From the Editor
Dee Dickinson The Autumn issue of New Horizons for Leaning's online Journal focuses on special needs from a broad perspective. Following, you will find articles on facilitating and improving the learning of students with specific disabilities, Title I students, and those who do not speak English as a first language. You will also learn about schools, districts, and even a whole State that have been especially successful at beginning to bridge the "achievement gap." We include as well articles about meeting the needs of gifted students and older learners. Reports on conferences devoted to the arts as tools for learning and developing the imagination, and articles about learning in different parts of the world add further dimensions to the Journal. On September 16 we will open an online discussion area related to a conference that the IslandWood environmental learning center and New Horizons for Learning co-sponsored this summer. It will be located in the Meeting Spaces area of our website (you may access the link below the opening graphic of this website's home page .) The area will include handouts from the presenters and Nancy Margulies' mindmaps of the presentations. The area is open to all who are interested. As always we welcome your questions and responses to the information we offer. The Winter Journal, to be posted in December, will focus on differentiated instruction and we welcome your suggestions.     Special Needs: Domestic Abuse, AIDS, the Disabled, the Elderly, the Homeless Numerous courts and bars have developed programs for groups with special needs. Advocacy for these groups is crucial as their needs are often exacerbated by lower income, thus further limiting their access to justice in the areas of employment, housing, etc. Fifty-seven courts or bar associations indicated in their 2001 survey responses that they support activities addressing special needs. Among the many programs are the following: "He Loves Me…Not," the Arkansas Bar Association video on the prevention of dating violence, was distributed to all high schools in the state. The state public television affiliate aired three, one-hour TV call-in programs, using the video in its entirety as a centerpiece. The Georgia Bar Association Young Lawyers Division Advocates for Special Needs Children Committee ensures that school districts are providing the education required by the Americans with Disabilities Act.

    ERS Study Confirms Link Between Principal and School Success The widespread shortage of qualified principals has put a drain on the instructional leadership of the nation's schools, and is seriously affecting efforts in whole-school academic improvement, according to a new report conducted by the Educational Research Service (ERS) at the request of NAESP and NASSP. The report, The Principal, Keystone of a High-Achieving School: Attracting and Keeping the Leaders We Need, takes a close look at the shortage, suggests reasons behind it, and provides an overview of programs designed to address aspects of the shortage. The study identifies critical skills for qualified principal candidates, which include: being "educationally savvy," being innovative, having a clear focus and vision, being able to "sell the school," being a good manager, being interested in using and applying research to improve the school, possessing good conflict resolution and mediation skills, and being loving child advocates.

    Nevada universities are re-examining their accommodation for students who have disabilities during the month of October.
    Governor Kenny Guinn declared October to be "Children with Special Needs" month for Nevada.
    On the statewide level, this means that Nevada will be updating their services for those with disabilities as early as birth. Families of "Special Needs" children will receive support to help them meet the needs of their child's disability.
    UNLV held a student panel discussion Oct. 7 to give students with disabilities a chance to discuss their experiences and share ideas for improvement.
    Several students with a wide variety of disabilities participated in the panel, including students who were blind, deaf and dyslexic.
    Currently, UNLV has several systems in place to assist students with disabilities.

    By Ardynne Sprinkle Ardynne Sprinkle is the president of the Nevada Association for the Gifted and Talented.
    Are we throwing away our brightest and best students? Are we failing to provide them with opportunities to reach their potential, to aspire to achievement and creativity far beyond that which is expected of most children? Are we leaving them behind? It would seem so. At the state level, Assembly Bill 416 seeks to limit the definition of "exceptional children" only to those who are labeled "children with disabilities." The effect of this could place a very real burden on school districts throughout the state. If AB 416 is approved by the Legislature, school districts throughout Nevada will have to fully fund the salaries of all teachers of gifted and talented programs. Nevada law, in place since the late 1980s, has allowed school districts to pay 60 percent of a gifted and talented teacher's salary by using a limited amount of the state and federal funds provided for special education. Since its inception, gifted education, at both the state and national levels, has been under the umbrella of special education, providing curriculum opportunities for our most able learners. Just as students with disabilities need extra attention and services, our gifted students require differentiated instruction in order to fully progress. But the amount of money we spend on our most able students is minute compared to the amount spent on every exceptional disabled child in a special ed classroom or, for example, a deaf child.
