IV. Addressing the needs of vulnerable populations
The Guiding Principles on Internal Displacement The UN Guiding Principles apply not only to persons displaced by armed conflict, but also by natural disasters. While the government has agencies dedicated to addressing the particular needs of such groups and has many directly relevant policies, the policies too often are not implemented on the ground.
Children
Over a million children were affected by the tsunami. According to UNICEF, nearly a third of the estimated 280,000 dead were children, who could not save themselves when the waves struck. Thousands of children were killed in India, and tens of thousands lost relatives. Children are especially vulnerable in disasters because they can easily become victims of illness, malnutrition, trafficking or sexual violence. Activists complained that during immediate relief and rescue operations, there was a lack of sensitivity to the needs of children, particularly the need for special food, nutrition, or psychological care. These were later addressed by some humanitarian agencies and voluntary organizations.

New York is still the city that never sleeps. Fear will do that. Fear of death borne in the air: a jet, a microbe. In Lower Manhattan, the dust has been scrubbed away. Night and day, trucks rumble off with more rubble. But the fear persists: there are letters to open, cross-country trips to take. The fear is a psychic anthrax, an almost invisible powder creeping under the windowsills of thought, sifting into the corners of each mind. Fear and this city are no strangers. History reminds us that New York has burned and been occupied by soldiers. It has been besieged by epidemics and riots. Our popular culture has been in dress rehearsal for the city's destruction for decades: in books, at the movies, in computer games, although no amount of history, no number of rehearsals, could prepare New Yorkers for September 11 and the days of grief and worry that followed. It was the most perfect and horrific demolition job. Two quarter-mile-tall towers exploding, then imploding, one-acre floors falling through the next one, two hundred times over. The survivors, blanketed in the gray mist of urban disaster, headed north and east. The attacks' human spores bearing their stories, their fear, throughout the city.

Policy responses
Many countries, especially those located on islands, are vulnerable to natural disasters (see table below). The major concerns with regard to policy include the following (UNEP 1999):
  • deficiencies in disaster prevention, including the lack of zoning of vulnerable areas during the development planning process; weak mitigation mechanisms; deficiencies and limited use of anti-seismic building measures, as well as inadequate administrative arrangements and human resources for enforcement; lack of insurance policies for low-income households; and inadequate support systems for affected communities.
Improving management is critical to disaster reduction, especially non-structural mitigation actions using natural mechanisms. For example, wetlands reduce floods, woodlands reduce landslides and mangroves lessen the effect of coastal storms and extreme tides. In general, good land use maintains healthy ecosystems, provides resources and facilitates non-structural mitigation action. This strategy is particularly attractive in countries where risk insurance and structural mitigation come at a high price. Definition: Human Made Disaster refers to an event caused by human negligence, error, or intent that has resulted in damage of sufficient severity and magnitude to warrant assistance supplementing state, local, and disaster relief organization efforts to alleviate damage, loss, hardship, or suffering. Human-made disasters include acts of terrorism, large-scale industrial accidents, mass transportation accidents, and civil disturbances. All other things being equal, these disasters are believed to have more serious consequences than natural disasters for survivors' mental health.

Satellite Technology
The development and advancement of Satellite technology has played an important and pivotal role in the development of online and digital journalism. Improvements and advancements in satellite technology have enabled scientists to produce and transmit images live across various news mediums from even highly remote areas such as war zones . Such technology was used intensively throughout the Iraq war, to enable journalists to transmit images from the battlefield direct to the public. One primary form of satellite technology used by journalists is Satellite News Gathering technology. Satellite News Gathering (SNG) is the use of mobile communications equipment for the purpose of worldwide news-casting. Mobile units are usually vans equipped with advanced, two-way audio and video transmitters and receivers, using dish antennas that can be aimed at geostationary satellites Satellite News Gathering is the primary form of satellite technology used by journalists and online news services to produce and transmit images and sound directly to global audiences. The SNG technology enables the audience live up-to-the-minute information on breaking news, weather and sport.

HelpKid – Kit has been conceived to improve the life of children who have suffered a disaster like earthquake, flood or tsunami and have been separated from their family or guardians. They might have nobody to trust or help them so the purpose of HelpKid – Kit is to provide them with the most urgently needed shelter and warmth, physically and emotionally. Usually children’s immediate crisis needs, like first aid, medicine, hunger, thirst and hygienic needs are taken care of shortly after the disaster, when aid organizations arrive. Help Kid – Kit concentrates on children who have lost everything. They have their help kit to give them a feeling of security and something to hang on to, because everything else is lost. HelpKid – Kit includes a little backpack/ tent, a small mattress, a blanket and a teddy bear pillow. In addition, the kit has some paper and pens for children to draw and write. Depending on the situational need, the kit can be extended by added hygienic products, like a towel, soap, water purifying tablets, salt and sugar powders for diarrhea, some food and a children’s plate or mug. The package is therefore adaptable depending on need. The concept is to develop different kits to help children and their guardians in different situations, to help them to restart their lives. HelpKid Kit is an example of the concept.

EMERGENCY MANAGEMENT:
UW Partners with Washington State Emergency Management
The University of Washington is taking emergency preparedness to the strategic level by working in partnership with Washington State Emergency Management Division to develop an Enhanced State Hazard Mitigation Plan. Hazard Mitigation is sustained action taken to reduce or eliminate the long-term risk to human life and property from hazards and their effects. The plan will build upon the foundation of hazard mitigation created in 2000 - 2002, for the quick and active recovery in the face of a disaster. Disaster Resistant University. In 2000, the UW was one of six universities in the country to receive a "Disaster Resistant University" grant from Federal Emergency Management Agency (FEMA). These funds were designated for the development of a hazard mitigation program beginning with hazard identification and vulnerability assessment. To be eligible for further funding for hazard mitigation projects the University must complete an annex to the state plan by November 1, 2003. "The University is committed to the welfare of its community - students, faculty, staff, and visitors - and to preserve the institution. To fulfill its mission and commitments in the event of a disaster, the University strives to become disaster resistant. Disaster resistance is achieved through recognition and analysis of the risks of natural and human-made hazards, comprehensive planning for mitigation of the human and economic impacts of disasters and resumption of the University functions," reports Elenka Jarolimek, Hazard Mitigation Planning Coordinator in the Department of Business Services.

Theme of the conference Information systems and telecommunications in support of health, survival, rehabilitation: from need analysis to technological development and use. Human beings first. The Conference organizers will assume that technology has be used for an essential ethical scope: wellbeing, good health, survival, with strategies adapted to local contexts and technological/economic absorption capacities. It may have just little scope outside human benefit. In the case of disasters, IT becomes critical for preparedness, planning, management, restoration and rehabilitation. Under extreme circumstances, good management practices are even more important than clinical skills and may have a higher impact on survival and early rehabilitation of communities. Therefore the conference will be developed with the aim at putting individuals and communities as the main subject (victim of a disaster and beneficiary of IT deployed) in the conference. Technology will be presented that makes a significant contribution to human survival and victims‰ benefit by and large.
