Leadership implies change and movement. To lead is to move a group in a specified direction. Without leadership there is no purposeful change. Without change there is no re-forming. The plan emphasizes the heightened need for collaboration within Pre-College, with other divisions of the University and with schools and programs throughout the United States for the purpose of raising the academic achievement levels of deaf and hard of hearing students. The impetus behind the plan is the 1992 amendments to the Education of the Deaf Act (EDA) .
