Former elementary school teacher and board member, Kathy Wilmot of Beaver City, introduced the resolution, which was unanimously approved by the board without discussion. (See excerpts from text of resolution To preface her introduction, Mrs. Wilmot shared with board members a few comments from one of her constituents. "The American Flag is the symbol of the USA; loved by its bearers, respected by its friends, feared by its enemies," Wilmot quoted, "but this nation's strength does not lie in a piece of red, white and blue cloth. Rather, it lies in the common beliefs our flag represents, including the belief that we are 'one nation, under God.' If we fail to pass these beliefs on to future generations, neither our flag nor the nation she stands for will survive." L ibrary D evelopment S ervices NEBRASKA TRUSTEE HANDBOOK Chapter 6 Certification for Public Librarians and Trustees What is Public Librarian Certification? Many professions have established levels of education and training for those involved in their specific professions. Guidelines for Accreditation (1996) includes certification requirements for the administrative librarian among the guidelines required for basic library accreditation. The goals of the certification program is to: Improve library service throughout the state. Motivate public librarians to acquire, maintain and develop their skills. Recognize public librarians who update their knowledge and skills. Improve the public image of librarians and libraries. Provide guidelines for public library boards to use in selecting and retaining personnel. First Time Applicants Provisional Certification As soon as a director of a public library in Nebraska is hired, that person should apply for Provisional Certification in the Public Librarian Certification Program. The board of trustees may require that a potential director be certified before the hiring takes place. This would apply to other staff as designated by the director or board of trustees. If the applicant has a Masters Degree in Library Science (MLS) from an ALA accredited institution, the applicant would automatically be certified in the Public Librarian Certification Program after completing the application process. The applicant would not be required to complete the four Basic Skills courses but would have to accumulate a minimum of 45 hours of continuing education credits within the three year period from the date of the issuance of the certificate.

The award is given to an individual who has worked in the field of adult and continuing education for less than three years and has demonstrated excellence in administration, programming, teaching or other areas. In his position at CCC, Gregory plans, organizes, administers and directs the operation of the CCC ELS program in the Grand Island area and helps with the coordination and delivery of educational services throughout the college area as needed. Prior to joining the CCC staff, he was an agriculture business management instructor and interim dean of community services at Mid-Plains Community College, agriculture department chairman at Iowa Western Community College and associate dean of agriculture, natural resources, power technology and natural sciences at Hawkeye Community College. He earned a bachelor's degree and master's degree from the University of Nebraska-Lincoln. Even though he has been at CCC for only 16 months, he has already served on several college-wide committees, including the college strategic planning committee, in a leadership role.
