This section contains nine parts: history, phosphate, damage, people, culture, economics, legal issues, settlement, and the future. HISTORY: The story begins in 1908, when the Germans, then in control of Nauru, began to mine the large deposits of phosphate located there. The island fell into the hands of the Australians after their soldiers liberated Nauru in the early months of World War I. The League of Nations subsequently set up a mandate system than Australia, Great Britain, and New Zealand administered together. These three states then set up the British Phosphate Commissioners to deal with the mining operation. In 1942, the Germans seized and occupied Nauru. After World War II, Australia became the chief administrator of the United Nations Trusteeship that included Nauru until independence for the island was granted in early 1968.(1) PHOSPHATE: Nauru's phosphate can be described as a cash crop, because it is the only resource with which the island can sustain an economy. Nauru exports the majority of its phosphate to Australia, which uses it as a fertilizer because its soils are poor for agriculture.(2)

Introduction Nauru is the poor little rich kid of the Pacific. Seemingly limitless mining proceeds have made Nauruans the wealthiest people in the Pacific, but at various stages in their history people, culture, forest, soil and then subsoil have been stripped or shipped away at the whim of foreign powers. Exploitation has become an art form. The bird poop that was the island has been an economic boon to islanders, but Nauru's interior could now only be described as an 'ecological basket case'. Island culture has been assaulted by the weight of imported customs, junk food, fridges, televisions and electric cookers, but it does survive in a modified form. Nauru is not geared up for tourism, and the settlements offer little to the traveller, but that is likely to change once the phosphate bubble bursts in a few years. A colourful reef dotted with WWII sunken wrecks surrounds the island, the waters make great diving and the sport fishing is incomparable.

Part III Prospects In line with community aspirations and national needs expressed at the recent public forum, otherwise known as the National Economic and Development Summit held on the 24 th to the 26 th of February 1999, the Department of Education has redirected its focus and is in the process of redefining its area of focus with attention to points of concern raised in discussions. The education system is expected to respond by gearing its programmes that will prepare its citizens to cope with the changing economic and social conditions of the country. At the National Economic and Development Summit held in February of this year the point was stressed that Nauru could no longer live on the overseas investments from the days of phosphate mining. There will consequently be drastic changes to consumption levels, individual and community attitudes and the way of life of most Nauruans. It was also stated that there is no cultural background for private enterprise in Nauru so training and exposure to commercial experience is needed to equip suitable Nauruans for a business career in competition with foreign owned enterprises. Nauru has yet to show that it can come to grips with the problem of adjusting to reality after many years of prosperity. Education will be required to assist the community to come to terms with this adjustment. Unemployment, breakdown of family life and juvenile delinquency are closely linked. People may be unemployed because they do not want to work or because they cannot find work. Both apply to Nauru and both have to be tackled in a healthy society. Attitudes to work have to change through education and training and jobs have to be created in genuinely productive activities in a more diversified economy. Nauruan culture and society is under strain in transition to an uncertain future and those most at risk are the young, who, with the changing attitudes of the day do not have the full understanding of their cultural heritage to support them.

Culture When the Germans annexed the place in 1888, they had no time for the islanders' dancing and were quick to ban it. Many indigenous cultural practices have followed suit, and one form of culture is now beamed into homes from Television New Zealand through TV aerials or satellite dishes, of which there are plenty. Australian Rules football has almost the status of a religion, and some children are even named after the game's greats. Nauruan islanders are among the wealthiest in the world per head of population, and cars, refrigerators and other mod-cons are commonplace. English and Nauruan, a unique Pacific language with recognisable elements of Melanesian, Polynesian and Micronesian, are spoken. English is the official language used for government and commerce. The clan was the traditional building block of Nauruan life, and today's electoral boundaries roughly represent traditional clan areas. Junk food is widespread, and diseases of affluence - diabetes, obesity and heart disease - are common. Most of the country's food has to be imported, so don't go expecting traditional Pacific feasts. Some pigs and chickens are raised locally, and some tropical fruit and vegetables are grown, especially around Buada Lagoon, but the island is overwhelmingly dependent on imports for its food and water.

PALAU HOSTS 9TH FESTIVAL OF PACIFIC ARTS By Ruci Farrell All eyes will be on Palau in July when the tiny island republic hosts more than 2000 artists and officials from around the Pacific for the 9th Festival of Pacific Arts.
Palau or Belau, home to 19,700 people and situated south east of the Phillipines and north of Papua New Guinea, has a colourful heritage with influences from its Spanish, English, Japanese and American captors.
Described in tourist brochures as the Lonely Planet, Palau will be jolted into prominence as artists from 27 different countries gather for one of the most important indigenous cultural events in the Pacific.
Held every four years, the Festival of Pacific Arts creates a sense of Pacificness among island communities and is described as the principal platform for the collective participation in expressions of traditional and contemporary cultures of the Pacific. The traditional welcoming of the canoe flotilla will be at dawn on July 22. Weavers, storytellers, carvers, dancers, firewalkers, traditional healers, tattooists, jewellers, potters, singers, theatre groups, tapa makers and musicians will share and exchange the many treasures unique to their own countries.
