On this site you will find information pertaining to the law affecting exempt schools, the rules and regulations, frequently asked questions, resources, and the forms used to file for an exemption. Statutory Authority:
  • Section 79-318(5)(c) of the Revised Statutes of Nebraska (R.R.S.), authorizes the Nebraska Department of Education to establish rules and regulations which govern procedures and standards for private, denominational, and parochial schools which elect, pursuant to procedures prescribed in subsections (2) to (4) of Section 79-1601 R.R.S. , not to meet all state accreditation or approval requirements.
Statutory provisions for exempt schools are summarized as follows:
  • Parents may educate their child at home by electing not to meet the State's approval or accreditation requirements as prescribed in Section 79-318 R.R.S

Executive Summary
Objectives
  • Develop learning modules for in-service training programs and our website. Conduct five in-service training programs on IPM for school staff, pest management professionals, and extension personnel. Survey administrators regarding their use of IPM practices in schools after implementation of this educational project
  • Justification
    In 2002, we conducted a survey of school administrators in Nebraska, which indicated that only 28% of the school districts currently have an IPM plan. Sixty-one percent indicated that routine pesticide applications are conducted in their schools. Decisions regarding these applications are made by custodial/maintenance personnel in 54% of the schools. Of the school personnel that control pests, only 27% are properly certified. When pesticides are stored in school buildings, 25% are not in a locked area.

Members include several state agencies: Rhode Island Department of Health (HEALTH), Rhode Island Department of Education (RIDE), Rhode Island Department of Labor and Training (DOLT), Rhode Island Department of Environmental Management (DEM)), Brown University, Community College of Rhode Island, private business, the Rhode Island Committee on Occupational Safety and Health, and the Rhode Island Fire Marshal's Office.

Effective Instructional Practices Schools were studied that served a high concentration of language minority students and whose students were successful academically. Several attributes were identified as common to the schools' general organization and the delivery of instruction. A hyperlink to the complete article is provided. Framework for ALP An alternative language program involves more than teaching students with limited English proficiency to understand and speak English. Effective alternative language programs require a holistic effort addressing the needs of students, their families, and the community while blending it into the fabric of the whole school district.     An analysis of the proposed changes to Nebraska’s school finance formula and school structure shows that many of Nebraska’s rural schools could suffer from imposition of a “small by choice” factor. Research has consistently shown that smaller schools have some advantages over their larger counterparts.
    The 2005 session of the Nebraska Unicameral and proposals to be considered by the Legislature in 2006 appear to be ignoring these virtues, and may be placing the state and its rural communities down a path of extensive school consolidation through deprivation of much needed state funds. This report will take a look at the Unicameral’s attempts to advance rural school consolidation.
    Big Trouble reports in the past have looked at schools facing at least a 10 percent cut in state aid from one year to the next. This Big Trouble report will concern schools with an enrollment of 390 or less as it pertains to legislation introduced during the 2005 Nebraska Unicameral. Legislative Action
    2004 BUDGET
    In the 2004 session, the Legislature adopted LB 1091, a collection of cash transfers to assist in balancing the budget. Among the amendments adopted to LB 1091 was the use of state lottery proceeds for small school district reorganization incentives for one-time payments to school districts of fewer than 390 students that merge to become districts of more than 390 students.

(same article here and here Like many of Nebraska's school systems, the Lexington district where Eisenhauer is superintendent has seen an influx of Hispanics, largely because of jobs at the meatpacking plants, and an accompanying exodus of white students to public elementary schools just outside town. And there is nothing Eisenhauer can do about it. Nebraska law allows students to switch schools without giving a reason. The white parents are fleeing an ethnic group that does poorly in school and which has more problems with broken families crime , and other social pathologies. But of course some scoundrels are going to unfairly accuse the parents of ignorant prejudice. There is a bill in the Nebraska legislature (which is uniquely unicameral if memory serves) to put a stop to white flight from schools. The one Hispanic state legislator is outraged that whites would flee from Hispanics. By contrast, I am outraged that illegal aliens are spreading across the great plains and that George W. Bush and Karl Rove want more, not less, of this. I am also outraged that these Hispanic illegal immigrants are there to drive down the wages in meatpacking plants where wages were already pretty low to begin with.
