It became a French Overseas Territory in 1946. From time to time, attempts have been made by the indigenous population to free themselves from French rule. The most serious of these was the Kanak Revolt of 1878, which was only subdued after a guerrilla campaign lasting for more than a year. In recent years, intermittent conflicts have flared up between the Melanesians and the French, reflecting the widely differing attitudes that exist towards the various plans for self-government. The majority of Kanaks (Melanesians) now support the Front de Liberation Nationale Kanak et Socialiste (National Kanak Socialist Liberation Front, FLNKS) created in 1984 and led, until his assassination in 1989, by the charismatic Jean-Marie Tjibaou. The Front is the largest party backing independence, which remains the overriding political issue in the territory.

The island group of which Vanuatu is a part has been settled since BC 500. Up to and beyond the 13th century AD, it was at the heart of the empire of Tonga. During the 19th century, the islands making up Vanuatu (then called the New Hebrides) were settled by British and French missionaries, planters and traders. The UK and France eventually agreed on a condominium over the two islands. After World War II, a complex power struggle began between the indigenous islanders and the dual colonial interests over the future political and economic course of the islands. The constitutional position was settled in 1977, at a conference between British, French and New Hebridean representatives in Paris; it was agreed that the islands should become fully independent within three years.

Notes So far the tables for Africa, Asia, and Australia/Pacific are finished, though they are subject to revision. "Present" refers to 2005 in the tables of monetary authorities.

Pacific News member of New Caledonia About the Country People The population of 196,836 is predominantly Melanesian (Kanak) and European (French) with small groups of Wallisians, Tahitians, Indonesians and Vietnamese. History On September 4, 1774 Captain James Cook discovered New Caledonia which he named because the mountains in the Balade area where he anchored, reminded him of Scotland. Eighteen years later Frenchman Bruni d'Entre-casteaux, while searching for the missing navigator La Perouse, stopped at Balade and the Isle of Pines. The Loyalty Islands were explored in 1827 by Dumont d'Urville, who mapped the archipelago in 1840. The first settlers here were English missionaries and in 1843 the first French missionaries settled at Balade where, on September 24, 1853, Admiral Febrier Despointes took official possession of New Caledonia, by order of Napoleon III. In 1862, Admiral Guillain became governor and established a penal settlement for convicts and political prisoners. In 1957 New Caledonia became a French Overseas Territory and it will be self-determining in 1998.

Adapting to changing needs
One of the oldest regional organisations in the world, SPC celebrated its 50th anniversary on 6 February 1997. It is a non-political, technical assistance and research body, fills a consultative and advisory role. SPC has constantly evolved, both reflecting and shaping the island regionalism that has built today's Pacific. Its capacity to adapt to the changing needs of both territories and independent island countries has enabled SPC to survive for more than half a century and will ensure its continuing role in the social and economic development of the Pacific Island region.
How SPC was founded
all 22 Island countries and territories are full members , along with the five remaining founding powers (the Netherlands is no longer a member; the United Kingdom, which had earlier resigned, rejoined in 1998). Each member can exercise one vote at the Conference of the Pacific Community, although debates are usually resolved by the Pacific way of consensus (general agreement) rather than a vote.

New Caledonia New Caledonia, the fourth largest producer of nickel in the world, has one of the highest average incomes per capita in the Pacific. Although still part of France, it is quickly gaining responsibility for most aspects of government under the status of 'shared sovereignty'.

The Accord sets up a timetable for the gradual transfer of responsibilities from France to the Territory. At the end of a transitional period of twelve years, the only powers left to France will involve the justice system, public order, currency, defence and foreign affairs (outside of the region). The Noumea Accord also created a Caledonian 'citizenship'. Between 2013 and 2018, a referendum will be put to the population of the territory (restricted to people who have resided there for at least 20 years) to decide if it wants to assume these remaining responsibilities and become fully independent.
