The Journal of the Vernacular Architecture Forum
Call for Articles
The editors of the Vernacular Architecture Forum's scholarly refereed journal, Perspectives in Vernacular Architecture (PVA), invite submissions of articles on vernacular architecture. The annual journal has replaced the popular ten-volume book series by the same title.
Vernacular is interpreted broadly. Recent articles include landscapes of urban slavery, history of linoleum, commercial buildings in early Chinatowns, the design of settlement houses, and architecture of a seasonal community.
All manuscripts should be prepared to conform to the Chicago Manual of Style. Contributors agree that manuscripts submitted to the PVA will not be submitted for publication elsewhere while under review by PVA. Two hard copies of the manuscript and photocopied reproductions of the illustrations should be sent directly to each of the two editors:

Legal System Economic Stability The major source of revenue on Nevis is tourism, followed closely by offshore financial services. Over the years the island has experienced stable, economic development and there is minimal unemployment. Nevis enjoys one of the highest growth rates in gross national product and per capita income in the Caribbean. It has also experienced a balanced budget, a manageable inflationary pace and a current account surplus. Currency The official currency used on the island is the Eastern Caribbean Dollar (ECD) which is shared by eight states throughout the Eastern Caribbean and controlled by the Eastern Caribbean Central Bank. The ECD is pegged to the United States dollar (USD) and fixed at ECD 2.70 per dollar of the United States of America. The USD is generally considered to be a second currency and is freely accepted and interchangeable throughout the island. The exchange rate versus other currencies fluctuates accordingly to world money markets. Furthermore, all major credit cards are readily accepted throughout the island.

History St Kitts, settled by Sir Thomas Warner in 1623, was the site of the first British colony in the West Indies. The following year the French also settled part of St Kitts, a situation Warner tolerated in part to gain an upper hand against the native Caribs living on the island. After they massacred the Caribs in a series of battles, the British and French turned on each other and St Kitts changed hands between the two several times before the 1783 Treaty of Paris brought the island firmly under British control. Sugar plantations thrived on St Kitts during this era. Nevis has a similar history. In 1628 Sir Warner sent a party of about 100 colonists to establish a British settlement on the western coast. Although their original settlement, near Cotton Ground, was destroyed in an earthquake in 1680, Nevis went on to prosper, developing one of the most affluent plantation societies in the Eastern Caribbean. As on St Kitts, most of the island's wealth was built upon the labor of African slaves toiling in the island's sugar cane fields. The local tourist industry got its start in the late 18th century on Nevis, where thermal baths made it a popular retreat for Britain's elite. In 1816, the British linked St Kitts and Nevis with Anguilla and the Virgin Islands as a single colony. In 1958 these islands became part of the West Indies Federation, a grand but unsuccessful attempt to combine all of Britain's Caribbean colonies into a united political entity. When the federation dissolved in 1962, the British opted to lump St Kitts, Nevis and Anguilla together as a new state.

Political Versus Economic Integration There is a massive confusion in the land regarding the differences between “political regional integration” which has been rejected by the People of Nevis, the People of St.Kitts, the People of Caricom, and the people of nearly every other country in this world; and economic integration which the People of Nevis and every other country on this earth have fully embraced. There is a view expressed by a few who are either un-informed or malicious that somehow Nevis is out-of-step with the international trends towards global integration. This is patently false. Countries are coming together for the purposes of facilitating trade and commercial activity and for the creation of one economic space. This is the economic integration and coming together that the OECS and CARICOM represents and which the People of Nevis support.

