What are the Regional Resource Centers?
The six Regional Resource Centers (RRCs) are specifically funded to assist state education agencies in the systemic improvement of education programs, practices, and policies that affect children and youth with disabilities. The RRCs help states and U.S. jurisdictions find integrated solutions for systemic reform, offering consultation, information services, technical assistance, training, and product development. The beneficiaries of the RRCs' work are children and youth with disabilities, and the families and professionals associated with them.

    Julie Poppe, Research Analyst Introduction Most working parents with young children at one time or another have had to consider the following questionWho will take care of the children while we work or attend school full time? Because more Americans with young children are working than ever before, child care has become a critical issue across the country. Policymakers nationwide have focused on expanding the availability of child care, while trying to ensure quality for parents who increasingly depend on child care. Parents of children with disabilities face even greater challenges. State, federal and local leaders are exploring funding approaches to expand the services available and to include children with disabilities into community settings with other children. Definitions "Child with a disability" is defined by federal law as a child with mental retardation, hearing impairments, speech or language impairments, visual impairments, serious emotional disturbance, orthopedic impairments, autism, traumatic brain injury, other health impairments, or specific learning disabilities, who therefore needs special education and related services. State and local education agencies can also define a child aged 3 to 9 with a disability as a child experiencing developmental delays, as defined by the state and measured by appropriate diagnostic instruments and procedures, in one or more of the following areas: physical, cognitive, communication, social or emotional, or adaptive development (1, p. 9).

This page will describe State, District, and School activities under the NREA.
Nevada will use the Reading Excellence Act to fund subgrants to local education agencies (LEAs) who, with assistance from a State Task Force led by university literacy researchers/professors and Nevada Department of Education consultants, will conduct site-based inquiry into the specific literacy needs of their schools and instructional tasks. Selected sites will develop school-wide literacy plans aimed at improving instruction in the earliest grades through job-embedded professional development to be provided by school-based literacy leaders and facilitated by school improvement teams. Nevada serves 17 school districts with 480 public schools that include 340,706 students and 20,693 teaching personnel. Nine of these districts are eligible to apply for Nevada Reading Excellence Act (NREA) subgrants, as determined by the Reading Excellence Act (REA) guidelines. Based on current data, 88 schools with 55,499 students and 3,362 certified personnel will be eligible to apply for approximately 47 NREA subgrants. Nevada's Reading Excellence Act Partnership (NREA), in collaboration with Nevada Governor Kenny Guinn's Nevada Early Literacy Intervention Program, will expand upon existing reforms such as the Nevada Content and Performance Standards and state-wide regional professional development programs instituted in Nevada's last legislative session. NREA is designed to establish a state-wide program of literacy education that will provide opportunities to improve pre-k/k - third grade reading instruction and family literacy in poor and low performing schools and "feeder" preschools through professional development activities established on research-based reading instruction. Through NREA, teachers of students in the earliest grades will benefit from more information about effective scientifically-based reading research practices as well as more guidance and training on how to implement those practices in their classrooms.

NEA Study Reveals Teacher
Salaries Stagnant for Last Decade
The report, Research shows that the quality of a child's teacher is a key factor in closing the achievement gaps that exist today and ensuring that all students are prepared for success in work and life. Yet according to NEA's study, the average salary of a public school teacher for the 2003-2004 school year increased only slightly over the previous year. C-11 C-14 Speaking on behalf of NEA's 2.7 million educators, President Reg Weaver emphasized that inadequate state and local funding of public schools and the strict, costly regulations of the so-called "No Child Left Behind" law are making it more difficult for schools to retain quality employees.
"A career in teaching offers many intrinsic rewards. But teachers should never have to choose between doing what they love and supporting their families," Weaver said. "We can't continue to ask them to fulfill such an important mission without providing the support they deserve and need to remain in the profession." Nationwide, at least 2 million teachers will be needed over the next decade because of teacher attrition and retirement and increased student enrollment. Research shows that more than one third of all new teachers leave the profession within three years and almost one half leave within five years due to poor working conditions and low salaries. The percentages are even higher for minority teachers, male teachers, and teachers under 30.

    US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states.     Guarantee Agencies Federal student loans are extremely low risk loans, as compared with other types of unsecured loans, in part because the Federal government guarantees them against default. This section of FinAid provides information about student loan guarantee agencies, also referred to as student loan guarantors and student loan guaranty agencies. Guarantee agencies insure student loans against default. The 1% guarantee fee that is collected from each disbursement is paid to the designated guarantee agency to cover the costs of insuring the loan. (Some guarantee agencies have built up enough of a reserve that they are able to waive or reduce the guarantee fee.) State Department of Education Requirements Although all states must comply with the federal provision of No Child Left Behind, many states have programs for mid-career changers individuals who already have a bachelor's degree—that are alternatives to the traditional route to teacher certification. Just as teacher certification requirements differ from state to state, so do alternative certification program offerings. In the State Departments of Education directory, RNT provides resources developed by the National Center for Alternative Certification: a coded list of alternative certification programs offered in each state, and an alternative licensure key that describes details about the types of programs offered by each state.
    As this information about alternative certification is subject to change, you will still want to call for the most up-to-date information. Some states offer this information online and others will mail you a packet about state-approved alternative certification programs and requirements.
