... Map of colonial history While the winds of change swept through European colonies in Asia and Africa after the Second World War, decolonisation came later in the Pacific region. And even as we move to the end of the twentieth century, the age of colonialism is not over in the Pacific In 1990, the United Nations commenced the Decade for the Eradication of Colonialism - but today, there are still outliers of empire in the Pacific region. The United Nations Decolonisation Committee maintains a list of non-self-governing territories, which includes Pacific nations such as New Caledonia, Guam, East Timor, American Samoa and even tiny Pitcairn, the last element of the British empire in the region. Rapanui (Easter Island) remains under Chilean administration. Other Pacific peoples are seeking the right to self-determination: in Bougainville, Ka Pae'aina (Hawai'i), Te Ao Maohi (French Polynesia) and West Papua (Irian Jaya). The Pacific islands live with the legacies of more than a century of colonial rule

PAST HISTORY of the Geographic Area of Caledonia County
Prior to the American Revolution, the part of the country now known as "Vermont" was claimed by New York and New Hampshire, and was known as "The New Hampshire Grants". New York divided the area into four counties: Bennington and Charlotte counties on the west, and Cumberland and Gloucester counties of the east side of the Green Mountains. (See era maps In 1791, Vermont joined the original 13 as a state in the union. On November 5, 1792, Caledonia County was incorporated from Orange County, including all that part of Vermont north of that county, and extending so far west as to include Montpelier and adjacent towns, however, the Caledonia County was not fully organized until November 8, 1796, when Danville was made the shire town. In 1811, the state of Vermont was divided into eleven counties and the counties of Orleans and Essex were incorporated from Caledonia County. In addition, in 1811, four towns from Caledonia County were incorporated into Washington County, to which Woodbury was also annexed, in 1836, and Cabot, in 1855. In 1856, the county seat was removed from Danville to St. Johnsbury where new county buildings were erected. The county was called "Caledonia" -the ancient Roman name of Scotland, out of regard for the emigrants from that country who had purchaes large tracts of land in the county, and had large and flourishing settlements in Barnet and Ryegate...

New Caledonia: Overview
New Caledonia is an overseas territory of France with a total land area of 18,575 sq km and a population of around 200,000. It is located in the in the South Pacific Ocean, east of Australia, [ see map .] New
Caledonia has more than 20% of the world's known nickel resources. In recent years, the economy has suffered because of depressed international demand for nickel, the principal source of export earnings.
Only a negligible amount of the land is suitable for cultivation, and food accounts for about 25% of imports. THE ISLAND OF NATURE... Land of the Pacific, New Caledonia offers a mosaic of colors, of landscapes. Caledonian under waters, surrounded by a 1600 km-long reef barrier, count more than 2200 species of living creatures : IT IS THE BIGGEST LAGOON OF THE WORLD and the second coral set. The ground flora is exceptional : it is composed of 3250 endemic flowering plants (endemism rate : 76%).

    History Little is known about the Oceanians, who came from South-East Asia around 50,000 years ago and settled in the western Pacific, but between 7000 and 5000 BC further waves of migrants from South-East Asia brought agriculture, canoe building and pottery to the region. They left burial mounds on Grande Terre and Žle des Pins and petroglyphs on Grande Terre. The islands saw further migration from present-day Polynesia and Samoa from the 11th to the 18th centuries. In the late 16th century, the Spanish began sniffing around the Pacific in search of the mythical Terra Australis , and with stories of the noble savage and Pacific paradises proliferating around Europe, the English and French weren't far behind them. Kanaks were recruited in large numbers during both world wars, and during WWII 40,000 American servicemen were based in New Caledonia. Those Kanaks employed on the US bases observed relatively good relations between blacks and whites and were paid real wages for the first time. After the war, the colony's status was changed to French overseas territory. Post-war, Kanaks began making political and social demands, and Chief Naisseline of Mar© prepared a 'native bill', arguing that because Kanaks had fought and died under the French flag in both wars they were entitled to the rights of French citizens. Kanaks were granted citizenship in 1946; in 1953 the first political party, the Union Cal©donienne, was founded; and all Kanaks were given the right to vote in 1957. The nickel boom of the 1960s led to rapid growth in Noumea, and increased both Kanak agitation for land rights and the Caldoche's wish for greater independence from a far-flung administration. The first France-educated university students returned to New Caledonia in the late 1960s, having witnessed the Paris student protests of 1968, and political consciousness - and agitation for independence - grew.

