An important objective is to stimulate the synchronization in the field by means of structural policies. This will require less implementation work, and more policy work. A reorganization process has been started in order to help make this a reality.

    After centuries of foreign rules by the Romans, Franks, Burgunds, Habsburgs, and Spaniards in 1648 the Dutch Republic became a free and sovereign state. During the 17th century, also called the 'Golden Age', the Republic became increasingly prosperous and a major colonial power, thanks largely to the Dutch East India Company (VOC). Today the Netherlands is a modern, industrialized nation and the third largest exporter of food. The country was a founding member of NATO and the EU, and participated in the introduction of the Euro in 1999.

    Curacao's Culture
    Curacao's 170,000 people spell the island Kursow, a Papiamentu word, indicating a strong cultural sensibility. While Curacao is still a member of the Netherlands Antilles, and is tied to Holland through governmental functions, the island is more African and cosmopolitan, more Caribbean, in its culture than many. The society has strong ties to its African memories through language, music, and dance. One of Curacao's strongest manifestations of its African past is " tambu ", an ancient form of music and dance. Slaves carried the traditional, rhythmic structure of the form from Africa and passed it along, by ear, from generation to generation. Drumming is the foundation of tambu, and the first instruments used by slaves in Curacao were farm implements. Later they converted small, hollow cargo containers covered with dried goatslun into drums. Accompanying the rhythm is a form of dancing called " baila ban " (dance the drum) where partners never touch each other but move their hips and bodies to the rhythm while leaving the feet in place.     “Bon Bini” is how you say welcome in their sweet native language, Papiamentu, a Portuguese-based Creole heard on the streets and in the homes of the ABC islands, Aruba, Bonaire and Curaçao, which are about 35 miles off the coast of Venezuela. Dutch is used as the medium of instruction in schools and in the courts. Spanish is also widely spoken, with English close behind. The Antilles provide generous residency rights for domestic partners. A native born Dutch subject, or just an established resident of the Netherlands Antilles, including U.S. citizens, can immigrate a same sex partner into the country with the full protection of the laws of the European Union, of which the Netherlands Antilles form a distant, but integral part. The Dutch Caribbean is like a gay friendly ship sailing in a solidly conservative sea, largely because of the liberalizing impact of the mother country. As Holland has led the way in sexual freedom in Europe, its rippling effect has been felt in its tropical outposts.
