Resources are ranked within each topic; the first resource listed is the most useful and the last one is the least useful, in my opinion, based on depth and breadth of content, quality of links, ease of use, organisational structure, and general appearance. A resource ranked last may be a great resource for a limited audience, or it may be an OK resource that's meant for a large audience. I have not listed resources I found to be anything but great or good, except for national organisations. Suggestions are always welcomed.

The Nebraska Foster and Adoptive Parent Association , NFAPA, a non-profit 501(c)(3) organization, was formed in 1999 to increase the amount of information, resources, and support available to Nebraska's resource families. If you are not able to find the information you are seeking on our site, please feel free to contact us – we will try to guide you to the resources that will best meet your needs. The Mission of the Nebraska Foster and Adoptive Parent Association is to empower, support, and advocate for Nebraska families by promoting safety, permanency, and well-being of our children. Resource family throughout this website refers to foster and adoptive families, relatives or caregivers who share parenting with the birth family while seeking to find permanence, safety, and stability for the child. These individuals are willing to provide a permanent connection for the child whether or not the child reunifies with their birth family. They play an active role in linking the child to their past as well as guiding their future.

NFAPA has responded to the changing needs of foster care and adoption by offering an array of supportive services and programs. To learn more, use the links located on the left-hand side of this page. FOCUS Program This program is a mentoring program designed to support resource families. Trained volunteer mentors are located throughout the state and offer information and resources to families in need. Families First Newsletter This quarterly newsletter mailed to over 4,000 licensed and approved resource families, key HHS staff, agencies, and lawmakers. The newsletter provides articles to better assist families in caring for Nebraska’s abused and neglected children, as well as an understanding of the foster care and adoption systems. Resource parents may receive 30 minutes of in-service training hours by answering a simple quiz in each newsletter. NFAPA facilitates the Resource Parent Summer Conferences in collaboration with HHS. In 2004, three such conferences are scheduled with over 800 foster and adoptive parents expected to attend. In addition to the summer conferences, NFAPA leads an annual adoption conference in November. This conference provides adoptive parents education to help them understand adoption-related issues and an opportunity to network with other adoptive parents.

Homeschooling and the High School Student One school used by Foreign Service families is the University of Nebraska-Lincoln program. It is a fully accredited program and the one on which the homeschooling allowance for high schoolers has been calculated. A student has to complete 5 courses (basically a year) through the school, combined with other credits, to receive a diploma.

The Child Abuse Resource and Education Program's mission is: “To provide education, information and resources used towards preventing child abuse and neglect in Kearney and surrounding communities.” To do this we provide several different programs, which include:
  • Happy Bear Presentations - this is a personal safety program for early elementary aged children. Happy Bear teaches kids about bullying, good touch/bad touch, drug and alcohol prevention and stranger danger.
  • Parenting classes parenting classes are provided for any parent or guardian with children ages 1-18. These can either be done privately (one on one) or in a group setting (beginning May 2005). There is also a class for parents who have either gone through or are presently in a divorce.
  • SAVE Training Stop Abuse and Violence Early (SAVE) is program specifically for adults who care for children in child care homes, centers and preschools. With the exception of family, adults in early childhood care and education settings are more closely involved with a child than anyone else. SAVE teaches caregivers how to detect child abuse and neglect, how to support families dealing with the stress of parenting and trains in the field of child anger management.
  • Child Passenger Safety - CARE works closely with other Child Passenger Safety Technicians in Nebraska to help teach families proper usage of child safety seats and seat belts. We also are involved with Platte Valley SAFE Kids which helps to provide car seats to families at a reasonable price and helps to install them correctly.

As the former Governor of Nebraska, as well as a parent and grandparent, Ben Nelson has had extensive experience with the Nebraska educational system. It is a system that has been created with the input of Nebraska parents, teachers and legislators and Senator Nelson believes that Nebraskans know best how to educate their children and how to measure success.
Issue Highlights
Special Education
Senator Nelson has consistently supported all efforts to fully fund the Individuals with Disabilities Education Act (IDEA) through cosponsorship of legislation and numerous amendments that would require the federal government to fund 40% of IDEA, a promise made by Congress in 1975 when IDEA was first passed, but one that has not been honored. No Child Left Behind in Nebraska
In 2004, Senator Nelson cosponsored S. 1189, the Federal Fair Accountability Includes Resources Act (FedFAIR) which would allow states to opt out of certain requirements of NCLB if the federal government does not fully fund the program. The bill continues the assessments and measurement of adequate yearly progress called for under the law, but it does not punish states when they are not provided the resources needed to fully comply. Community Schools
Senator Nelson introduced The Full Service Community Schools Act - S. 2912. This bill would authorize funding for full-service community schools which are school-based community learning centers that address the growing health and social service needs of students. Senator Nelson believes that community learning centers are more than just after-school programs and that their objective is to close the achievement gap between minority and non-minority students and to foster community involvement in school improvement efforts.
