State Department of Education Requirements Although all states must comply with the federal provision of No Child Left Behind, many states have programs for mid-career changers individuals who already have a bachelor's degree—that are alternatives to the traditional route to teacher certification. Just as teacher certification requirements differ from state to state, so do alternative certification program offerings. In the State Departments of Education directory, RNT provides resources developed by the National Center for Alternative Certification: a coded list of alternative certification programs offered in each state, and an alternative licensure key that describes details about the types of programs offered by each state.
As this information about alternative certification is subject to change, you will still want to call for the most up-to-date information. Some states offer this information online and others will mail you a packet about state-approved alternative certification programs and requirements.

    Overview
    Nebraska's telecommunications network infrastructure is among the best in the country: fiber optic cables connect all 93 of the state's counties with digital technology. State officials estimate that 99 percent of Nebraska's population has access to advanced telecommunications services, since all of its communities are served by digital switching. Citizens, governments, and businesses have put this infrastructure to use in many ways. Omaha, for example, is often cited as the center of the nation's telemarketing industry. Local government and industry analysts expect improvements to Nebraska's information infrastructure to take the form of policy changes and educational measures rather than additional infrastructure construction projects. The legislature created the Nebraska Information Technology Commission to develop a statewide strategy to ensure that the telecommunications infrastructure needed to remain competitive was planned, coordinated, and put in place in a timely fashion. The commission's final report, released in November 1994, outlines desired policy changes that would recognize the impact of and take advantage of telecommunications technology. The report recommends educating citizens about how to use the technology and expanding the uses of the state's well-developed network infrastructure.
    Infrastructure Development
    Nebraska deregulated its telecommunications market in 1987, far ahead of many other states. This early deregulation is probably one of the reasons Nebraska succeeded in building an extensive, sophisticated telecommunications access system. The state government is the largest single consumer of telecommunications services. Although 42 different companies provide telephone services in the state, the government has been able to leverage its market share to create the incentives for private telecommunications companies to invest in infrastructure: the cost of infrastructure development has been borne entirely by the private sector. State service contracts help providers recover costs, however. The state has often agreed to contracts of up to ten years to demonstrate its commitment to private sector development.

The Nebraska Department of Education and the Nebraska Art Teachers Association with support from the Getty Education Institute established Prairie Visions in 1986. Additional funding has come from the Nebraska Arts Council, Nebraska Humanities Council and the Nebraska Art Association. Prairie Visions is also part of the Transforming Education Through the Arts Challenge (TETAC) program with funding from the Annenberg Foundation and Getty Education Institute. Prairie Visions' target group is Nebraska educators, students and communities. The Consortium of 97 school districts stretches from Gering to Bellevue and from Santee to Holdredge. The Summer Institute is the main vehicle for professional development and curriculum design in arts education. Since its first session in 1988, Prairie Visions has served more than 1,300 art specialists, educators and representatives of arts agencies and educational organizations, including 270 of Nebraska's arts specialists. Graduates come from districts that embrace half of Nebraska's public school population. The program started from a need for a statewide staff development program for teachers in the arts. The goal was to establish the visual arts as a regular academic discipline alongside core subjects such as math, language arts, science and history. Subsequently, the program has expanded recently to include the performing arts.

    The Nebraska Instructional Resource Center (NIRC) is a statewide depository of specialized materials for blind and visually impaired students in Nebraska. The NIRC staff has worked hard to insure that the students receive their materials and books in a timely manner. This past year it has been a smoother and easier job to accomplish this goal with the "resource center" being in a central location where everything can be reached and processed quicker and with the shipping and receiving handled more efficiently. As the end of the year approaches, the staff is busy looking forward to having everything in place on the new shelves, with the anticipation of waiting for the new year to start.     State Education Standards and FLP Lessons Throughout the United States national and state education standards have been developed to provide a vision of what students need to know and be able to do in each core subject and by the end of grade 12. Content standards define domains of content that are important for educators to teach and students to learn. State standards are intended to assist local school districts in raising instructional expectations, upgrading and improving curriculum and instruction, and promoting growth in student achievement. In the United States the national standards are specific in nature as defined by each discipline. Each state and local school district then develops their curricular guidelines or state standards ensuring that the interests, needs, and values of each community are reflected. FLP encourages each state to correlate the lessons in Resources for Learning to their own state standards or core curriculum. FLP lessons easily lend themselves to these correlations as there are many process skills in each lesson. The following are some examples of skills incorporated into the lesson outcomes and are expectations in most state performance standards: analyzing and organizing ideas, comparing similarities and differences, cooperating in group activities, experimenting and testing hypotheses, gathering data, making inferences, problem solving, and synthesizing information, thinking creatively, writing. Currently, virtually every one of the 16 FLP cooperating states either have or are developing a correlation with the FLP material. Here are some different approaches:
