After about three hundred and fifty years of Dutch-Afrikaner and British domination, under the guise of various white supremacist ideologies, Black South Africans were able to vote - between April 26th and 28th this year. The Afrikaner Resistance Group, a right-wing neo-Nazi organisation planted over 17 bombs within the voting period, killing at least 21 persons, but that did not stop the elections. Nor were they prevented by Buthelezi of the Inkatha movement. In the wake of the global pro-democracy movement and persistent armed resistance, de Klerk and his cronies had little choice but to come to a negotiated settlement and put to rest the nefarious policy of apartheid. In this issue of Africa Update we focus on the South African elections to a large extent but we also pay attention to developments and issues from other parts of Southern Africa including Namibia and Mozambique.

I discovered the Association of Regional Councils website and updated regional areas using its data. (This site lists populations that exactly correspond to the 1991 census, and areas that are rounded to the nearest tenth of a hectare - about 10,000 square feet, which may be higher precision than is justified.) Alan Pritchard, of the Global Gazetteer , drew my attention to the new census results posted on the Website of the Namibia Ministry of Health and Social Services.

    NAMIBIA Namibia's reputation as a role model for press freedom in southern Africa, thanks largely to its liberal constitution, took another beating in 1999, as both domestic and foreign conflict had negative repercussions on local media.
    In January, Prime Minister Hage Geingob admitted in a letter to the independent daily Namibian that the Ministry of Defense was deliberately withholding information from all domestic media concerning Namibia's involvement in the conflict in the Democratic Republic of Congo (DRC). The prime minister claimed that the Namibian press had published "distortions" about the conflict in the DRC and that news published in the Namibian also appeared on the Internet and was therefore accessible to DRC rebel forces.
    In March, Nathaniel Maxuilili, a member of Parliament from the ruling South West African People's Organization (SWAPO), threatened to ban a popular Oshiwambo-language talk show for airing what he called "nonsense" about the country's involvement in the DRC. "If I ask the government to stop [the talk show], it will," said Maxuilili at a Defense Ministry press briefing (reported in the Namibian ), At the same press conference, Maxuilili also reprimanded journalist John Grobler for asking "silly questions" about the role of Namibian troops in the DRC conflict.

    February 2002 The following provides a brief summary of the original detailed proposal distributed to interested parties in July 2000, prior to the commencement of Geotrack's West African study. With sufficient support, the study commenced in October 2000, and the final of three volumes was completed in September 2001. The success of the study is a testament to the unique and valuable information available from AFTA on this margin. The final study differs somewhat from the original proposal. Notably, more than 250 AFTA analyses were performed, significantly greater than originally proposed. Two successful field excursions were undertaken exclusively for this study. The study is heavily data intensive allowing a firm platform from which new concepts and new models for the tectonics, uplift, maturation and sediment-supply histories can be evaluated and developed. Furthermore, the study contains an organic petrography report, with valuable discussion about widespread problems in this region when using conventional techniques to evaluate maturity. The study fundamentally relies on Thermal History Reconstruction (THR) which is an approach developed by Geotrack International to better understand basin development and sediment supply.

    Caprivi: short history The Caprivi region has an interesting history. The inclusion of the strange shaped strip of land into Namibia (German South West Africa) was the result of negotiations between Germany and other colonial governments at the end of the 19th century. Before Namibia became German protectorate the area was known as Itenge and for a long time was ruled by Lozi kings, later forming part of British Bechuanaland Protectorate (Botswana at the present).
    It was agreed at the Berlin Conference (1890) that the strip of land would be added to German South West Africa as an extension, allowing the German colony to gain access to the Zambezi River, Lake Tanganyika and Indian ocean via another German colony, Tanzania (German East Africa). The region was named after chief German negotiator at the conference, Count von Caprivi (Count Georg Leo von Caprivi di Caprara di Montecuccoli).
    Like many countries in Africa, a number of disputes about the precise position of Caprivi's borders arose over the years. After World War 1 it was again placed under British rule and administered up to 1929 as a part of British Bechuanaland Protectorate.
    From 1940 to 1981 the administration was run by South Africa from Pretoria, from 1981 to 1990 it was ruled under the Administration for Caprivians as part of the South West Africa Administration. 1990 to 1992 marked the transitional period following the Namibian Independence. In 1992 Caprivi becomes one of the 13 political regions in Namibia with its own regional governor and six councilors.

    Conventional weapons systems, so decisive in conflicts where military is pitched against military, have little real effect in maintaining the security of civilian populations during and after wars. The majority of casualties, of abuses of authority and of indiscriminate killings are caused by the availability and use of small arms.
    Since small arms and light weapons, which include landmines, machine guns, grenades, pistols and rocket launchers, are standard issue during violent conflict and are not normally controlled during post-conflict processes, the potential of these weapons for illegal use - and abuse - is substantial. Because conflict resolution processes depend on socio-economic development, effective democracy and security (as seen in a credible law and order structure), these remedies require time and stability for their successful implementation. If there is indiscriminate access to the tools of violence (i.e., weapons), stability will be harder to maintain and development in time of peace will not take place.
    Seldom, if ever, have all weapons been collected at the end of an armed struggle. Physical security, primacy and economic necessity generate the force that propels the trade in small arms;

    Swakopmund and Namibian Coast
    Namibia was once a German colony and this is clearly demonstrated in Namibia's second largest town - Swakopmund . It is even known as 'Little Bavaria' due to its quaint architecture and Germanic influences.
    This atmospheric coastal town is the main holiday destination for Namibians, and is a base for adventure trips and scenic flights along the coast and over the spectacular desert.
    The ocean provides relief from the inland heat with a sea breeze and coastal fog, but the desert is only moments away and must be traversed to get from Swakopmund to anywhere else. Drive north of Swakopmund on the straight sandswept coastal road, and you will arrive at the amazing spectacle of 100,000 Cape Fur Seals The smell at Cape Cross Seal Colony can get a bit much at times but the cavorting, fighting, sleeping and snoring of so many seals is fascinating to watch.
