The purpose of this study was to determine whether or not two Nebraska statutes, Legislative Bill 1114 (Nebr. Rev. Stat. §77-3442, 1996) capping property tax levies and Legislative Bill 806 (Nebr. Rev. Stat. §79-1007, 1997) distributing state aid, had an effect upon the relationship between boards of education and their respective superintendents. The review of selected literature was focused on the quality and productivity of the relationship between a board of education and its superintendent and the importance of that relationship to the effectiveness and improvement of education in the district. The role of boards has been generalized to policy-making, while superintendents are said to be responsible for policy implementation and the overall operation of the district. The reality is that this distinction becomes simplistic given that real circumstances with real participants produce a range of human emotions to mix with both perceptions and facts.

THE NEBRASKA RELIGIOUS COALITION FOR SCIENCE EDUCATION

Abstract
Recently adopted science education standards in Nebraska and other states are controversial. Evolutionary explanations for species' origins that incorporate Darwinian mechanisms of random variation and natural selection are deemed incompatible with the creation teachings of Christianity, Islam, and Judaism in the minds of some Americans today, including theists who oppose evolution as well as atheists who oppose religion. However, survey and case study data suggest that most scientists and science teachers view evolution as compatible with religious faith, as do many of the major religions' governing bodies in the United States. The Nebraska Religious Coalition for Science Education (web site: nrcse.creighton.edu ) is a new network of Nebraskans from diverse religious faiths with the shared conviction that academic freedom, religious freedom, and scientific integrity are indeed compatible. It is the NRCSE's position: 1) that evolution is a viable scientific theory, 2) that a Creator is a viable theological proposition, and 3) that creationism ("creation science") and intelligent design theory lack evidence and represent erroneous deviations from the scientific method. The NRCSE recognizes the duty of Nebraska's schools to help students understand the best available science. We believe that evolution can and should be widely taught in a scientifically sound and metaphysically neutral manner.

INTRODUCTION
The Constitution and statutes of Nebraska assign the Coordinating Commission for Postsecondary Education the responsibility for comprehensive planning for postsecondary education in Nebraska. The State’s first Comprehensive Plan for Postsecondary Education was approved by the Commission in June of 1992. Since then, it has undergone several revisions to keep it current and relevant to the State’s higher education environment. In 1999, the State Legislature passed LB816, calling for review and revision of the Comprehensive Plan by the Commission, in collaboration with higher education governing boards. The ensuing process in 1999 and 2000 included many joint meetings with members of governing boards and their representatives. The process also included focus groups on higher education issues held in communities throughout the State, as well as meetings, surveys, and other communications with the State’s leaders and stakeholders in higher education. This collaborative process resulted in a widely shared vision of what postsecondary education can and should become in the future, as well as mutually agreed upon major statewide goals that will bring about the vision’s accomplishment. The purpose of the Comprehensive Plan for Postsecondary Education is to provide direction for the future of higher education in Nebraska. It identifies goals that will lead to an educationally and economically sound, vigorous, progressive, and coordinated higher education network throughout the State. It is used by the Coordinating Commission to facilitate most of its statutory decision-making processes.
