville found his Mardi and Stackpole his exemplar of the blue lagoon" - as his sole choice in his application for a cadetship in the Colonial Administrative Service.

    Abstract The Neogene sequences record sedimentary infill from several source directions, not only from the New Zealand landmass, but from the north and west as well. Near the Northland coast, sediment accumulated in clastic wedges and ponded sub-basins from the Miocene to the present day. Along the flanking ridges to the northwest, similar deposition occurred in the Early and Middle Miocene but changed in the Late Miocene to sedimentation in drifts flanked by scours. This change reflects the end of tectonism, a diminishing clastic sediment supply, and the establishment of a throughgoing oceanic current regime as the marginal ridges submerged. This pattern of sedimentation persists today. Post-Cretaceous volcanism occurred in two parts of the basin. In the central southeastern part, volcanic bodies in the ?Oligocene to Early Miocene sequences could be a northwestern extension of the Northland volcanic arc. In the western part, small intrusive and extrusive bodies appear to be of Pliocene intraplate origin.

    HISTORY OF PUBLISHING IN THE PACIFIC ISLANDS
    I analyse book publishing in five phases, which have overlapped. None of these phases has ended or is likely to end. These phases are publishing by religious organizations, colonial governments, independent governments, transnational agencies (regional and international governmental and non-governmental organizations), and individuals and firms. Religious organizations Member of the London Missionary Society began publishing in the Society Islands in 1817; the first publication was a spelling book. Soon afterward, publishing by the LMS and other religious orders occurred in other islands: 1822 in Hawaii; 1831 in Tonga; 1834 in the Cook Islands; 1837 in the Gambier Islands; 1839 in Fiji; 1844 in Wallis; 1848 in Vanuatu; 1852 in the Loyalty Islands; 1854 in New Caledonia; 1856 in the Caroline Islands; 1860 in the Marshall Islands and 1863 in the Gilbert Islands (Lingenfelter 1967). Many church histories contain references to their publishing activities. Because churches were involved not only in religious proselytizing but also, as importantly, in teaching literacy and numeracy, then later subject matter, they produced grammars, readers and textbooks. (Note above that the first publication was a spelling book). Contrary to what might be expected for early efforts among small, semi-literate populations, the print runs of these early books were quite large: e.g., from 1817 to 1822 Ellis printed 20,000 books (Lingenfelter 1967:24).
