NAMIBIA Namibia's reputation as a role model for press freedom in southern Africa, thanks largely to its liberal constitution, took another beating in 1999, as both domestic and foreign conflict had negative repercussions on local media.
In January, Prime Minister Hage Geingob admitted in a letter to the independent daily Namibian that the Ministry of Defense was deliberately withholding information from all domestic media concerning Namibia's involvement in the conflict in the Democratic Republic of Congo (DRC). The prime minister claimed that the Namibian press had published "distortions" about the conflict in the DRC and that news published in the Namibian also appeared on the Internet and was therefore accessible to DRC rebel forces.
In March, Nathaniel Maxuilili, a member of Parliament from the ruling South West African People's Organization (SWAPO), threatened to ban a popular Oshiwambo-language talk show for airing what he called "nonsense" about the country's involvement in the DRC. "If I ask the government to stop [the talk show], it will," said Maxuilili at a Defense Ministry press briefing (reported in the Namibian ), At the same press conference, Maxuilili also reprimanded journalist John Grobler for asking "silly questions" about the role of Namibian troops in the DRC conflict.

Germany took control of the area which it called South West Africa in the late 1800s. The discovery of diamonds in 1908 prompted an influx of Europeans. South Africa seized it during World War I and administered it under a League of Nations mandate. OVERVIEW
FACTS
LEADERS MEDIA Namibians achieved independence in 1990 after a bush war of almost 25 years. Inter-racial reconciliation encouraged the country's white people to remain and they still play a major role in farming and other economic sectors. In recent years supporters of land reform have become more vocal. The expropriation of white-owned farms began in 2005 and the government says it aims to resettle thousands of landless citizens. Like its neighbours, Namibia's wellbeing is being threatened by the HIV/Aids epidemic and Mr Nujoma made the fight against the disease a national priority.

President Sam Nujoma works in very pleasant surroundings in the small but beautiful old State House slap bang in the middle of Windhoek just a stone throw away from Namibia's equally beautiful parliament
The question on everyone's lips is why on earth does he want to build a new State House. President Nujoma may be a hard act to follow in Namibia Currently a massive concrete presidential monstrosity is being erected on the outskirts of the capital costing millions of Namibian dollars at a time when the Namibian Government is appealing for relief aid for drought victims. President Nujoma will never occupy the new State House if he keeps his word and retires this year, but his successor will have lots of space to rattle around in. 'Silly questions' With his white beard and ever-present smile, President Nujoma looks a bit like a black Father Christmas.

After the Independence of Namibia in the year 1990, Dr. Sam Nujoma, head of SWAPO - South West African People's Organisation - became the first President of the new state. SWAPO had led the Guerilla war against the South African Apartheid regime, which had persued a policy of racial segregation and discrimination. Namibia's independence was demonstrated with free elections in the year 1989. For the first time, the black majority had the right to vote. SWAPO came off at these elections as the strongest political power in the country. The Constitutional Assembly elected Sam Nujoma in unison as State President. In the second free elections in 1994, SWAPO reached a two-third majority and President Sam Nujoma was confirmed into office and after a change in the constitution, he was elected State President for the third time in 1999. The members of the parliament are elected every five years. In the elections of 1999 the governing SWAPO gained 55 of the 72 seats. As in South Africa, the opposition parties are politically weak and hardly relevant. The DTA (Democratic Turnhallen Alliance), the main party of the white minority, holds only 7 seats. Also the CoD (Congress of Democrats), founded in 1998, with its charismatic leader Ben Ulenga could secure only 7 seats in 1999. All the opposition groups together hold 17 seats.

Introduction

Parliament is a neutral place where legislators meet to talk, discuss and consult frankly with each other on political, social and economic issues and their legal implications to society. It consist of elected and/or nominated representatives responsible for making and changing laws of the country.
Namibia has passed from an era in which the law making processes were communal, and through colonial rule where laws and administrative decisions making were totally in the hands of the colonising countries.
The laws that were passed by the colonisers were then imposed on Namibians.
The country went through a struggle for the liberation led by SWAPO which culminated in its Independence in 1990, when a parliament that is truly representative of the Namibian people was established, based on the results of general elections. However, the traditional law making process that was suppressed during the colonial period survived and the result of this historical development is the two legal systems namely, customary and statutory laws that exist side by side in Namibia today.

Government warns Namibia's white farmers Misanet / The Namibian , 20 February The Namibian government says that white commercial farmers are abusing the protection they receive when farm workers and unionists are restrained from carrying out threats to invade their farms. Namibian Deputy Minister of Lands, Resettlement and Rehabilitation, Isak Katali, has accused "many" white farmers of failing to help the Namibian government resolve the land reform issue, and says the "writing is on the wall" for those who hide behind government protection.
In a statement sent to 'The Namibian', Mr Katali says some white commercial farmers are promoting the notion that nothing good can come from black-owned farms and that many farms bought from them by government are "in bad shape."
- The public is made to believe that, when a white farmer sells the farm, everything is white and after selling the farm everything becomes black, Mr Katali states. "White and black in this case are associated with good and bad respectively," he adds.

GOVERNMENT AND POLITICAL CONDITIONS
Namibia is a multiparty, multiracial democracy, with a president who is elected for 5-year term. The constitution establishes a bicameral Parliament and provides for general elections every 5 years and regional elections every 6 years. Members of the 72-seat National Assembly are elected on a party list system on a proportional basis. Members of the 26-seat National Council are elected from within popularly elected Regional Councils. The three branches of government are subject to checks and balances, and provision is made for judicial review. The judicial structure in Namibia largely parallels that of South Africa and comprises a Supreme Court, the High Court, and lower courts. Roman-Dutch law has been the common law of the territory since 1919. Namibia's unitary government is currently in the process of decentralization.
The constitution provides for the private ownership of property and for human rights protections, and states that Namibia should have a mixed economy and encourage foreign investment.
