The mission of Nevada's community colleges, as institutions of the University and Community College System of Nevada, is to provide superior, student centered educational opportunities for the citizens of the state within the designated service areas of each college. Summer Sessions Bulletin Board for Winners Select A Year 1999 Award Winners DEBRA VOLL - Debra Voll is a Primary Communication Disorders teacher at Desert Shadows Elementary School in Scottsdale, Arizona. Since 1990, she has taught a self-contained kindergarten and first grade communication disorders class, through a team approach with two teachers, a speech-language pathologist and three instructional aides. The classroom population includes twelve children with severe language learning disabilities, autism and other pervasive developmental disorders, as well as emotional and behavioral challenges. Ms. Voll received a B.S. in Education in 1973 from Illinois State University and obtained a Masters of Education in Educational Leadership with Distinction from Northern Arizona University in 1996. She was nominated in 1992 for the National PTA's Phoebe Apperson Hearst Outstanding Educator Award, and has been awarded numerous venture grants for innovative projects, including the involvement of therapy dogs in the classroom.

Statewide Masterplan for Nevada Libraries 2000-2005
Introduction The Statewide Masterplan for Nevada Libraries provides direction and serves as a blueprint for development of library services throughout the state. The plan is based on input from people who attended meetings in every corner of Nevada and also reflects the best thinking of public, school, academic and special librarians. The developing draft was reviewed and discussed at regional meetings in Elko, Las Vegas, Reno and Carson City. The planning process incorporated ideas gleaned from efforts in states with characteristics similar to Nevada on the variables of population, population density and revenue. A planning background document was developed by Elko County Librarian Sara Jones as part of an internship toward her graduate degree from Syracuse University School of Information Studies. Using the above variables, Sara developed summaries and evaluations of planning documents from Idaho, Nebraska, New Mexico and Utah. Sara also reviewed the 1996-2000 Statewide Masterplan for Nevada Libraries to determine which objectives had been met and which activities had been completed. This work demonstrates the overall effectiveness of the plan in terms of impact on library services in Nevada.

What does a parent do when his child needs extra help, a different approach, or special equipment to be able to learn? What if these services are not accessible through the private sector, and then denied by the public school? We filed in Connecticut when 9-year-old Kaitlyn Gallagher was denied $10,000 of specialized equipment for the blind, in New Jersey when 6-year-old Gregory Forstrom was denied speech therapy, and in Nevada when 9-year-old Christopher Hooks was denied speech therapy.

    Parents of learning disabled students ready to press
    Ofelia Madrid and Anne Ryman Based on experience in other states, Arizona could face a lot of angry parents if it refuses to relax AIMS test requirements for learning disabled students.
    In Massachusetts, Indiana, California, Oregon and Alaska, parents of learning disabled students have sued over high school exit exams. Florida changed its requirements last year to avoid lawsuits.
    The lawsuits have cost states thousands of dollars and left parents, like many in Arizona, in limbo as they worry about whether their children will get high school diplomas and get good jobs.
    Arizona is just beginning to feel the parental heat. About 6,000 learning disabled students in the class of 2006 who took the AIMS test failed in large numbers and are in danger of not graduating. They are high school juniors in special education classes, but they test below a 10th-grade level.
    Arizona requires all students who test above the third-grade level to take AIMS.

    Some disabled students to be held to different standards
    SUN STAFF AND WIRE REPORTS WASHINGTON Education Department officials have decided children with the most severe learning problems can be held to a different academic standard than their peers a move that will ease pressure on schools struggling to make yearly progress. The new department rule to be announced within days would affect a limited number of students deemed to have "significant cognitive disabilities" by their states. It would allow those students to be tested against standards appropriate for their intellectual development. More significantly, those scores would be counted as part of their school's performance. Currently, students who take tests based on different standards can't be considered "proficient." This penalizes schools as they add up yearly achievement, which is critical because schools that receive federal aid for the poor, but fail to make adequate yearly progress, face increasing sanctions from the government. Many schools have failed to make annual progress because disabled students didn't score high enough on tests or because too few of those students participated.
