So Why Can't
Nevada Johnny Read? by Deborah Carson In Nevada, according to the 1998 National Assessment of Educational Progress, only an abysmal 21 percent of fourth graders and 26 percent of eighth graders read at or above grade level. Even under the more forgiving Terra Nova test, a mere 48 percent of Silver State fourth graders during the 1998-99 school term were able to read at or above grade level. What's going on? Why do Nevada kids have such reading problems? The answer can't simply be poverty or immigration or that English is sometimes being learned as a second language. Clearly 79 percent (or 52 percent) of Nevada's fourth graders aren't impoverished or immigrants. But that same empirical research also explains how and why Nevada kids are being so badly shortchanged: Reading is a matter of skills—skills that Silver State youth are not learning. "Good readers are phonetically aware," says the National Institute of Child Health and Human Development (NICHD). "Good readers understand the alphabetic principle. Good readers can apply these skills to the development and application of phonics skills when reading and spelling words. Good readers can accomplish these applications in a fluent and accurate manner." Why aren't Nevada kids learning these skills? Robert Sweet, a staff member of Congress' Committee on Education and the Workforce, testified before the 1999 Nevada Legislature's education committees after evaluating the state's reading curriculum. While the curriculum texts mention phonics, the NICHD standards are not actually being met, he said.

    Before becoming Washoe County School District's superintendent, Paul Dugan was an administrator for elementary education for six years. His previous experience also includes 11 years as a teacher, six years as a school counselor, two years as a middle school assistant principal and seven years as an elementary school principal. He is on the Board of Join Together Northern Nevada, Foster Grandparents, Nevada Hispanic Services, Education Collaborative and the Children's Cabinet. He is a member of many professional organizations including Phi Delta Kappa Association, the National Staff Development Council, and the Association for Supervision and Curriculum Development. Dugan received his Bachelor of Arts from the University of California, Santa Barbara, and his Masters of Education from the University of San Diego.     Dr. Carol C. Harter, UNLV President Dr. Carol C. Harter is the seventh president of the University of Nevada, Las Vegas (UNLV), a post she assumed in July 1995. Prior to her arrival at UNLV, Dr. Harter served as president of the State University of New York (SUNY) at Geneseo for six years. Before assuming her first presidency, Harter spent almost nineteen years at Ohio University where she was a faculty member, ombudsman, and served in two vice presidential roles. Since Dr. Harter's appointment in 1995, UNLV has created 72 new degree programs. Many of the programs are aimed at alleviating Nevada's shortage of highly trained professionals in areas such as physical therapy, health physics, and environmental sciences. Other new programs are in unique areas of study, such as senior adult theatre and creative writing with an international focus, and in executive master's and doctoral programs designed for working professionals. Dr. Harter is also leading the university's comprehensive effort to solve the state's teacher shortage. The university has moved to streamline its teacher-training curriculum and to increase the number of classes offered. These efforts have paid off quickly in just four years the university has increased the number of graduates by 150 percent. UNLV has also successfully implemented an accelerated program in special education as well as a new executive doctoral program in educational leadership for working professional educators. Harter has been the driving force behind a unique, three-tier teacher-training complex on UNLV's campus that features an on-campus elementary school and two privately funded facilities a professional development center for teachers and an early childhood center all since 1998.

    UPDATE ON NO CHILD LEFT BEHIND LEGISLATION
    Mary Jane Pearson, U.S. Department of Education, presented a summary of the No Child Left Behind (NCLB) legislation. Ms. Pearson said the legislation has led to a program focused on "Closing the Achievement Gap in America's Public Schools." The guiding principles of this program are:
    • Create accountability for student performance.
      According to Ms. Pearson, by raising the standards and expectations of students, you also raise their hopes. She noted a significant achievement gap exists between disadvantaged students and more affluent students, despite the billions of dollars spent to combat this problem. Ms. Pearson said providing guidelines for academic achievement and clearly informing teachers, students and parents what is expected can significantly improve performance. Additionally, the NCLB legislation includes specific plans to ensure every child reads by third grade and that a highly qualified teacher is in the public school classroom by 2005.
