BEFORE THE SPANIARDS occupied Jamaica in the early sixteenth century, the island was inhabited by the Arawak Indians, who called it Xaymaca, meaning "land of wood and springs." Lying on the trade routes between the Old and New Worlds, Jamaica served variously for centuries as a way station for Spanish galleons, a market for slaves and goods from many countries, and a prize for the Spaniards, the British, buccaneers, and entrepreneurs. By far the largest of the English-speaking islands in size and population, independent Jamaica has played a leading role within the Commonwealth Caribbean and has been active in international organizations. Jamaica's story is one of independence that began in the seventeenth century with the Maroons, runaway slaves who resisted the British colonizers by carrying out hit-and-run attacks from the interior. Their 7,000 descendants in the Cockpit Country have symbolized the fervent, sometimes belligerent, love of freedom that is ingrained in the Jamaican people as a result of both their British tutelage and their history of slavery. Independence came quietly, however, without a revolutionary struggle, apparently reflecting the lasting imprint of the British parliamentary legacy on Jamaican society. The world community is fully aware that hunger and famine are widespread throughout the globe. We see painful examples of the reality of developing countries which live with incidences of chronic malnutrition, and under-nutrition resulting in starvation and in death. This phenomenon is further exacerbated by spiralling population growth. If all this were not enough, man's practice of cruelty and inhumanity to his fellow man guarantees a similarly endless flow of refugees, of men, women and children, of old and young, driven away from the place they call home, forced to forage wherever they can to find food, when they can. This Summit for me signifies a timely recognition that we must work to reverse these trends. We must also work to improve the quality of life for the many people worldwide who are so adversely effected by such phenomena and give them greater hope and greater success in the future.

Nevis emerges second from among two thousand
Charlestown Nevis (June 7, 2004) It was said that one never too old to learn, and through this belief, Mrs. Mary Webbe emerged as the second place winner, from 2000 registered persons in the Caribbean who sat the CXC Clothing and Textile Examination. Dr. Antonia Coward, the outgoing Education Chair of the Caribbean Association of Home Economists (CAHE), who was among a five member delegation on a one day visit to Nevis, presented the award to Mrs. Webbe. She observed that the association was very delighted to make the official presentation. In pointing out that it was a couple years ago, that the association decided to award some CXC students for their outstanding work in clothing and textile, Coward commented that it was in 2001 that another student from Nevis did extremely well. Education Officer, Mrs. Versaille Powell, who was her tutor gave brief remarks noting how pleased she was and that the programme had started some five years ago at the Gingerland High School. We have had some 100% passes since its inception, she noted.

Brief administrative history The International Sanitary Bureau, precursor of the Pan American Sanitary Bureau, was established by the First General International Sanitary Convention of the American Republics held in Washington, DC., in 1902. The Bureau, "according to the resolutions adopted", consisted of a board of seven health officials, residing in five countries, who were assigned the responsibility for the receipt and distribution of information on health conditions in the American Republics and to formulate sanitary agreements and regulations so that quarantine requirements would be reduced to a minimum in respect of cholera, yellow fever, bubonic plaque, smallpox and "any other serious pestilential outbreak". These functions and responsibilities were adopted both by the Second Conference of American States (1901) and by the First General International Sanitary Convention.
Five other international sanitary conferences held in the Americas between 1902 and 1920 approved resolutions to the effect that the Bureau would undertake the investigation of outbreaks of communicable diseases, the facilitation of commerce through the improvement of sanitary conditions in the sea-ports of the American Republics, through sewage disposal, drainage of the soil, and the destruction of mosquitoes and other vermin. However, resources available at the time in terms of staff, office space, travel and other expenses were not appropriate to allow compliance with these Conference resolutions.

* provide an important recreational resource for tourists and local residents,
* provide habitats for coastal plants and animals, and nesting sites for sea turtles,
* are a source of fine aggregate for construction,
* are an aesthetically pleasing - and culturally important - part of the environment. However, beach erosion is a growing cause for concern. Even before Hurricane Luis passed close to Nevis in September 1995, beach erosion was a problem at several sites. For instance, Nevis' beautiful three-mile (5 km) Pinney's Beach had been eroding since the early '70s. Every few years, another row of palm trees disappears into the sea, and Pinney's Beach Hotel now juts out into the sea, forming a headland. At Indian Castle, sand mining has destroyed what were once extensive sand dunes. And along the north coast at Nisbett, groynes and jetties have been built in order to stabilize the beach and slow down the erosion process. In 1988, Nevis joined a regional programme know as COSALC (Coast and Beach Stability in the Lesser Antilles). This programme is sponsored by UNESCO and the University of Puerto Rico Sea Grant College Program. As part of COSALC, beaches are measured on a regular basis in Nevis by the following agencies:
