The following proposal will be voted on at the NLA Business Meeting during the annual NLA/NEMA conference: Proposal to change the NLA By-Laws: Under Article VII Committees
Section one - Standing committees
Add Diversity to the list of standing committees Section two - Standing Committee Membership
Add the following to outline the new committee's membership:
Diversity: 8-10 appointed members The NLA Board unanimously supports this By Laws change. Although the NLA membership does not vote on changes to the NLA Handbook - for your information, the current Ad Hoc Diversity Committee is proposing the following for the Handbook as the duties of the new standing committee on diversity: Handbook Section: The Duties of the Diversity Committee will be to aid in recruitment and retention of under-represented groups and to provide continuing education opportunities concerning all issues of diversity. The Committee will act as a representative collective voice for Nebraska libraries and will keep aware of issues related to traditionally under-represented groups. The Committee will consist of 8-10 appointed members from various types of libraries, staffing levels and geographic locations. Appointments will be for two years and may be appointed in a staggered rotation.

Carnegie Library Legacies Getting New Lives in Nebraska Andrew Carnegie, the world’s richest man during his lifetime, left a huge and lasting legacy of generosity, giving away nearly all his estate, estimated at $8.17 billion in 2001 dollars, before he died in 1919. Underscoring his belief that reading was a means to success, Carnegie gave millions for libraries to communities not only in the United States but also in other English-speaking countries. In Nebraska alone, 68 towns, townships, and counties received funding for Carnegie libraries between 1899 and 1919. Of the 60 remaining, 46 still are active libraries, according to 1993 Nebraska State Historical Society records. Most of the remaining libraries are in good, even excellent, condition, because they have been in continuous use. But, as you might expect of buildings constructed in the early 1900s, they are outdated. They fall short of today’s building requirements—handicap accessibility may be lacking, for instance. They can’t fully accommodate computer technology. And, charming as they may be, many of them are just plain cramped and uncomfortable. Today’s library patrons need and expect more, and their communities are rising to the demand. In the past five years, according to Richard Miller, library development director for the Nebraska Library Commission, communities across the state have built 15 public libraries and remodeled or added onto several more. Whether through grants and donations or through public debt voters willingly took on, these libraries were built on the same kind of generosity Carnegie believed in: returning wealth to the community for the benefit of all. In some instances, individuals have taken the lead by providing a big chunk of the funding.

CHIRS: Consumer Health Information Resource Service: a resource for Nebraska
In 1984 the McGoogan Library sought an LSCA Title III funding from the Library Commission to develop a consumer health information program for the state. As stated in the grant application, the original objectives of CHIRS were:
  • To work within the structure of Nebraska Library System to improve the delivery of consumer health information to Nebraskans. To provide educational and consultation services to non-health science librarians, which would enable them to deliver enhanced first-line services. To serve as a health information resource library for the state of Nebraska by providing information services beyond the capacity of the local library.
  • CHIRS aims to provide quality health information to Nebraska residents anywhere in the state at no charge. The public libraries and NLC readily accepted this model because CHIRS intends to enhance public library service. McGoogan resides in the background, while the public library remains the service point for residents.
    20 Years of Evolution
    The CHIRS program is now 20 years old and has evolved in a number of ways. First, we have changed the collection policy. Over time, we discovered that our customers prefer individualized packets of information that they can keep rather than materials that they must return to the library. We no longer purchase duplicate copies of titles and have expanded our collection with the money we have saved. The second change allows customers to contact us directly. According to our original policy, when a client contacted McGoogan, we referred them back to their local public library in order for the public library to submit the request to McGoogan. We recognized that a direct response to the requestor saved time for both the consumer and library.

    Auto Repair Reference Center Auto Repair Reference Center is the Ebsco's resource for automotive diagnostic and repair information. Wiring diagrams and other information can be printed on the system printer at the Information Desk. This service is only available through computers located in the Library.     Submitted by Nina Little, Nebraska Representative NLA Supports MPLA Leadership Institute Attendees with Stipend
    Nebraska Library Association members who are selected to attend the MPLA Leadership Institute will, for the first time, be eligible to receive a stipend from NLA to help support them in paying the registration fee. At their meeting on January 6, 2005, NLA Board members voted to include the amount in the 2005 Budget. NLA Finance Committee members agreed that the stipends should cover registration costs at the MPLA member rate. Non-MPLA members would need to pay the difference between member and non-member registrations costs. NLA Legislative Day
    At the 9:30 briefing, attendees received information on current legislation and library issues from Ken Winston, NLA’s lobbyist and Rod Wagner, director of the Nebraska Library Commission The briefing session was followed by time to meet with senators and staff members and/or visit the legislative chamber while it was in session. Participants had been encouraged to ask their senators or legislative aides, as well as their local city officials to be their guests a special luncheon where youth selected from around the state were recognized for their involvement with their local public or school library.

    July 23, 2005 Submitted by Nina Little, Nebraska Representative Nebraska Legislative Update 2005 New Director at the University of Nebraska at Omaha Library Welcome to a Few Other New Library Directors in Nebraska Joyce Grass is the new director in Tekamah. Karla Shafer has been welcomed to the library in Hooper and Ruthann Bargmann is the new director in Bancroft. Bancroft is the home of the John G. Neihardt State Historic Site. Neighboring Nebraska Communities Build New Libraries Because of the generosity of Ed and Donna Robinson, whose family founded the Robinson Seed Co. in Waterloo, Nebraska in 1888, the town of about 475 residents will have a new library. The 5,000-square-foot, single-story red-brick building will sit on a two-acre site owned by the Robinsons who donated the site and $1 million for building the library and establishing an endowment for its operation. The ground breaking celebration was held June 20, 2005. NEW at McCook Community College Library in McCook, Nebraska
