Inmate Programs: Educational Services The Department of Correctional Services has developed and maintains educational services to meet individual inmate needs. The educational programs are adult-oriented, providing individualized and group instruction in academic and life skills/pre-release classes. Educational programming at all institutions (except NCCW) is currently being provided through a single contractual service agreement with Metropolitan Community College. At the Nebraska Correctional Center for Women, Metropolitan Community College provides life-skills programs while Department staff provide other educational programs. Programs are made available to all eligible inmates at a time when the majority can take advantage of the programs and, whenever possible, are designed to allow inmates to enter at any time and to proceed at a self-paced rate. Academic The academic programs include Literacy, Adult Basic Education/General Education Development (ABE/GED) and English as a Second Language (ESL). ABE classes (reading, mathematics, and written and oral communication) are developmental in content and structure. Classes are designed to strengthen skills of inmates who might lack the confidence to enroll in GED preparation courses. Special materials and strategies are used for those inmates who require special remediation in those areas or for whom English is not a first language. The English as a Second Language is offered for any student whose first language is other than English. Instruction is provided in reading, writing and speaking English.

    Abstract
    Recently adopted science education standards in Nebraska and other states are controversial. Evolutionary explanations for species' origins that incorporate Darwinian mechanisms of random variation and natural selection are deemed incompatible with the creation teachings of Christianity, Islam, and Judaism in the minds of some Americans today, including theists who oppose evolution as well as atheists who oppose religion. However, survey and case study data suggest that most scientists and science teachers view evolution as compatible with religious faith, as do many of the major religions' governing bodies in the United States. The Nebraska Religious Coalition for Science Education (web site: nrcse.creighton.edu ) is a new network of Nebraskans from diverse religious faiths with the shared conviction that academic freedom, religious freedom, and scientific integrity are indeed compatible. It is the NRCSE's position: 1) that evolution is a viable scientific theory, 2) that a Creator is a viable theological proposition, and 3) that creationism ("creation science") and intelligent design theory lack evidence and represent erroneous deviations from the scientific method. The NRCSE recognizes the duty of Nebraska's schools to help students understand the best available science. We believe that evolution can and should be widely taught in a scientifically sound and metaphysically neutral manner.

    Role and Mission
    The State Colleges at Chadron, Peru and Wayne are regional institutions that provide educational programs and public services to meet needs indigenous to their service areas. State Colleges historically have served "traditional-age" students, however, in more recent years they have expanded to meet the needs of "non-traditional students," who often are place-bound individuals seeking professional and personal development.
    • The State Colleges' programmatic service areas, as defined in statute, include:
      • Their first instructional priority is the provision of baccalaureate general academic, occupational, and education degree programs; Their second instructional priority is to provide master's programs in education and other disciplines authorized by statute or by the Commission; Their third priorities are applied research, public service activities, and continuing education activities that serve their geographic service areas, except in programs where a college has been assigned the responsibility to provide a particular service on a statewide basis. Delivery of academic transfer and pre-professional associate degree programs for which a degree may be awarded if approved by the Board of Trustees of the Nebraska State Colleges and the Coordinating Commission for Postsecondary Education, and upon demonstration of a compelling need and unique capacity of the State College to offer such a program. Associate degree programs are a less needed function of a State College, however, and are directed to community colleges whenever possible. This factor will be considered in the review of new program proposals by the Coordinating Commission.