    Regional Oceania : New Zealand Overview New Zealand is an independent Commonwealth country formed after the Treaty of Waitangi was signed in 1840. Although the Treaty of Waitangi is recognised as the founding document of New Zealand, it only became fully independent in 1947 after forty-six years of partial independence. The country consists of two main islands appropriately named the North Island and South Island. In addition to two main islands, there are also several smaller islands spread over a large area of the Pacific. Tokelau is governed by New Zealand, while the Cook Islands and Niue are dependent territories. Back to top Geography It is an isolated Pacific nation 2000 km from Australia, its nearest neighbour.     Australian Crustal Research Center, Monash University, Melbourne 3168 Victoria, Australia Since the advent of plate tectonics the southwest Pacific has provided a natural laboratory for the study of plate boundary processes. Breakthroughs in our understanding of plate boundary processes continue to be made in this region, including those resulting from recent technological developments (e.g., swath bathymetry, seismic tomography). A Penrose conference, "Mid-Cretaceous to Recent Plate Boundary Processes in the Southwest Pacific," was convened to assess how far we have come in our understanding of the tectonic evolution of the southwest Pacific and to identify and catalyze potential future research directions.
    Southwest Pacific Models and Reconstructions
    Recent work in the Ross Sea, South Tasman Sea, and along the West Antarctic margin now permits more accurate Cenozoic reconstructions of Australia-Pacific-Antarctica plate motion. Joann Stock focused on the seafloor spreading record around the New Zealand region used to constrain major plate boundary changes and reorganizations during and subsequent to Gondwana breakup. Subduction of the Phoenix-Pacific ridge beneath the Antarctic plate, which led to attachment of the Chatham Rise and Campbell Plateau to the Pacific plate, was compared to the breakup of the Farallon Plate and its effects on western North America. Posters with this session focused on specific aspects of plate motion associated with Australia-Pacific-Antarctica plate boundaries.

    1987: The Origins
    The UNBC story began in January 1987, at a public meeting, held at the College of New Caledonia, on the possibility of extending degree-awarding opportunities in Prince George. By the fall of 1987, after around a dozen meetings, it had became apparent that there was considerable enthusiasm for the creation of a full university in the north, and on December 1, 1987, the Interior University Society (IUS) was incorporated under the Societies Act. This Society swiftly expanded, to include Directors representing the whole northern region.
    1988: The Campaign
    Important early support for the IUS was obtained from Bruce Strachan, MLA for Prince George South and Minister of State for the Cariboo Region, who saw the regional development potential of a northern university. This led to the commissioning of a study Building a Future of Excellence: a University of Northern BC ("The Dahloff Report"). This report, which was to demonstrate the credibility and feasibility of a university in the north, was one major element of the IUS strategy. The other elements were campaigns to: educate the people of the north of the value of university; gain the endorsement of public bodies throughout the north; and prove to the government the depth of individual support through a petition. On October 13, an IUS delegation was able to present the government with:

In January 1976, a US State Department official told the Australian By early 1975 it was clear that Indonesia was preparing to invade East Timor, an annexation plan having been adopted the previous October. In February, the Indonesian military carried out a simulated invasion of East Timor in Lampung, South Sumatra. As preparations were being set in motion, the Australian government recognised that Indonesian incorporation of East Timor could provide important benefits. It was called to consider a 60-page Pacific Plan, designed to cement Australian and New Zealand domination over the internal affairs of the Pacific states. Clark described the plan as the most important review of the Forum in its 33-year history. Nevertheless, there is a certain impatience in Australian and New Zealand ruling circles over the pace of change.