It is the largest town in the West Highlands and the commercial centre of Lochaber; an area renowned for the tremendous natural beauty which has provided the setting for many important events in Scottish history. Ben Nevis over Loch Linnhe Fort William was originally called Inverlochy, “Mouth of the Lochy”, which drains the loch of the same name. The name Inverlochy lives on in Inverlochy Castle, just a stone's throw north of today's Fort William. The castle, sadly now in ruins, is thought to be the second to have been built on this site. The first is said to have been in existence by the early 700s and by the end of the 8th century surrounded by a wealthy and cosmopolitan town. The ancient Inverlochy Castle was amongst the primary strongholds of King Achaius the Venomous (c.787-819), ruler of the Scots of Dalriata and grandfather of King Kenneth MacAlpin, who united the Scottish and Pictish kingdoms in 843. Legend has it that it was Inverlochy Castle in which Achaius celebrated a treaty of alliance with the Emperor Charlemagne, c.809. The alliance with Europe's most powerful leader was not a permanent guarantee of Inverlochy's security; within a century the castle was razed to the ground by Viking invaders.

Key Information
Located in the centre of the South Island, inland from Dunedin, this region comprises a series of river basins and deep river gorges. Central Otago is the only region in New Zealand to experience a near continental climate, having the hottest summers and coldest winters in New Zealand. Old trails that provided access for thousands of miners in the gold rush of the 1860s can still be seen winding over the hills, along with stone cottages, cleverly engineered water channels, mines and machinery associated with the gold rush. The towns of Alexandra, Clyde, Cromwell, Roxburgh and Ranfurly are ideal bases for explorations of the surrounding historical countryside. Alexandra, the main town on the Clutha River, is the centre for stone fruit, particularly golden apricots. Hydro electric dams along the Clutha River have formed Lake Roxburgh and Lake Dunstan. These now offer a range of recreational opportunities, from power boating and fishing to windsurfing and sailing.

NEMS Draft reviewed by public
A number of representative from the public and private sectors gathered at the Ocean Teerrace Inn (OTI) on Wednesday last, August 25th, to review the draft. The draft was prepared by Floyd Homer. He took time to explain critical aspects of the draft and entertained the concerns of those in attendance. The NEMS draft addresses environmental trouble spots over a five year period and it also provides suggestions for the alleviation of the problems. The five year period is tentatively set for 2004-2009. According to Mr. Homer, 138 areas of concerns were identified. Among them were air and water pollution, deforestation, erosion, waste disposal, sedimentation and pest control. Suggestions relating to such concerns were addressed in the draft. Mr. Homer also said that the major objective of the NEMS would be the provision of a basis for action, deriving from consultations. Sectoral and national consultations were held in July and August of this year. The majority of the funding for the NEMS will be included in the national budget, and the government will give annual progress reports to the OECS. There were concerns that the level of attention given to the implementation of the NEMS would dwindle within a short period of its inception but such concerns were met with the fact that the conservation and preservation of the environment should be given highest and long term period.

News from our Region PM Douglas of St Kitts/Nevis Proposes Compensation for Loss of Professional and Skilled Labour St. Kitts and Nevis Prime Minister Dr. the Hon. Denzil L. Douglas has proposed that Caribbean countries seek some compensation in the form of reimbursement of the cost of training professionals from the recipients of skilled labour.
He told a high-powered United States delegation headed by Secretary of Health and Human Services, the Hon. Tommy Thompson and Caribbean Ministers of Health, that the meeting should also consider the training of more nursing professionals and negotiating with the receiving countries and institutions the mechanisms for managing migration. Prime Minister Douglas pointed to access to better healthcare as one of the underlying causes of migration, stating that it has become essential for Caribbean countries to make every effort to improve its health care services. "This cannot be achieved if our skilled labour force is leaving, and the quality and numbers required to deliver quality healthcare are compromised. In addition, the widening technological gap is creating vast inequalities in access to 'quality' care. For this and other reasons, countries like ours in the Caribbean are at a serious disadvantage. We are therefore at further risk," said the St. Kitts and Nevis leader. Prime Minister Douglas said the vicious cycle, exacerbated by the relatively high debt burdens that many of the Caribbean countries are experiencing, justifies the consideration of a new formula which will address in a holistic manner several concerns, particularly in light of the rising incidence burden of HIV/AIDS in the Caribbean Region.
