Executive Summary This section of Elko High School's Improvement Plan (SIP) provides a comprehensive report on school characteristics, including a history of the school, its policies, publications, and programs. It also includes information on student performance data, student and community demographic data, and stakeholder perspectives on the quality of education offered at Elko High School. Researching, sorting and compiling this information has been an ongoing process beginning with the formation of the Northwest Steering Committee in the spring of 2000. The steering committee was divided into five groups, each assuming responsibility for one of the domains: 1) Profile, 2) Mission and Belief Statements, 3) Desired Results of Student Learning, 4) Analyzing of Instructional and Organizational Effectiveness, and 5) The Action Plan. Each subcommittee developed and submitted questions structured to acquire specific information related to each of the domains. From that a comprehensive set of surveys were developed and analyzed to ensure validity from collected data. The subcommittees have constantly added current data so that the most up-to-date and complete description of Elko High School is presented.

GOOD AFTERNOON. FOR THE RECORD, I AM RICHARD PERKINS, REPRESENTING ASSEMBLY DISTRICT NO. 23. I AM HERE TODAY TO TALK TO YOU ABOUT THE WORK OF THE LEGISLATIVE COMMITTEE ON EDUCATION DURING THE 2003-2004 INTERIM. EDUCATION IS ABOUT THE FUTURE. IT ALWAYS HAS BEEN; IT ALWAYS WILL BE. THE FRAMERS OF NEVADA IN 2003, WHEN I ASSUMED THE CHAIRMANSHIP OF THE COMMITTEE, I DECIDED IT WAS TIME TO CHANGE THE FOCUS. I THOUGHT WE COULD DO THAT BY REACHING OUT INTO THE COMMUNITIES AND SEEING FIRST HAND HOW THE CHANGES WE HAVE MANDATED IN THE PAST ARE TAKING SHAPE AND WHAT WE NEED TO DO TO HELP THE SCHOOLS MEET THOSE CHALLENGES. IF WE ARE GOING TO IMPROVE PUBLIC EDUCATION IN NEVADA, WE HAVE TO THINK OF IT AS A PARTNERSHIP. IT WAS MY BELIEF, MADAM CHAIR, THAT WE COULD DO A BETTER JOB OF THAT BY HAVING THE MEETINGS IN COMMUNITIES AROUND THE STATE RATHER THAN IN THE LEGISLATIVE BUILDINGS HERE IN CARSON CITY AND IN LAS VEGAS. WE TOOK THE COMMITTEE ON THE ROAD TO SIX DIFFERENT SCHOOLS IN SIX MONTHS, INCLUDING HIGH SCHOOLS IN RENO AND HENDERSON, THE SOUTHERN NEVADA VOCATIONAL TECHNICAL CENTER IN LAS VEGAS, AN ELEMENTARY SCHOOL IN ELKO, THE HIGH-TECHNICAL CENTER IN PAHRUMP, AND THE CONTINUING EDUCATION BUILDING AT THE UNIVERSITY OF RENO, NEVADA.

Carson City School District The Carson City School District’s long history has opened countless doors to academic achievement for our community’s young people. The district serves 3,890 kindergarten through fifth grade students at six neighborhood elementary schools. Two middle schools for grades six through eight serve 2,180 students. These schools provide increased learning for all children through standards-based curriculum and integrated technology systems. A long-term bond project has allowed many schools to renovate or remodel in recent years. Carson High School is a comprehensive four-year school with a population of 2,574 students, and a faculty and staff of 208. The high school offers many programs that allow students to extend themselves beyond the general curriculum. Among these are the Advanced Placement programs which offer courses in art, English, government, psychology, and Spanish; a Cooperative Occupational Experience program to allow senior students to work in the community; and an extensive prep/dual and college credit program. Qualified students enrolled in this program can earn up to 70 units of college credit.

William M. Stewart Stewart Indian School For ninety years, Stewart Indian School addressed the federal government's issues of Indian education in Nevada. Located three miles southeast of Carson City, the school grounds encompassed 240 acres. The school opened on December 17, 1890 with 37 students and 3 teachers. Due to federal budget cuts and earthquake safety issues the school closed in 1980.
In 1888 the Nevada Legislature passed a bill to establish a school to train and educate Indian children. The original site was purchased from several ranchers. The campus opened with a capacity for 100 students and included a Victorian-style dormitory and school house. As enrollment increased new buildings included shops for training, a hospital and a recreation room. A platform for the Virginia and Truckee railroad was added by 1906 to help with transportation of students to and from the school. By 1919 the school had 400 students. During the next sixteen years over 60 native stone buildings were constructed by Hopi stonemasons. Student curriculum focused on vocational training so that students could take their place in society. Boys were taught ranching, mechanics, woodworking, painting and carpentry, while girls attended classes in baking, cooking, sewing, laundry and practical nursing. Vocational training remained the school's focus until the late 1960's when studies shifted to academics.

Administrative History The Constitution of the State of Nevada (Article XI, Section I) instructed the first state Legislature to provide for a state Superintendent of Public Instruction and provide for a uniform system of common schools (Section II). This constitutional mandate was addressed by the 1864-1865 Legislature which provided for the election of a state superintendent of public instruction at each general election. In 1895 the Legislature created the State Board of Education, naming the Governor as president, the State Superintendent of Public Instruction as secretary, and the State Surveyor-General as a member. In 1931 the membership of the Board was increased to seven: the Governor, the Superintendent of Public Instruction, and five elective members, with the Superintendent serving as Secretary of the Board. An act of 1956 increased the membership to eight, all elective, with the Superintendent continuing to be the board's secretary. The biennial reports that the State Superintendent of Public Instruction submitted to the Governor previous to 1956 show that the report originated from the "State Department of Public Instruction," indicating how both the State Superintendent of Public Instruction and the State Board of Education regarded their agency. The statutory creation of the State Department of Education, however, took place on March 2, 1956, when the Legislature did create and specify the title of the Department. The Department consisted of the State Board of Education, State Board for Vocational Education, and State Textbook Commission; other agencies and officers were later added.
