In 1994 the Omaha 2000 Early Childhood Education Center and Omaha Work Keys were established to help realize those goals. The Early Childhood Education Center is supported by funding from the ConAgra Foundation, Peter Kiewit Foundation, United Way of the Midlands and by parental fees, based upon a family's income level. The center serves as a model for excellence in the development and delivery of high quality, comprehensive, family-centered early childhood and parenting education for children and families. It offers a model curriculum for children ages six weeks to seven years. Omaha Work Keys is a three-year collaborative project of Omaha 2000, Omaha Public Schools and American College Testing and is underwritten by the Omaha World-Herald Foundation.

Throughout the United States, community colleges are the largest and fastest growing segment of higher education. In this decade nearly six million students have registered for credit courses in more than 1,200 public community colleges. Most community colleges began in the 1960’s; however, Western Nebraska Community College, with a very unique history, was established in Scottsbluff in September 1926. Originally established as an extension of the University of Nebraska, Western Nebraska Community College was named Scottsbluff Junior College. The College was closed after only one year of operation and was reopened in September 1929 as part of the Scottsbluff Public School System. The College operated as a part of that system until September 1932 when it became a public, two-year institution. In May 1965, a bond issue was approved for the construction of a new campus. In June 1968, Scottsbluff Junior College became Nebraska Western College. In 1965, Western Nebraska Vocational Technical School was founded by the State Legislature in Cheyenne County at the Sioux Army Depot approximately twelve miles west of Sidney. In October 1966, classes began at the technical vocational school. In 1971, the school changed its name to Western Nebraska Technical College. In 1973, the State Legislature formed the Western Technical Community College Area which included Nebraska Western College, Western Nebraska Technical College, and the Alliance School of Practical Nursing. On July 1, 1978, the Area Board of Governors placed all three entities into a single college, multiple campus setting.

The Mormons:
The exodus of the Mormon pioneers between 1847 and 1869 was an exciting time in American history. The saga began in 1830 in Fayette, N.Y., where Joseph Smith organized the Church of the "Latter Day Saints" called the Mormon Church. The church grew in membership but opposition also grew. The group relocated in Ohio, then Missouri and finally to Nauvoo, Ill. Mobs murdered Joseph Smith in 1844. In 1846, the Mormons left Nauvoo because of conflict and mistrust under the leadership of the new president, Brigham Young. They crossed the river and established winter quarters north of Omaha, Neb. The following spring, 143 men, three women and two children began their journey toward Salt Lake City, Utah, traveling in 75 wagons. In May 1847, an "odometer" was installed to count the revolutions of the wagon wheel to calculate mileage. The odometer could tally ten miles before starting over. This thousand-mile march is now known as the " Mormon Trail It was decided by some to locate in this area. Under the leadership of Henry and Sarah Hudson, founders of Genoa, a colony was set. Humphrey Public School is a class 3, Type K-12 district accredited by the Nebraska Department of Education. There are 240 students in the school. Courses offered in the high school include vocational agriculture, consumer education, industrial arts, and business technology. Adult Community Education classes are available through the Central Community College , Platte Campus in Columbus. The school district offers special education services for preschool through age 20 in the school system. Some services are contracted through the Education Service Unit in Columbus. The Humphrey Public School Multicultural committee was established in 1993 to make Humphrey Public School in compliance with Rule 16 of the Nebraska Department of Education and LB 922 passed by the Nebraska State Legislature. The proposed plan was adopted on October 10, 1994. For more information call St. Francis Grade and High School provide a Catholic education to area students. They boast an enrollment of 178 in K-6, and 153 in 7-12 and are accredited by the Nebraska Department of Education. There are eight elementary teachers and 13 in the Jr./Sr. High. Ninety-five percent of the graduating seniors go on to college. For more information call A great working relationship exists between the public and parochial school. New Ag Sciences Magnet School Submitted by: Valerie Egger––Nebraska Network 21––University of Nebraska, Lincoln Soon, high school students in Mead, Nebraska will conduct experiments at the nearby 9,500-acre University of Nebraska Agricultural Research and Development Center (ARDC). Students will work directly with local agriculture businesses gaining experiences in applying agricultural techniques. As the 2000-2001 school year began this past August, Mead High School unfolded a newly designed curriculum intended to benefit local students, and also to reach out to others, through the incorporation of a rural Agricultural Sciences Magnet School. Making Education in Agriculture (M.E.A.D.) is a magnet school within a public school. It is one of the few rural agricultural sciences magnet schools in the nation. Although it was estimated that about 25 students would enroll in the new classes this semester, enthusiasm for the program resulted in over 100 students enrolling, and some in more than one class. Along with this large group of high school students, M.E.A.D. has created Agriculture Exploratory classes for junior high, reaching 50 seventh and eighth grade students.

Nebraska Rural Schools File "Adequacy" Suit
On August 27, 2004, the Nebraska Coalition for Educational Equity and Adequacy (NCEEA) , a coalition of 34 rural school districts throughout the state, filed a school funding adequacy lawsuit in state court against the governor and other state officials. The plaintiffs in NCEEA v. Johanns allege that the state education finance system is unconstitutional because it "fails to provide school districts with the resources needed to educate their students" to become productive citizens, find meaningful employment, and qualify for higher education. According to the NCEEA plaintiffs, the state funding system leaves schools unable to provide the opportunity students need in order to reach the standards and goals required by state and federal law (NCLB). More specifically, plaintiffs assert that students are being denied adequate facilities, quality teaching, preschool education, vocational education, a college prep curriculum, and other essential programs and services.
