The various school district trustees are meeting or have met as we go to press to judge how the schools in the Silver State fared as regards the federal No Child Left Behind Act (NCLB) in the 2004-05 year.     Bureau Structure and Responsibilities
    The Legislative Bureau of Educational Accountability and Program Evaluation (Bureau) was created by Senate Bill 482 (Chapter 473, Statutes of Nevada 1997 This comprehensive school reform package, called the Nevada Education Reform Act (NERA), combined education initiatives proposed by the Governor with those of the Senate Finance Committee and provided nearly $41 million in general fund appropriations to improve public education. Through the Nevada Education Reform Act, the following occurs: The school accountability program is strengthened; A system for the adoption of high, measurable statewide standards in academic subjects is established; A series of statewide tests linked to those standards is implemented; Use of educational technology for classroom instruction is increased; and A process for legislative review of education reform is established. To facilitate legislative review of educational matters, the Act established two new entities within the legislative branch: the Legislative Committee on Education and its staff component, the Legislative Bureau of Educational Accountability and Program Evaluation.

    STATE FUNDING FOR K-12 EDUCATION AT RECORD LEVELS
    Since becoming Governor of Nevada, education has been my top priority. Working together with the Legislature, we have endeavored to ensure that Nevada’s students receive the quality education they deserve. Recent reports in the media, though, have given the impression that K-12 funding in my budget has somehow diminished. In light of this, I would like to correct this misleading information. My budget recognizes and supports an increase in the per-pupil cost of educating an expected 422,500 students in Nevada in both years of the next biennium. The state’s contribution to the per-pupil cost is found in the budget’s Distributive School Account, which is funded by a combination of the state’s general fund, as well as federal funds and local revenues. A large part of K-12 education is funded by local sources. A portion of all sales tax receipts and 75 cents per $100 of assessed valuation of property tax collections is dedicated to education. Dramatically higher sales tax collections and an increase in property tax revenues, resulting from a large increase in the number of new homes that have been built, combine to slightly lower the per-pupil cost to the state for the first year of the biennium only. My proposed budget meets the demand of more than 35,000 new students in our classrooms over the next two years by allocating more than $500 million in new money for K-12 education. The basic per student guarantee within the Distributive School Account is budgeted to increase over the next biennium, at $4,431 per pupil. This is up from the Legislatively approved $4,360 in the current biennium, and from $3,944 in the 2001-2003 period.
