* This paper was one of three selected as a "Best Paper" among DLA 2000 proceedings, Callaway, Georgia, June 7-9, 2000.
How can decision makers deal with the growing number of policy issues in the distance education arena? How can instructional managers comprehensively plan for the present and the future in a time of frequent flux and constant change? How can institutions structure a robust and proactive decision making environment around distance education? Are there policy making models to provide a foundation and to offer guidance to the decision maker in distance education? How can managers identify a policy making "zone?" We believe there are such models and we will briefly describe one of them, a Policy Analysis Framework. We will also outline a shorter version, which may be worthwhile to some practitioners at the beginning of the distance education policy path. Not included here are models of communication and computing assessment (Rocheleau, 1996), project management (task, time, and resources, Strauss 1997), instructional development models (Gustafson and Branch 1997), or delivery models (McLendon and Cronk, 1999). The focus is on distance education and management.

This manuscript has been assigned Journal Series No. 12965 Agricultural Research Division, University of Nebraska. Abstract Faculty survey . Two-hundred seven faculty teaching academic courses and 30 administrators in two colleges in a mid-west university were surveyed to study the type of education, assistance, and support faculty feel they need to develop educational materials for distance delivery. One-fourth of these teaching faculty had taught via distance and another two-fifths (40%) expect to teach via distance within three to five years. Findings.

The legislative process sometimes seems to be clothed in an aura of mystery. An understanding of the organization of the governing body and the steps involved in the introduction and passage of a bill should help remove some of the mystery. A bill is an idea for a new law, or an idea to abolish or change an existing law. Several hundred bills, ideas about many things, enter the legislative process in Nebraska each time the legislature meets. Nebraska is unique because it has had the only one-house, non-partisan legislature in the United States since 1937. This is called a Unicameral. There are 49 state senators who serve in the Nebraska Legislature. Each senator represents approximately 30,000 people and is elected to serve a four-year term by the people of his or her legislative district. Members of the Legislature are identified by no party label and run for office in their districts on their own merits and through an independent campaign. Your state senator works for you (the constituents), and will study, discuss and vote on bills for you. Bills begin their legislative journey when they are introduced into the legislature by the sponsor (one of the senators), but before they can become law, bills must have a public committee hearing and be debated by all members of the Unicameral on the Floor of the Legislature. After passage by the Legislature the bill is sent to the governor for his signature. In some special instances a bill may become law without the governor's signature.

General Information
Friend, a community of 1,100 people, is located on Route 6, 12 miles south of I80 in Southeast Nebraska's Saline County. Besides farming and livestock, Friend includes retail sales and manufacturing. A public 9-hole golf course and country club are located on the East side of town. There is also a hospital, long term care facility, K-12 school, and municipal pool. And many church denominations are represented. Welcome to Friend, Nebraska, where there are miles of smiles! History
Friendville was founded in 1870 by Mr. Charles E. Friend . In 1869 he left his home in Illinois and in the spring of 1870 he homesteaded the land where Friend is now located. He worked in Lincoln as a store clerk but later in 1870 he took an assortment of dry goods and returned to his hometown where he established and operated a flourishing dry goods store for many years. The Burlington and Missouri River Railroad reached Friend in 1871. The town at that time was no more than the homestead of Charles E. Friend. The government established a post office naming Mr. Friend as its first postmaster. He generously donated land for a school and church.

Hubbard Orangutan Forest Phase Two
Swings into Action!
Two orangutans have moved into their new, 3,292 square foot exhibit in Hubbard Orangutan Forest. The environment is complete with a waterfall, pond, three man-made trees each weighing about 20,000 pounds and over 2,000 feet of man made vine to swing up to the top of the 40' 4" tall exhibit. Covered by two skylights totaling 1,587 square feet and decorated with colorful murals, this exhibit not only pleases the orangutans and langurs, but the visitor as well. The new section of Hubbard Orangutan Forest has 3,218 new square feet of space to watch these apes. Separating the visitors from the orangutans are several 3/4 thick glass windows weighing up to 1,700 pounds each including a 5' bubble that allows visitors to "pop" into the orangutan's environment. Swing over to Hubbard Orangutan Forest and watch as the orangutans climb to their new heights in their indoor exhibit.

Vol 34. No 1. Spring 2003 p.10-24 The Annual Nebraska Library Association/Nebraska Educational Media Association Joint Conferences: 1997-2001: A Summary

Fawcett The purpose of this article is to provide members of the Nebraska Library Association (NLA) and the Nebraska Educational Media Association (NEMA) some insight about the joint annual conferences of NLA and NEMA. The idea for this article came from "Appendix B: Results of Chapter Conference Questionnaire" in Planning Chapter Conferences , issued by the Chapter Relations Office, American Library Association. Similar information about an annual NLA/NEMA conference is usually not available to the associations' general memberships. General information about the conferences is usually unknown as well. The 1997-2001 conferences were selected because they represent recent conferences at each of the currently used conference sites, Grand Island, Kearney, Lincoln, and Omaha, and one conference held in conjunction with additional library associations. For this article, the final reports from the NLA/NEMA conference history files for the 1997-2001 annual conferences and the 1997-2001 issues of the NLAQ were examined to make the data from these five conferences available to the NLA and NEMA memberships and to bring it together in one place for the benefit of the future NLA/NEMA conference committees. Seven accompanying tables summarize registration, fees, program sessions, and budget data for the five conferences. This information, provided primarily for the memberships and conference committees, may also be of interest to other librarians, media specialists, neighboring state and other library associations, exhibitors, and others involved with or interested in state library conferences. "Conference" and "convention" are used interchangeably throughout this article.
