Dedicated to leading and educating the drinking water profession.
I. INTRODUCTION The 2000-2004 Strategic Plan shapes the California Nevada Section American Water Works Association's (CA/NV AWWA) future; in particular, it provides direction and vision, and helps determine CA/NV AWWA's role in meeting the challenges facing the water supply industry in coming years. The plan incorporates elements from the National AWWA Strategic Plan and takes a broad view of the objectives and activities that the Section should undertake. It does not attempt to provide a detailed listing of all Section programs or activities. A. CHALLENGES FACING CA/NV AWWA These Changes Bring New Challenges in Serving Our Members Well. The Section leadership will be asked to display even greater effectiveness. The Section will have to develop more useful information and resources for the entire drinking water profession.
CA/NV AWWA Has Many Faces. CA/NV AWWA is recognized as a professional Section, a scientific and educational institution, a resource for utilities, and a leader in the field of public health. These aspects are not mutually exclusive but they highlight the need for clearly stated goals and objectives.

For the re-licensing year 2005 (January 1, 2005 through December 31, 2005) , and each year thereafter, each licensed applicator in the State of Nevada will be required to successfully obtain at least six (6) CEUs for the renewal of their Commercial Nevada Pest Control License. The required breakdown of the CEUs are as follows: At least one (1) CEU must be in Laws and Regulations.

    • The mission of Division of Minerals is to be responsible for administering programs and activities to promote, advance, and protect mining and the development and production of petroleum and geothermal resources in Nevada. The Division shall carry out mineral-related policy for the Commission on Mineral Resources and advise the Governor and Legislature on matters relating to mineral resources. The Division shall provide: an effective program of industry relations and public affairs, including information and education concerning the mineral industry; a program to identify, rank and secure dangerous conditions at abandoned mines in a timely manner; efficient regulation of oil, gas, and geothermal activities and well operations; and a satisfactory mine reclamation performance bond pool.
    Organizational Structure:
    • The Division reports directly to the Governor through the Commission on Mineral Resources. The Governor appoints the Commission, with six members representing various segments of the mineral industry and one member representing the public-at-large. The Commission is responsible for advising the Governor and the Legislature on matters involving mineral development, and directing policy and adopting regulations for the Division.

    REGULATIONS TO BE DISCUSSED Wildlife commission to set hunting seasons Season dates, bag limits and regulations for this fall's waterfowl hunts are scheduled to be set by the Nevada Board of Wildlife Commissioners during a one-day meeting at 9 a.m. Friday at the Bristlecone Convention Center in Ely. Commissioners will have a number of options for opening and closing dates for the duck, goose and other waterfowl hunts based on a season framework that was provided to the state by the U.S. Fish and Wildlife Service. Proposed general limits for ducks are seven daily with 14 in possession with more restrictive limits on some species. Shortened seasons are again planned for pintail and canvasback ducks. The Nevada Department of Wildlife is requesting approval from commissioners to expend more than $93,000 from the duck stamp fund to benefit the state's wetlands. Most of the money will be used for herbicide spraying on wildlife management areas to control noxious weeds. Commissioners also will review NDOW's proposed predator management projects for the current fiscal year. New projects that are being proposed include predator control to protect wild turkeys at Mason Valley Wildlife Management Area and protection for bighorn sheep near the East Walker River and in the Excelsior Range.

    BACKGROUND
    The Safe Drinking Water Act (SDWA), first passed in 1974, establishes the basic requirements under which the nation's public water supplies are regulated. The US Environmental Protection Agency (EPA) is responsible for setting the national drinking water regulations to carry out the requirements of the Act, and the states are responsible for ensuring that the public water systems under their jurisdiction are complying with the regulation. The Nevada Division of Environmental Protection (NDEP), has been delegated the authority or "primacy," to carry out the federal drinking water program in Nevada. Responsibility under this authority includes: keeping track of sample results, conducting detailed inspections called sanitary surveys, and taking enforcement actions. Public water suppliers are assigned the day-to-day responsibility of meeting the regulations through routine monitoring of their systems and reporting results to the states.
    In 1986, the SDWA was amended, and greatly increased the scope and stringency of the requirements established under the original Act. The responsibility of the owner or operator of the public water system also increased with this expansion of the SDWA. Training for public water system operators, to improve public water system compliance with the Safe Drinking Water Act, became a necessity.
    In 1991, five drinking water organizations and the US Environmental Protection Agency joined forces to examine existing compliance training programs and recommend a strategy for improving public water system compliance with the Safe Drinking Water Act. The organizations were: American Water Works Association, Association of State Drinking Water Administrators, National Environmental Training Association, National Rural Water Association, and Rural Community Assistance Program. The National Training Coalition (NTC) was formed to develop coalition-based compliance training programs for the states.
