  • Through the use of inquiry-based professional development workshops, K-12 educator teams become comfortable with environmental change concepts and data and develop integrated multidisciplinary curriculum. Connect students to their environment by becoming actively engaged in the collection of scientific data. Develop a World Wide Web site that will include data inventories by project and project fact sheets. Develop a steering committee of stakeholders. Employ relevant evaluation tools to continuously improve the program and refine objectives.
  • Approach: This project is an integral part of the ongoing efforts of the Nebraska Earth Science Education Network (NESEN) to use multiple strategies to improve science education (Gosselin et al., 1994, 1995a,b,c, 1996, 1997, 1998). NESEN was created to serve as an interface between K-12 earth science educators and resources and expertise available from university and other scientific organizations. NESEN currently has about 470 members that includes nearly 390 K-12 educators who are primarily from Nebraska, as well as educators from 18 other states, Greece and Belgium. One of NESEN's primary strategies for improving science education is to develop special educational projects such as the one described here.

    I. Background:
Nebraska's sodomy law was repealed effective 1978. Although the state has overturned its sodomy law, there is a newer law on the books now making it illegal for any same sex couple to adopt or to become foster parents. This new law, LB255 was implemented in January of 1995 after having been introduced by Senator Kate Witek. The responses we have received to our queries have been concise and professional. But sometimes, reading between the lines, concise can also be a polite term for curt. The regular state legislative session runs from Jan-03 to Apr-18. Nebraska has a unicameral legislature. Its Home Page is at

Is NOT a state adoption state. There is no central clearing house for textbooks or curricular materials. Materials for consideration for adoption should be sent to each district, each governed by its own Board of Education. All district decisions are final. It should take less time to downoad than the gif! C omputer networks are entrenched in business, government, industry and universities, but how are they faring in K-12 schools? A recent report by the Congressional Office of Technology Assessment, "Teachers and Technology: Making the Connection," estimates that while 75 percent of public schools in the United States have access to local or wide area networks and other telecommunications and 35 percent have access to the Internet, only 3 percent of instructional rooms (such as classrooms, labs and media centers) are connected to the Internet. Yet, Educational Service Unit #3 (ESU #3) in Omaha, Neb., has defied statistics by providing 19 public school districts in eastern Nebraska with network connectivity and Internet services where one might least expect itin the classroom. ESU #3 is an intermediate service agency funded by the state that provides an array of supplementary educational services to K-12 school districts. ESU #3's functions include computing services and technical support. In this role, it links 90 buildings in a wide area network that spans four counties, 54,000 students, 4,000 teachers and several hundred admi nistrators. "The network exists to give K-12 school systems in Nebraska connectivity to one another and the Internet," says Don Ferneding, systems manager at ESU #3. State law funds Internet services in schools statewide, and ESU #3 has been aggressive in making connectivity a reality for 90 percent of the classrooms in its region using dedicated 56-Kbps links, T1 connections and dial-up services.

Educational Technology 2010 Public/Private Partnerships Follow-up Task Group A White Paper: Coordination of Cross -Agency Planning and Public/Private Partnerships NITC Education Council Priority : Provide recommendations that support coordinating statewide education IT efforts and resources, including collaboration with public and private entities. The white paper will include recommendations on preparing students for the 2010 workforce.
  • Overview
  • The purpose of this white paper is to provide recommendations regarding coordinating cross-agency planning and encouraging public/private partnerships. The goal is to prepare Nebraska’s youth for the 2010 workforce. It will include recommendations to explore the following areas:
  • Creating tax incentive opportunities for businesses that participate in IT development within Nebraska K-12 schools, including providing instruction to teachers and/or students, technical support, software and hardware, facilities, and teaching materials. Encouraging PreK-20 cooperation and sharing in curriculum development, teacher training, and professional development.
  • While some coordination of public/private partnerships is occurring, business participation and information technology awareness needs to be increased. In order to help facilitate this, bottom-line results need to be positively effected. Helping businesses and agencies address the labor-availability shortage is one way to achieve business and community support. Getting Pre K- 20 educators and students to show businesses, and each other, what their technology needs are, is another way to help effect change. Instead of IT occurring in isolation, it needs to become all encompassing and seamless between education, business and other community entities.

Do I have to re-register for the NebraskAccess resources? Do I need new passwords if I already registered for the databases? ... How can I get timely information about NebraskAccess?

  • 1. Does my library have to join the NebraskAccess program?
NebraskAccess resources are provided to public, academic and K12 school libraries at no cost. In order to be able to access the databases that are a part of NebraskAccess, libraries must complete a short online registration form . The Nebraska Library Commission purchases subscriptions for the commercial databases on behalf of Nebraska libraries and citizens each year with funding from the State of Nebraska.
    2. If patrons can access NebraskAccess using a Driver's License number why does my library need to register?
Not all of the NebraskAccess resources are available through the Home/Work login. The bigchalk eLibrary resource is not licensed for K12 schools and Books in Print is not licensed for remote use. Because of these restrictions we can not allow access to them through the Home/Work login. These are valuable resources your library can provide to its patrons by registering for the databases. There is no cost for Nebraska libraries to register for access to the resources.

Students are not afraid of technology because they are growing up with it incorporated into all aspects of their young lives. Go to the store and you see children talking on cell phones, scanning groceries at self-checkout lanes, or scanning a price check at Target. Walk through any electronic department and you will see children actually showing their parents how to work a computer, a video game or camcorder. Then why do teachers still resist or have difficulty incorporating some of the best teaching tools for learning into their classrooms. Give the student a camcorder for that project instead of paper and pencil and watch him/her bloom and suddenly become interested in researching history or documenting the life cycle of a butterfly. A child who does not want to write a two or three sentence paragraph on paper because they erase so often, cannot stay on the line, or has difficulty controlling a pencil will suddenly write a seven sentence story on an AlphaSmart. Using grant money I am putting AlphaSmart 3000 carts in every third through sixth grade classroom.

Nebraska Information Technology Commission The Commission began under Executive Order 97-7 in November 1997. The nine-member, governor-appointed commission includes representatives from elementary and secondary education, post secondary education, local communities, and the Governor or a designee. The commission guides the development and use of information technology infrastructure in the state through policy and offers the following grant programs: Information Technology Planning and Mini Grants Program - The University of Nebraska’s Technologies Across Nebraska (TAN) initiative in partnership with NITC’s community council provides mini grants to support technology initiatives. To receive the $2,500 mini grant, a community or regional technology committee must prepare a written proposal. In Fall 2002, TAN began working with 8 community and regional technology committees participating in year one of the program. The community assessments have been completed and the committees are now developing their technology plans. Community Technology Fund - grants are awarded through a competitive grant process to organizations for technology projects meeting the following criteria: (1) Projects using information technology to improve community and economic development, healthcare, and the delivery of local government and library services. (2) Projects using information technology to address community needs in an innovative manner. (3) Projects demonstrating strong collaboration within a community or region in addressing IT development.
