Aerial photographs dramatically portray the changing landscape of Colorado: a mountain valley can be seen where there is now a reservoir; changes in the vegetation and ground cover can be traced over the years, and the growth of towns and cities documented. This website provides access to over 1,700 digitized aerial photographs of Colorado taken by the U.S. Forest Service in the years from 1938 to 1947. The photographs can be searched or browsed using a map search or a geographic keyword search. Searches will bring up information and metadata about each photograph and a 150 dpi image that can be downloaded free of charge. (See "Using This Site" for more information.) The photographs available through this web site cover eight counties: Boulder, Clear Creek, Eagle, Gilpin, Grand, Jefferson, Larimer, and Summit.

Overview
Nebraska's telecommunications network infrastructure is among the best in the country: fiber optic cables connect all 93 of the state's counties with digital technology. State officials estimate that 99 percent of Nebraska's population has access to advanced telecommunications services, since all of its communities are served by digital switching. Citizens, governments, and businesses have put this infrastructure to use in many ways. Omaha, for example, is often cited as the center of the nation's telemarketing industry. Local government and industry analysts expect improvements to Nebraska's information infrastructure to take the form of policy changes and educational measures rather than additional infrastructure construction projects. The legislature created the Nebraska Information Technology Commission to develop a statewide strategy to ensure that the telecommunications infrastructure needed to remain competitive was planned, coordinated, and put in place in a timely fashion. The commission's final report, released in November 1994, outlines desired policy changes that would recognize the impact of and take advantage of telecommunications technology. The report recommends educating citizens about how to use the technology and expanding the uses of the state's well-developed network infrastructure.
Infrastructure Development
Nebraska deregulated its telecommunications market in 1987, far ahead of many other states. This early deregulation is probably one of the reasons Nebraska succeeded in building an extensive, sophisticated telecommunications access system. The state government is the largest single consumer of telecommunications services. Although 42 different companies provide telephone services in the state, the government has been able to leverage its market share to create the incentives for private telecommunications companies to invest in infrastructure: the cost of infrastructure development has been borne entirely by the private sector. State service contracts help providers recover costs, however. The state has often agreed to contracts of up to ten years to demonstrate its commitment to private sector development.

Nebraska Gets Planning Grant
The National Endowment for the Humanities (NEH) announced recently that it has awarded the Nebraska Library Commission $33,350 to develop a statewide preservation plan for Nebraska. The Nebraska Library Commission is serving as fiscal agent for this grant, which will be organized and administered through the Nebraska Documents Preservation Advisory Council. Formed in 1988, the Nebraska Documents Preservation Advisory Council is a cooperative preservation group which includes such agencies as the Nebraska State Historical Society, the Nebraska Records Management Division of the Secretary of State's Office, the University of Nebraska Libraries and NEBASE (Nebraska's OCLC network). Other members of the group are: the Nebraska Library Association, the Nebraska Humanities Council, the Nebraska Library Systems, the Nebraska Literary Heritage Association, the Nebraska Conservation Committee and PICKLE. The grant from NEH will enable Nebraska to identify its preservation needs and priorities for paper documents and records. Solutions to problem will be proposed based on surveys of records repositories and on ideas raised at strategic planning meetings. Forty (40) delegates from across the state have been invited to participate in the meetings. The first meeting will be held Oct. 3-5 in Lincoln at the Cornhusker Hotel. Among problems to be addressed by delegates is the brittle paper crisis facing repositories of Nebraska's written heritage. Based on surveys of libraries and county historical societies conducted in 1987 and 1988, preservation education and preservation microfilming are two recognized needs. The grant will assist the Council in seeking broader input and in publishing a plan of action.

    Public Library Equity of Access Exemplary Projects Nebraska Bridging the Digital Divide
    The Nebraska Public Access Database is a collaborative effort among the Community Council fo the Nebraska Information Technology Commission (NITC), the Nebraska Library Commission, and Nebraska Online. The database provides ifnormation on all sites in or sponsored by public entities, which provide public access to computers with Internet access. The databases is searchable by location at the NITC Web site and the ifnormation is updated by the Nebraska Library Commission. Library Services and Technology Act
    The Nebraska Library Commission is responsible for administering the federally funded Library Services Technology Act (LSTA) in Nebraska. LSTA funds have been instrumental in introducing and expanding information technology and Internet access in Nebraska Public Libraries. The Nebraska Library Commission Library Services and Technology Act Five-Year Plan, 1997-1992 identifies five long-range goals. Over the five-year period from 1998-2002, a total of 172 grants were awarded and $1, 313, 303 was distributed to local communities.     Home Page LCL Polley Music Activities June, 2004 The Lincoln City Library Foundation has decided to add Polley fund raising to its goals and activities. A special committee has been formed to make initial plans that will support the fund-raising needs of an NEH Challenge Grant to be submitted in the fall of 2004. May, 2004 Carolyn attended the Mountain Plains Music Library Association annual meeting in Tempe, Arizona. She was program chair for this conference. While there she promoted the digitization project, and the regional music librarians were very enthusiastic. She had a high-ol' time flying back, as that was the weekend of the terrible tornadoes that wiped out Hallam. Her flight went from Tempe to Minneapolis and then on to Scotts Bluff and back across the state to Lincoln. Whew! Linda's position was upgraded to Librarian I as a result of a job audit. She is busy manipulating the images for the MOON web page. April, 2004 Work has begun on the LSTA project. One hundred plus scores have been chosen and are being digitized at the Nebraska Library Commission Scanning Center in preparation for inclusion on a web page entitled "Music of Old Nebraska". March, 2004

    The Reinert/Alumni Memorial Library at Creighton University At the Reinert/Alumni Memorial Library at Creighton University in Omaha, Nebraska, library director Michael LaCroix leads by example. "Participation in the library community is paramount to the mission of librarianship and the role of libraries in today's increasingly virtual world," said LaCroix. Recently, LaCroix has been appointed to a four-year term on the Association of College and Research Libraries (ACRL) Budget and Finance Committee. He also sits on the American Library Association (ALA) 2004 Conference Program Coordinating Team as the ACRL representative, and is the NEBASE elected representative to the OCLC Members Council. LaCroix has served as director of library services for Creighton since 1995. LaCroix's staff also is involved in the library community, following the leadership and service example of the director:
    • Sally Gibson, reference/database management librarian has been elected Vice President/President Elect of the ALA New Members Round Table (NMRT), as well as the chair of the Nebraska Library Association NMRT.
