Employment Law Public Works and Purchasing Moreover, schools are involved in a variety of commercial activities that require legal advice. Contracts for vending machines, pay phones and purchases of uniforms for athletics, school supplies, yearbooks, class rings, caps and gowns and school photographs, all result in significant expenditures. Schools make arrangements for fundraising events to pay for extracurricular activities and travel for field trips, and rent various pieces of equipment for their activities, all of which involve legal pitfalls. Such contracts are governed by NRS Chapters 332 and 338, and in-house counsel can expect to be asked to interpret these laws, and to represent the District in the inevitable bid protests brought by dissatisfied bidders and vendors in this process. Commercial contract disputes with vendors who have failed to perform as required by their contracts are regular topics of litigation for the legal office.

  • Alternative Summer Camps [ Kids/Teens/Mature Teens ] - Therapeutic wilderness experiences for adolescents, pre-teens, and adults. Descriptions and links for a variety of programs in different states. Aspen Camp School for the Deaf - Summer and winter camp programs for kids ages 8-18 who are deaf or hard of hearing. Australia - Camp Quality - A non-profit, volunteer organisation providing support for children with cancer. Fourteen Australian locations covering every State and Territory in Australia. Over 4000 families each year participate in the programme and more than 34 children's camps are held each year. The Australian programme also includes Family Cluster Weekend Camps, special family activities, hospital visits, parent and grandparent luncheons and a newsletter 6 times a year. A Classroom Program for Developmentally Disabled Adolescents and Young Adults. The CIHS designed and managed an experimental classroom for the target population. (Funded by the California Department of Education, Title VI-B, Bureau of Educational Improvement for the Handicapped.) A Plan to Expand Independent Living Services for Developmentally Disabled Persons in Los Angeles County. The CIHS was responsible to develop a plan for assuring more personalized lifestyles for 300 or more persons in Los Angeles County with developmental disabilities. The purpose of the implementation plan was to define the steps involved in achieving residential living arrangements which afford quality, stable services in settings with six or fewer clients. Since the plan was implemented, a local community agency, UCP/SCF, engaged in ongoing analysis of the efficacy of various design elements and carefully monitored the quality of life experienced by the clients who were placed in community living arrangements. (Funded by United Cerebral Palsy/Spastic Children's Foundation, Los Angeles, California.) A Project to Conduct Structured Training and Employment Transition Services for the Mentally Retarded (STETS/MR).

In 1999, in the wake of the Columbine school massacre, and
under the direction of Mrs. Johnson, the Board passed the
precedent setting Resolution that called for academic rather than drug
solutions for behavioral and learning problems in the classroom.
When Congress originally passed IDEA, covering Special Education, its primary purpose was to provide a Free and Appropriate Education for children with hearing, sight, speech and other physical handicaps. Over the ensuing 27 years, the funding has been largely funneled, instead, to children with "learning disorders," a term so subjective that children who fidget, butt into line or interrupt their teachers are so labeled. In most cases they are subsequently prescribed cocaine-like, mind-altering drugs. Many of these children simply have never been taught to read. Clearly, there is a critical need to provide an objective, scientifically based definition of "learning disability," and this must be the central point of reforming IDEA.
