Namibia's Post-Apartheid Regional Institutions is an examination of the development of regional policy-making and organizational behavior of Namibia's regional institutions in their founding year, as they were established after independence from South Africa in 1990. The study emphasizes the importance of focusing on the microlevel dynamics and communications of public organizations in order to understand the intricacies of decentralization, in Namibia as in other parts of the world. The author shows clearly that a focus on the capacity-building activities of elected regional councils and parliaments can reveal important aspects of the strengthening of new democracies. Joshua Bernard Forrest is Associate Professor of Political Science at the University of Vermont and an expert on state-building in sub-Saharan Africa.

The Treaty entered into force in September 30, 1993. In October 1993, Speakers, Deputy Speakers, Parliamentarians and representatives of the member states of SADC met in a first Consultative meeting in Windhoek, Namibia. The meeting looked beyond the SADC Treaty and sought to achieve a comprehensive regional unity through legislative deliberation undertaken by one common body, a SADC Regional Parliament. Emerging from the meeting was a resolution to establish the SADC Parliamentary Forum. This resolution has been referred to as the Windhoek Initiative. This initiative was an earnest recognition that for development to occur, there is need for serious discourse, genuine will, and commitment. By creating a regional instrument for permanent dialogue across SADC at the Parliamentary level, the Initiative breathed new life into the SADC at a time when debates on regional cooperation and integration had come to the forefront of national agendas. For the first time SADC was brought closer to the people from what it had been - an executive bureaucracy. The Second Consultative Meeting took place between 5 - 9 May in 1995. This meeting concretized the proposals and agreements of the Windhoek Initiative. A plan was developed for a programme to be implemented by the proposed SADC Parliamentary Forum (PF). The programme was in the form of a project proposal on "strengthening the effort to internalize the principles and values of democracy within the region". It aimed at building and solidifying a sense of common identity among the peoples of the region. Also, the meeting revised and adopted the draft Constitution for SADC PF.

The costs to government and industry of MCS and other management activities have been kept commensurate with the value of the sector.     History of the membership The continent's position as a crossroads between the Americas, Europe and Asia also lays it open to transnational crimes such as traffic in weapons, illicit drug trafficking, illegal immigration, traffic in stolen motor vehicles and fraud, which can only be stopped by international co-operation. Seeking and locating the criminals involved poses problems relating to information exchange, international identification and arrests with a view to extradition. This is why Interpol-in accordance with Article 2 (1) of its Constitution-ensures the closest possible co-operation between the criminal police authorities of all member countries, including those in Africa. Crime is not associated with a particular region and is certainly not a problem for Africa alone. Ever since it was established, the International Criminal Police Organization - Interpol has been seen by countries all over the world as an institution whose principles and objectives correspond to universal aspirations for human rights, public safety and the fight against ordinary law crime.
