DRI emphasizes "teaching the teachers," so they can bring real world knowledge back into their classrooms. DRI places a statewide emphasis on K-12 partnership. Our goal is to achieve maximum impact on key K-12 science education problems through strategically selected initiatives. SUMMER 2005 - Trans-Arctic-Ocean multi-national expeditions In summer 2005, the US National Science Foundation (NSF) is sponsoring several US scientists (including Dr. G. Berger from DRI) and the newest US icebreaker, USCG Healy, to participate in only the second ever crossing of the central Arctic Ocean by two surface ships (the last was in 1994). There are two complementary 2005 expeditions: Leg-1 explores the western Arctic Ocean (northwest of Alaska) in June to about latitude 75EN, using only the Healy; Leg-2 involves both the Healy and the Swedish icebreaker and research vessel Odin throughout August and September, and crosses the North Pole, ending in Norway.

Significance of Pre-Kindergarten Standards
The attached standards are a joint effort supported by both the Nevada Department of Education's Office of Special Education, Elementary and Secondary Education, and School Improvement Programs, aligning with the Nevada K-12 Content Standards, as well as the State of Nevada, Department of Human Resources, Welfare Division; Child Care Assistance Department and the Child Care and Development Fund. Both of these state agencies have been challenged by the Good Start, Grow Smart initiative to work together to develop standards to be used by all early childhood education programs in Nevada as a guide for child outcomes for preschool. Future federal funding will be contingent on the completion and implementation of the Pre-K Content Standards. The Nevada Pre-K standards describe appropriate outcomes for children at the end of their preschool experience and entering kindergarten. Therefore, when reading the standards one should think in terms of the child's final learning outcome before entering kindergarten. The standards are guidelines to be used with all children in any early education setting such as childcare centers, family childcare homes, Head Start, preschools and school district Pre-K programs.
Development of the NevadaPre-K Standards
A group of early childhood professionals representing Nevada from the Nevada Department of Education and local school districts, Head Start and childcare attended the U.S. Department of Education Early Childhood Educator Academy in Los Angeles in November 2002. This core group of professionals became the nucleus for the Steering Committee for the development of Pre-K State Standards.

Standards for Grades Kindergarten, 3, 5, 8, 1st year high school study, 2nd year high school study, and 4th year high school study Approved by the Nevada State Board of Education, December 4, 1999. These standards offer a vision of excellence for K-12 foreign language education in Nevada. Language and communication are increasingly essential in today's changing society. The need for all learners to become competent in their ability to communicate with people of other countries and cultures is now more apparent due to instantaneous world-wide communication networks and an economy that is globally interconnected. Nevada students must be able to succeed in the global community of the 21st century. Foreign languages should be offered as part of the core curriculum, beginning at an early age and continuing through Grade 12. Programs which emphasize the development of communication skills will require schools to create long-term programs where students are actively engaged in listening, speaking, reading and writing for real purposes in culturally authentic contexts. Students should graduate from high school able to converse, read and write in a second language and to understand cultural diversities. The main purpose of these standards is to provide guidance for school districts as they develop high quality foreign language programs throughout Nevada schools.

Bureau Structure and Responsibilities
The Legislative Bureau of Educational Accountability and Program Evaluation (Bureau) was created by Senate Bill 482 (Chapter 473, Statutes of Nevada 1997 This comprehensive school reform package, called the Nevada Education Reform Act (NERA), combined education initiatives proposed by the Governor with those of the Senate Finance Committee and provided nearly $41 million in general fund appropriations to improve public education. Through the Nevada Education Reform Act, the following occurs: The school accountability program is strengthened; A system for the adoption of high, measurable statewide standards in academic subjects is established; A series of statewide tests linked to those standards is implemented; Use of educational technology for classroom instruction is increased; and A process for legislative review of education reform is established. To facilitate legislative review of educational matters, the Act established two new entities within the legislative branch: the Legislative Committee on Education and its staff component, the Legislative Bureau of Educational Accountability and Program Evaluation.

UPDATE ON NO CHILD LEFT BEHIND LEGISLATION
Mary Jane Pearson, U.S. Department of Education, presented a summary of the No Child Left Behind (NCLB) legislation. Ms. Pearson said the legislation has led to a program focused on "Closing the Achievement Gap in America's Public Schools." The guiding principles of this program are:
  • Create accountability for student performance.
    According to Ms. Pearson, by raising the standards and expectations of students, you also raise their hopes. She noted a significant achievement gap exists between disadvantaged students and more affluent students, despite the billions of dollars spent to combat this problem. Ms. Pearson said providing guidelines for academic achievement and clearly informing teachers, students and parents what is expected can significantly improve performance. Additionally, the NCLB legislation includes specific plans to ensure every child reads by third grade and that a highly qualified teacher is in the public school classroom by 2005.

What is BATE? The BATE project is one of eleven national demonstration projects funded by the U.S. Department of Education FIPSE LAAP program for 2000-2004. We are addressing the needs of rural educators to obtain added certification in two areas experiencing personnel shortages: K-12 school library media and school administration. Three states are working collaboratively to place core certification courses online. Teachers who want to obtain certification credentials must select an institution and fulfill its requirements. We have agreed to accept each other's courses on transfer. The institutions are: Montana State University-Bozeman (library instructional media certification, certification and advanced degrees in educational leadership); the University of Nevada-Las Vegas (educational leadership certification and advanced degrees), and the University of South Dakota (school administration certification and advanced degrees. Project Objectives: To create economies of scale through developing and executing an inter and intra state collaborative plan to provide distance learning opportunities for educators to obtain credentials in library media and school administration thus reducing duplication efforts and to expand opportunities for programming and k-12 staff development where few currently exist
