Constrained by limited powers, a lack of funds, and a longstanding view among some leading politicians that they are political ‘experiments’ which may one day be abolished, Regional Councils have been waiting for the policy of decentralisation to give them a more meaningful raison d’etre.

Held in South Africa Coinciding with the attendance of several international shark experts at the World Parks Congress, the IUCN Shark Specialist Group organized a threatened species Red List Workshop at the Natal Sharks Board (September 4-7 2003). The workshop was held to assess the conservation status of sharks and rays in the subequatorial Africa region.
Approximately 30 experts from Madagascar, Angola, Mozambique, Namibia, Tanzania, South Africa, UK and USA attended the workshop, ensuring collaboration within the region as well as internationally.
The workshop focused on assessing the status of the region's sharks and related species including rays, skates, sawfishes, and chimaeras with information provided by several African countries. Priorities were identified for undertaking further research, conservation, and management. Many regional collaborations were also a result of the workshop.

Introduction
Peace prevailed in 1995 in the countries covered by the regional delegation in Harare. Relative stability in South Africa had a positive influence on the social and political climate in neighbouring countries. By the end of the year all six States had become party to the Geneva Conventions and their Additional Protocols. The regional delegation concentrated its efforts on dissemination activities and on strengthening emergency preparedness and response programmes with the National Societies. It completed its detention-related activities in Malawi.
From 23 to 27January, the ICRC was invited to participate in a workshop in Harare on the subject of peace-keeping, organized by Zimbabwe and the United Kingdom and sponsored by the UN and the OAU. The workshop was attended by representatives from 17 African countries and gave the ICRC the opportunity to underline its role as a neutral and impartial humanitarian institution.
In cooperation with the OAU, on 2 and 3 March the ICRC held a two-day international seminar on anti-personnel landmines and the 1980 UN Weapons Convention in Harare, which was attended by over 60 people, including government representatives from 13 southern African and Portuguese-speaking West African countries, national and international NGOs and representatives from National Red Cross Societies. It was one of three regional seminars organized by the ICRC to foster awareness in Africa of the problem of landmines and their devastating effects. The seminar also dealt with the problem of blinding laser weapons.

Namibia has three distinct regions. First, the coastal belt consisting of the Namib Desert. Second, the central highlands characterized by steep terraces, the region reaching altitudes between 1,000 and 2,000 m (Moltkeblick peak reaches 2,484 m). Third, the Kalahari Desert in the east, part of which is on Botswanian territory. The Namib Desert extends along the Atlantic coast (some 100 to 160 km wide). The country's highest elevation, the Brandberg (2,580 m), is located in this area. Climate
Although it is predominantly a desert, there are regional climatic variations in Namibia. The most arid climate is found in the centre, where summer daytime temperatures climb over 40°C but can fall below freezing point at night. Daytime temperatures on the hilly and semi-arid Central Plateau (including Windhoek) are generally lower than in the rest of the country. December is the hottest month all over the country, with daily temperatures hitting an average high of 30°C. The rainy season is from October to April. However, the low-lying areas in the eastern part of the country profit little by it, there it is generally much hotter than on the Central Plateau.

History of Northern Mozambique
The first written record of Mozambique dates from the 10th century AD, when Arab writer al-Mas'udi mentioned the town of Sofala (south of present-day Beira) and the iron-using people called the Wak Wak who lived there. Long before that time, perhaps as early as the 3rd century AD, Bantu-speaking peoples from central Africa migrated to the region, where they grew crops and raised cattle. Their settlements took on increasing complexity.
By the 10th century, settlements featured stone enclosures, and their inhabitants played an important role in intra-African trade to the west. Over the next several centuries, traders from north-eastern Africa and later from the Middle East and Asia arrived by sea, prompting ports along the Mozambican coast to flourish. Sofala, among the most prominent ports, developed as a trade center for gold from the interior.

    Namibia was once a German colony and this is clearly demonstrated in Namibia's second largest town - Swakopmund . It is even known as 'Little Bavaria' due to its quaint architecture and Germanic influences.
    This atmospheric coastal town is the main holiday destination for Namibians, and is a base for adventure trips and scenic flights along the coast and over the spectacular desert.
    The ocean provides relief from the inland heat with a sea breeze and coastal fog, but the desert is only moments away and must be traversed to get from Swakopmund to anywhere else. Drive north of Swakopmund on the straight sandswept coastal road, and you will arrive at the amazing spectacle of 100,000 Cape Fur Seals The smell at Cape Cross Seal Colony can get a bit much at times but the cavorting, fighting, sleeping and snoring of so many seals is fascinating to watch. Only 4x4 vehicles tend to venture further north as the road leads to the desolate Skeleton Coast , where a skull and crossbones sign warns visitors not to stray into this hostile land. A fly-in safari to this area will attract those with a real sense of adventure.
