Recent Achievements
  • Officially launched the IBA programme in India and established the Indian Bird Conservation Network to involve other interested parties in the process. Seven regional IBA workshops were held to introduce the IBA concept and a list of 1,000 potential sites was prepared. Continued to run a variety of conservation projects. These included an ecological and behavioural study of the critically endangered Forest Owlet funded by the Smithsonian Institute, a study of the sudden and dramatic loss of vulture populations in India, and other projects on birds of prey, Siberian Cranes, a bird banders training programme and a conservation education campaign for the Great Indian Bustard.

The Regional Governance Advisory Group has been established to advise the project on priority governance issues in the region and to encourage the implementation at the national level of appropriate regional declarations and commitments. At the Regional level, the first meeting was held on December 12-13 2002. During this meeting, the Terms of Reference for the RGAG were established and a work plan for 2003 was developed. The Regional Governance Advisory Group, whose members will work in their individual capacities, includes:
Mr. Gregory Lawrence Urwin (Australia) Mr. Gregory Lawrence Urwin has worked in the Department of Foreign affairs and Trade for a number of years and during his assignments, he has served as Australian High Commissioner to Kiribati, Vanuatu, Fiji, Tuvalu and Nauru and as Permanent Representative to the Forum Secretariat. He was also Deputy High Commissioner to New Zealand. He is a member of the Forum Eminent Persons Group. He participated as a member and leader of the Observer Mission in the Fiji and Solomon Islands general election in 2001 and the Vanuatu general election in 2002. Nauru president places first call on new island phone system
NAURUThe Republic of Nauru, which will host the 15-nation South Pacific Forum next week, today inaugurated a new domestic and international telecommunications network that provides direct digital communications to the world. Nauru will also have in place a cellular telephone system serving 1500 customers. The South Pacific Forum was formed in 1971 to address regional trade, economic and environmental issues. The Forum is comprised of Australia, Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, New Zealand, Niue, Papua New Guinea, the Republic of Marshall Islands, Solomon Is- lands, Tonga, Tuvalu, Vanuatu and Western Samoa. At this year's Forum, items such as the dumping of nuclear and hazardous waste, carriage of plutonium, climate and sea level change, regional security and political issues will highlight the proceedings. Nauru is a 21-square kilometer (8-square mile) island located 3,930 kilometers (2,445 miles) southwest of Hawaii and has about 9,000 residents. The completion of this latest project in Nauru's 25th Year of Independence marks another milestone in the island's advances over the past quater of a century.

Canberra tightens its hold over the Pacific Islands Forum

The New Zealand Herald Under a regional transport plan, Australia has provided $2 million for a Pacific Regional Transport Study aimed at rationalising airlines and shipping. According to the Age Nauru, which is technically bankrupt, is the starkest example of the economic crisis confronting the region. The island has a population of around 10,000 and is largely a barren wasteland following decades of having its phosphate reserves plundered. Most of the property owned by the Nauru Phosphate Royalties Trust has been handed over to receivers after Nauru failed to re-finance a $230 million loan. Nauruans are totally dependent on the trust fund for basic necessities, including food. It was called to consider a 60-page Pacific Plan, designed to cement Australian and New Zealand domination over the internal affairs of the Pacific states. Clark described the plan as the most important review of the Forum in its 33-year history. Nevertheless, there is a certain impatience in Australian and New Zealand ruling circles over the pace of change. As negotiations to share oil wealth with East Timor stall, she asks whether Australia is perceived as the bully of the region. For much of the last few weeks it has been pouring in Sydney and over much of the east coast of Australia. But I'm not complaining. As a fairly typical Aussie, my childhood memories are forever splashed with the joy of water. When I remember summer I smell wet grass, I feel the cooling spray of a backyard sprinkler and hear the squeals of my siblings as they try to empty our swimming pool with dive bombs. When I reminisce about winter I see myself leaping into large puddles under heavy skies. How things change in 35 years. My daughter is nearly two - she's never seen a sprinkler, rarely smelt wet grass, knows not to waste pool water and until now has only jumped in puddles a couple of times in her life.

Neale Towart wanders through the archives to look at how unions' have worked with artists to promote progressive casuses.
They are part of everyday life, as is work and unemployment. They are also about locality ie where you live and where you work. The significance of this was recognised by the Australia Council in its Art and Working Life programs of the 1980s and 1990s. Humphrey McQueen also made the point about the importance of locale. "Culture is part of a people's -making of themselves as they shape their physical and mental environments, and thus is inescapably regional". More tellingly, in the same article, he relates how he discovered where Balmain was in 1978 when he was part of a "Community Arts Board program of demonstrating endangered crafts, such as writing. I got a grant to sit in a coffee shop window writing for three hours each morning. A few locals stopped to look and one remembered a time when her whole village wrote, before it was literary." So they are not just the opera, plays, dance, rock concerts, reading, writing, film whatever. These are a part of it but perhaps everyday life is art and culture. The community arts programs were trying address this point. I seem to remember sponsorships of murals, graffiti and arts that all got involved in, in contrast to the public museums and galleries that usually denote ART.

Mr. President Distinguished Delegates, As current chairman of the Pacific Islands Forum Group, I have asked for the floor today to make a statement on, behalf of Australia, Fiji, the Republic of the Marshall Islands, the Federated States of Micronesia, New Zealand, Palau, Papua New Guinea, Samoa, the Solomon Islands, Tonga, Tuvalu, Vanuatu and my own country, Nauru. Although there have been dramatic changes in the global political environment such as the end of the Cold War, there continues to be threats to humanity represented by the continued possession of nuclear weapons and the attendant possibility of use or threat of use of nuclear weapons. The CTBT is a crucial element of any nuclear non-proliferation strategy and eventually disarmament. It will prevent nuclear weapon states from testing or having confidence in new designs of nuclear weapons. The CTBT can also prevent any potential violators from developing thermonuclear weapons where they already possess fission weapons or develop such weapons clandestinely. Republic of Nauru Statement by His Excellency Bernard Dowiyogo M.P. Mr. President, Excellencies. Ladies and Gentlemen, The Republic of Nauru is pleased to participate in this historic Millennium Summit of the United Nations. Despite having only joined the United Nations last year, Nauru values highly the work of this august body and also holds the highest expectations for its success in the new century. For it was through the assistance of the United Nations some thirty five years ago that the people of Nauru secured the support of the international community for a vote of self-determination. Having enjoyed thirty two years of independence Nauru is greatly encouraged that, through the assistance of the United Nations, our brothers and sisters of East Timor have secured a path towards independence. On this occasion we join in prayer the families of the three UN personnel killed yesterday on duty in East Timor. And yet, we can remain confident that the continued support of the United Nations can see the people of East Timor through their final step of nationhood. On the other hand, our Melanesian brothers and sisters in West Papua are still striving to break the imposition of colonial domination and foreign control, following the so-called Act of Free Choice in 1969. It is imperative that West Papua be given the rightful opportunity of a democratic referendum of its indigenous peoples, to exercise at last their right of self-determination. The United Nations cannot stand by and witness the destruction of the people of West Papua, where already more than half a million have been lost to human rights abuses. We must not in this area witness another catastrophe as occurred in East Timor.
