http://health2k.state.nv.us/BHPS/phe/sdwpdocs/wetn.htm
NEVADA DRINKING WATER EDUCATION AND TRAINING NETWORK
BACKGROUND The Safe Drinking Water Act (SDWA), first passed in 1974, establishes the basic requirements under which the nation's public water supplies are regulated. The US Environmental Protection Agency (EPA) is responsible for setting the national drinking water regulations to carry out the requirements of the Act, and the states are responsible for ensuring that the public water systems under their jurisdiction are complying with the regulation. The Nevada State Health Division (SHD), has been delegated the authority or "primacy," to carry out the federal drinking water program in Nevada. Responsibility under this authority includes: keeping track of sample results, conducting detailed inspections called sanitary surveys, and taking enforcement actions. Public water suppliers are assigned the day-to-day responsibility of meeting the regulations through routine monitoring of their systems and reporting results to the states. In 1986, the SDWA was amended, and greatly increased the scope and stringency of the requirements established under the original Act. The responsibility of the owner or operator of the public water system also increased with this expansion of the SDWA. Training for public water system operators, to improve public water system compliance with the Safe Drinking Water Act, became a necessity.

Mission and Goals The Center for the Education and Study of Diverse Populations (CESDP) was established by the New Mexico Legislature in 1993, under the auspices of New Mexico Highlands University, to provide technical assistance, distribute research findings, offer resources, and promote quality in New Mexico's public education system. The CESDP achieves its goals by supporting the New Mexico State Department of Education and forming partnerships with schools and districts. It offers intensive, long-term professional development in literacy, mathematics, and instructional pedagogies supporting English language learners. Practice and support, which allows teachers to integrate new instructional practices, are part of the CESDP's professional development delivery model. By providing methodologies for monitoring student progress, engaging in analysis of assessment data, examining school processes against educational reform and change models, and providing opportunities for community interaction that impact education decision-making, the CESDP addresses the comprehensive nature of school reform.

The industry has worked closely with state regulatory agencies to develop a state regulatory program that is among the best in the nation. In fact, many states have used Nevada's program as a model for their state's regulatory programs. Combined with the current federal regulatory program known as Regulation 3809, Nevada is one of the most environmentally conscious mining states. The Nevada Mining Association (NvMA) is concerned about the proposed revisions to Regulation 3809 being proposed by the Bureau of Land Management (BLM). The BLM is suggesting that the federal government be given increased control of mine permitting, environmental and reclamation programs. The Nevada mining industry believes the proposed revisions are unnecessary and duplicative of programs that already exist in Nevada's regulatory environment. Nevada Mining Association officials suggest any regulatory reform discussion be delayed until a national study on mining regulations is concluded.
