History and Government
History: Discovered by Europeans in 1766, New Caledonia has been a French colony since 1853. It became a French Overseas Territory in 1946. From time to time, attempts have been made by the indigenous population to free themselves from French rule. The most serious of these was the Kanak Revolt of 1878, which was only subdued after a guerrilla campaign lasting for more than a year. In recent years, intermittent conflicts have flared up between the Melanesians and the French, reflecting the widely differing attitudes that exist towards the various plans for self-government. The majority of Kanaks (Melanesians) now support the Front de Liberation Nationale Kanak et Socialiste (National Kanak Socialist Liberation Front, FLNKS) created in 1984 and led, until his assassination in 1989, by the charismatic Jean-Marie Tjibaou. The Front is the largest party backing independence, which remains the overriding political issue in the territory. The French-descended settlers ( caldoches ) mostly back the Gaullist centre-right party

Smithsonian Institution Introduction Prior to the Global Conference in Washington D.C., UNESCO convened eight regional seminars to discuss the 1989 Recommendation on the Safeguarding of Traditional Culture and Folklore . They met over a period of four years: in June 1995 in Strážnice (Czech Republic) for Central and Eastern European countries; in September 1997 in Mexico City (Mexico) for Latin America and the Caribbean; in February/March 1998 in Tokyo (Japan) for Asian countries; in September 1998 in Joensuu (Finland) for Western European countries; in October 1998 in Tashkent (Republic of Uzbekistan) for Central Asia and the Caucasus; in January 1999 in Accra (Ghana) for the African region; in February 1999 in Noumea (New Caledonia) for the Pacific countries; and in May 1999 in Beirut (Lebanon) for the Arab states. Delegates to the Regional Seminars were selected by the National Commission for UNESCO of each Member State. A local official opened each Regional Seminar. Men's Volleyball began as an invitational tournament in 1978 receiving CCAA National Championship status in 1979. The event was held at the Claude Robillard Centre in 1979, which saw Mount Royal College of Calgary defeat College of New Caledonia from Prince George, B.C. 3 games to 1. CEGEP de Limoilou of Quebec City took the bronze that year. Today the National Men's Volleyball Championship features the top 8 College teams in Canada, including five conference champions, a host team and two wildcards. Women's
The first National Women's Volleyball Championship was held at the University of Montreal with College de Jonquiere winning the gold in two consecutive games over CEGEP de Ste. Foy. Red Deer College from Alberta secured the bronze in that same year. Quebec has had a stronghold on the Championship sport since its inception. See also Australia Micronesia , and Polynesia , and Southeast Asia By 1800, European explorers had been gradually encountering and charting the islands of Melanesia for more than two centuries and the Spanish had made a brief and unsuccessful attempt to establish a colony in the Solomon Islands. However, it is not until the nineteenth century that broader sustained contact between Melanesian peoples and the West begins to have a substantial impact on the region's arts and cultures. Following, and occasionally adding to, the discoveries of the early explorers, sailors on European and American commercial vessels are the first outsiders to establish lasting, though often volatile, relations with many Melanesian groups. In the 1820s, Western traders start to scour the region for sandalwood, an aromatic timber highly valued in the China trade, which the islanders exchange for Western goods. The trade ends in the 1860s as supplies become depleted, but by this point whalers have been active in the region for decades in search of whales and provisions. Despite the threefold impact of colonialism, missionization, and labor recruitment, the majority of Melanesian arts survive the nineteenth century intact, although some, such as
