Systems may be different but they also cooperate on many projects to provide continuing education, training, technology, and fun to their members. All systems cooperate in a biannual Leadership Institute based on the Snowbird Leadership Institute; a preconference to the annual NLA/NEMA Fall Conference; a periodic Bricks n' Boards Workshop for potential new and/or remodeled library building projects; and cooperative grants that benefit libraries across the state. Fun projects have included a 50s Sock Hop at the NLA/NEMA Fall Conference and chartering a bus to make the trip to the MPLA conference in Denver last fall. Plans are underway to do the same thing for the MPLA Conference in Jackson Hole . Eastern Library System
While the Regional Library Systems in Nebraska work together, we also do our own thing. The Eastern Library System (ELS), consisting of seven counties in the eastern part of Nebraska , has 32 public libraries, 14 academic institutions, 89 school districts and 32 special libraries. Though the Eastern System comprises only 4% of the state's geographic area, we serve 40% of the population. From a large metropolitan public library with 10 branches to a community of 238, and a school district with 89 buildings to a one room rural school, our mission is to provide service to all of our membership. Staffed by Kathleen Tooker, Administrator, and Nancy Meyer, Administrative Assistant, the office is located in Omaha .     Mark Muller
    Director, Environment and Agriculture Program
    Since starting at IATP in 1997, Muller has worked on a wide variety of issues, including agricultural diversification, nutrient management, agricultural transportation, regional food systems and renewable energy production. He has been involved in both regional project-based efforts and national policy development. He has had opinion pieces on agricultural policy appear in newspapers throughout the Midwest. Muller has a B.A. in physics from the State University of New York at Geneseo and a M.S. in environmental engineering from Manhattan College.     Food and Health
    Marie Kulick Senior Associate Kulick joined the Food and Health team in August 2004, with more than 14 years experience as a program director, collaborator, advocate, non-profit manager and skilled communicator within the environmental and conservation communities. She works on the health impacts of sewage sludge, and on our hospitals and food project. Kulick has a B.A. in Communications from McDaniel College and a Master of Studies in Environmental Law from Vermont Law School. Prior to IATP, Kulick worked for the National Fish and Wildlife Foundation, Environmental Fund for Maryland, and Clean Water Action.

    Nebraska Alliance Organizes,
    Energizes Rural School Advocate
    Leading rural, farm, and education activists in Nebraska have launched a broad based coalition to "build the capacity of rural people to fight for adequate, equitable, and quality rural education and community development as defined and developed by rural people themselves." The Nebraska Alliance for Rural Education involves grassroots organizing, policy research, training for rural activists, and work with the news media. Nebraska school politics has long centered on consolidation and finance issues. Rural areas have often been divided and conquered by one legislative measure after another, each creating a new set of victims and a more entrenched and vulnerable set of survivors among rural schools. The state still has the second largest number of rural school districts, but they are disappearing to consolidation faster than in any other state. This trend is prompted largely by changes in the funding formula and a recent constitutional amendment that caps property tax levies. Key to the Alliance's strategy is doing solid, empirical research that debunks the notion that small schools are "expensive" to operate. It recently prepared an analysis showing that because larger districts have higher dropout rates, their cost per pupil graduated is higher than for most smaller districts. (See "What Does It Really Cost.")
