Summary of 2001 Redistricting Legislation
On December 28, 2000, the U.S. Census Bureau released population totals for the states. As of April 1, 2000, Nevada had a resident population of 1,998,257 — a 66.3 percent increase over the state’s population in 1990. For the fourth decade in a row, Nevada was the fastest growing state in the nation. The 2001 Nevada Legislature revised the districts of a number of elected officers based on the results of the 2000 census and the “one person, one vote” principle through the passage of Senate Bill 14 of the 17 th Special Session (Chapter 23, Statutes of Nevada Special Session) Senate Bill 14 of the 17 th Special Session S enate Bill 14 revises the election districts for Nevada’s state legislators, Representatives in Congress, the Board of Regents of the University and Community College System of Nevada (UCCSN), and the State Board of Education. The measure retains a 21-member Senate and includes 19 Senate districts with an overall range of deviation of 9.91 percent from the ideal population of 95,155 for each single-member Senate district. The plan shifts one Senate seat from northern Nevada to Clark County to adjust for greater population growth in southern Nevada, and reallocates one seat to include a small part of Clark County along with a much larger portion of rural Nevada.

focus questions project samples related projects Overview In this environment of high-stakes assessment, the Assessment and Standards Development Services program at WestEd is providing a full range of assessment-related services. For example, ASDS staff provide consultation to state policymakers (e.g, governors, State Boards of Education, and superintendents of instruction) on assessment policies and practices. In addition, we are providing specific support services to state departments of education and state associations for their high-stakes assessment programs. This includes assessment development work, administrations of assessments, facilitation of performance-based assessment task scoring, as well as analysis and reporting of assessment results. We also provide a range of technical support services including bias review, equating, and standard setting. Currently, ASDS staff are providing support to high-stakes statewide student and teacher assessment systems in California, Kentucky, Nevada, Oregon, Pennsylvania, and Utah.

(a) The Legislature finds and declares each of the following: (1) The children of this state have the right to an effective public school education. Both students and staff of the primary, elementary, junior and senior high school campuses have the constitutional right to be safe and secure in their persons at school. However, children in many of our public schools are forced to focus on the threat of violence and the messages of violence contained in many aspects of our society, particularly reflected in gang regalia that disrupts the learning environment. (2) "Gang-related apparel" is hazardous to the health and safety of the school environment. (3) Instructing teachers and administrators on the subtleties of identifying constantly changing gang regalia and gang affiliation takes an increasing amount of time away from educating our children. (4) Weapons, including firearms and knives, have become common place upon even our elementary school campuses. Students often conceal weapons by wearing clothing, such as jumpsuits and overcoats, and by carrying large bags.

Back to Work Incentive Act (H.R. 444), legislation that creates personal re-employment accounts of up to $3,000 to provide unemployed Americans additional flexibility, greater choice, and more control over their employment search, as well as a re-employment bonus for those who find a job quickly. Mr. Chairman and members of the Committee on Education and Workforce, I am Myla Florence, Director of the Nevada Department of Employment, Training and Rehabilitation. Thank you for inviting me to testify today and it is an honor to be here at Congressman Porter’s first field hearing in Nevada. The Department of Employment, Training and Rehabilitation administers programs authorized under the Workforce Investment Act, as well as unemployment insurance, employment services, vocational rehabilitation and the Nevada Equal Rights programs. Our department in conjunction with the Governor’s State Workforce Investment Board and the two Local Workforce Investment Boards in Nevada has made a remarkable transformation of the publicly funded workforce system since the passage of the Workforce Investment Act of 1998. We truly have a unified system in Nevada known as Nevada JobConnect. We are equal partners in combining the various workforce programs into a seamless system connecting business needs with a trained workforce. I want to thank the Chairman for scheduling a hearing on President Bush’s "Personal Re-employment Account" proposal and Congressman Porter for bringing this hearing to Nevada and introducing HR444, the Back to Work Incentive Act. In state fiscal year 2002, 36,216 Nevadans exhausted their regular unemployment benefits. Of those claimants, 19,201 went on to exhaust Temporary Extended Unemployment Compensation (TEUC) benefits (through December 31, 2002). For the week ending January 31, 2003, Nevada reported 31,092 individuals collecting regular UI benefits and 4,103 receiving TEUC benefits. And for the last two months we have seen Nevada’s unemployment rate tick slightly upwards to five percent in December 2002. (The first time since December, 2001).
