Methods of Gathering and Verifying Data
A central goal of this project was to develop a snapshot of precollegiate history education in the 50 states and Washington, D.C. Hired by the Organization of American Historians as the lead researcher for this OAH/AHA project, Sarah Drake Brown requested information in the following categories:
  • certification requirements for history teachers at the elementary, middle, and high school levels
  • standards in history for teachers
  • standards in history for the K-12 curriculum
  • high school graduation requirements and exit examination requirements in history
  • state criterion-referenced examinations in history
  • statewide resources for history teachers and contact information for state history/social studies specialists
  • statewide associations for teacher membership This proved to be a massive amount of data, so the information was collected in separate steps: independent searches for data, preliminary public presentations of initial findings, and early contact with numerous representatives in history education from each of the states and the District of Columbia. Preliminary data was then collected from the web sites created and maintained by the various departments of education and certifying bodies in each of the states. This information was then compiled into reports for each state, organized into sections based on the categories listed above.

    Teacher and Administrative Certification Information
    Issuance of Nebraska teaching or administrative certificates is the legal responsibility of the Nebraska Department of Education. Universities and colleges do not issue professional certificates, but rather, they offer the course work (required by the State) for specific teaching or administrative programs for which the college or university then provides the endorsement. The college transcript showing the endorsement, along with a completed application packet, may then lead to the issuance of a teaching or administrative certificate. The Certification Process In order for an individual to become certified at the professional level (teaching or administrative) they must complete a program of study in an endorsement area at a college or university which has been approved by the State Board of Education. When the program of study has been completed and the endorsement posted on an official college transcript, the student may then submit a certification application to the Chadron State College Certification Office.

    Origin of the Northeast Nebraska Teacher Academy

    Fourteen school districts in northeast Nebraska have teamed with ESU # 1 and Wayne State College to create the Northeast Nebraska Teacher Academy (NENTA), an entity that will insert 40-65 qualified teachers into the northeast Nebraska substitute teacher market for a total of 3200-5200 substitute days per school year. This, in turn. will enable the fourteen districts to take full advantage of staff development
    opportunities since capable, qualified substitutes will then be readily available. Additionally, the quality of substitute instruction in each of the participating districts will be significantly improved by consistent useof lesson plan formats from one district to another, by staff development activities directed at substitute teaching performance, and by the substitute mentoring efforts that are built into the project. Further, the NENTA substitutes will enhance their own professional progression toward full certification through the project's concerted training and support activities.

Furthermore, school regulations usually take on new meaning as the reasons for them become clear. Knowing this, substitute teachers should concern themselves with their own contribution to the situation in which they were called upon to help. A substitute teacher should avoid criticism of the regular teacher, other staff members, or students, except when formally presented to the principal in the interest of the school.     Accrediting Agencies and Associations Recognized
    by the Secretary, U.S. Department of Education
    The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs. They promulgate standards of quality or criteria of institutional excellence and approve or admit to membership those institutions that meet the standards of criteria.
