Tax Environment Nebraska is an agricultural state, with one in four jobs still related to farming. In the past, the state was heavily dependent on its property tax, which has been a source of agitation to its citizens. But in the 1990s, the legislature imposed levy limits on property taxes and restructured revenue sources somewhat to limit increases in property taxes. The amount of revenue generated from the property tax has gone down relative to other taxes and the state now has a relatively balanced tax system. Still, many Nebraskans still perceive the property tax as too high. 2002 State Tax Collection by Source

    Public Expenditures in Nebraska
    Total State and Local Spending Overview
    In FY 1999-2000, total state and local spending in the State of Nebraska from all sources amounted to over $5.8 billion dollars. Of that $5.8 billion dollars, approximately $1.5 billion was federal money and $2.344 billion from the state general fund. The remainding expenses of $1.96 billion were paid out of cash and local (property) tax funds. As mentioned earlier, certain major entities such as K-12 Education and Postsecondary education receive funds from multiple sources. This dramatically increases the difficulty by the taxpayer determining whether or not spending in general or after the affect of tax lids has stabilized. Many Nebraska taxpayers do not realize that shortfalls in funding by property tax lids were made up by subsidies from the general fund. In these cases, it is more convenient to examine the budgets of the individual entities. Appropriations become expenditures once the money has been spent. Evaluation of public expenditures is more difficult than revenues. A comprehensive evaluation of public expenditures makes it "necessary to examine all types of financial reports...to establish with any certainty how local tax dollars are spent." Most appropriations are recorded or tracked in certain funds or accounts as opposed to"purpose". Each of these funds may have combined or more often a separate state, local, or federal component. Many states are working towards a unified accounting system to more easily compare costs. This will be very beneficial or detrimental to those organizations that receive a greater or lesser portion of tax funds. Nebraska public expenditures may most easily viewed by their revenue sources and will be compared with other budget data that describes funding sources. For example, General Funds account for 40-50% of the total expenditures and are listed below in General Fund Appropriations where actual data is available. State records will list budgets in actual, appropriated, or governor's recommendation.

    Nebraska Schools Facing Toughest Challenge Get Least Money
    Nebraska school systems with the lowest test scores serve more students who face socio-economic barriers to academic achievement than do other Nebraska schools, but have to do it with less money, according to a new analysis.
    The Rural School and Community Trust concluded that compared with higher achieving schools, the lowest achieving schools serve communities with more students who live in poverty, lower household incomes, fewer adults with high school diplomas, more students still learning the English language, and more minority students.
    But although they face greater challenges, they have a smaller local property tax base that produces less revenue, they receive less funding overall, and they spend less on teachers and less overall on a per pupil basis.

Pursuant to adjournment the Platte Co Bd Supervisors met in session beginning at 9:05a.m. Honorable Ronald Pfeifer, Chairman,Diane C Pinger,Co Clk.Roll call and the following members present: Supervisors Martens,Friedrichsen, Lloyd,Woerth,Franzen,Tooley and Chairman Pfeifer.The Co Assessor reviewed the GIS Bids and reported back to the Co Bd. Moved and seconded to purchase the GIS package for the Co Assessor’s Office for $75000.00 in a three (3) year payment program to be paid out of the capital acct.Motion carried.Moved and seconded approve the purchase4 of a computer for the Co Assessor’s Office for the GIS Program in the amt of $1593.00 to be taken out of the capital acct. Motion carried.Moved and seconded approve the minutes of 10-21-03 as amended to change Co Government Day from 11-13-03 to 11-12-03.Motion carried.Moved and seconded file the Col Public Library report for Sept 2003.
