Meeting with French President Jacques Chirac, Ter Petrosian reviews the situation in Nagorno Karabagh and discusses France's role in the international mediation effort underway by the Organization for Security and Cooperation in Europe (OSCE). Introduction
In 1996 in the days when the norms of Web behaviour were still fluid (and how-to books on 'netiquette' were still being written), I found it somewhat intriguing to check the log files of the EASST Review , the Web site of an academic journal that I administer. I would examine the log files to see who or what was hitting and linking to the site. From the "traces" - the DNS information and the referral logs - I could deduce on a couple of occasions who was searching the Web for themselves and had visited the site. Back in those summer days (I only found time to do it in August), it was amusing to send some scientists a congratulatory message, saying that we were glad they found themselves on the EASST Review site, with the hope that they would return again soon. We dubbed the practice 'academic humor'. In 2000 it is now not so funny to play those Web games, and worse ones, certainly in Armenia and Azerbaijan. While I was in Yerevan, Armenia at the "Internet & Society" conference organized by the Armenian Information Technology Foundation, and sponsored by the United Nations Development Program, the Open Society Institute and the Council of Europe, I learned how far Web games have gone, and how seriously they are taken. Armenia and Azerbaijan, I understood, have been engaged in an 'infowar'. Having read analyses of this coming peril [ ], I took it upon myself in the aftermath of the conference to find out just what that is in practice, and draw up some implications for "Internet & Society in Armenia and Azerbaijan."

Introduction

The Nagorno-Karabagh area has during the last ten years been the reason to a conflict between Armenia and Azerbaijan. Nagarno-Karabagh is an enclave in Azerbaijan, with no border with Armenia, but the majority of the population is Armenian, with a different culture, religion and language than the Azeris.
In 1988 the Armenians in Nagorno-Karabagh petitioned to becoming a part of Armenia. The refusal led to massive demonstrations in Armenia and Nagorno-Karabagh. The Karabagh Armenians declared independence in 1991, seizing almost 20 percent of the area of Azerbaijan, and creating one million refugees.
Development
A cease-fire has been in effect since May 1994, but the parts can not come to a peaceful solution. Armenia refuses to recognise the Lisbon Protocal from 1995 (made in agreement with the Organisation for Security and Cooperation in Europe, OSCE), which is a declaration of principles for how to resolve the conflict. The Armenian president Levon Ter-Petrossian's resigned his post in February 1998. His resignation Former Prime Minister Robert Kocharian became president of Armenia. After this the attitudes against Azerbaijan have hardened.
Current situation
In May 1999 The All Azerbaijan Movement for Karabagh submitted a proposal which includes five steps to end the conflict. The plan offered the Karabagh Armenians a limited autonomy (an autonomous republic within Azerbaijan). The proposal also included some demands, the Armenian troops would be replaced with international peace keepers from UN and OSCE.

ANKARA AND BAKU FOCUS ON GRAND PROJECTS With Azeri President Haidar Aliyev's visit to Ankara, the two countries focus on major projects such as Baku-Ceyhan and Shah Sea natural gas pipelines. Nagorno-Karabagh is also a major topic As Turkey and Azerbaijan have agreed on the project for Shah Sea natural gas to be exported to Turkish markets, now the two countries focus on the Baku-Ceyhan pipeline project and political problems with Armenia, particularly on the Nagorno-Karabagh occupation and the Armenian genocide allegations. Upon his reception of Azeri President Haidar Aliyev, President Ahmet Necdet Sezer said the new developments had necessitated that the policies of Turkey and Azerbaijan should complement and support each other. Calling Aliyev his "beloved brother," Sezer said Turkey and Azerbaijan were two important countries in their region. The Speaker of the Parliament Omer Izgi, Foreign Minister Ismail Cem, State Minister Abdulhaluk Cay, State Minister Yuksel Yalova, Finance Minister Sumer Oral, Energy and Natural Resources Minister Cumhur Ersumer, Culture Minister Istemihan Talay and Ministry of Foreign Ministry Deputy Undersecretary Yigit Alpogan attended the ceremony welcoming Aliyev. Stressing that all bilateral relations would be handled thoroughly and all energy would be focused on ways to develop economic and commercial relations, Sezer said they would evaluate all the necessary steps to realize the Baku-Tbilisi-Ceyhan pipeline project, which will be the backbone of the East-West energy corridor, in the shortest possible time. "It gives us pride that we will sign the agreement to purchase the Shah Sea natural gas during Aliyev's visit. This agreement, which confirms our determination to bring the Azeri natural gas to Turkey, will also be an important step toward joining other pipeline projects." said Sezer.

Armenia and Azerbaijan reflected in the mirror of the Georgian revolution [December 29, 2004] The velvet revolution in Georgia occurred one year ago and the consequences of that event are already starting to have an influence on post soviet republics. The Georgian “Rose Revolution” marked the beginning of a new period for the South Caucasus and was almost like a beacon marking changes in the geopolitical situation in the region.
Oppositional Dynamics
The Georgian revolution seriously influenced public perceptions in its two neighbouring republics. Eduard Shevardnadze had hardly given up his throne when the Armenian opposition eagerly announced its intention to follow the example of their Georgian colleagues. The events of spring 2004 when opposition forces tried to force Robert Kocharyan to resign through destabilizing the situation in the country were attempts to replicate events in Georgia . However, while the opposition in Armenia decided to follow the path already trodden by their Georgian counterparts, they tried to find similar features with regards to the situation but failed to see significant differences. The Georgian scenario could not have been repeated in either Armenia or Azerbaijan not only because of Shevardnadze's weakness when compared to first the elder Aliyev and his son as well as Kocharyan who were able to reign in the bridles of government and who could easily attack the opposition. There was also a restraining factor in both republics in the form of the unresolved conflict over Nagorno Karabagh which did not allow the opposition to cross a certain line in their attempts to radically change the situation in both republics.

Let me also acknowledge the Secretary General of the World Conference and High Commissioner for Human Rights, Madame Robinson's personal efforts in successfully forging ahead with this world forum. My government would also like to join in the warm congratulations addressed to the South African people and authorities on the occasion of convening this conference. The choice of South Africa - where right triumphed over wrong - is evidence that, in this new century, the world is ready to acknowledge its responsibility and announce its solemn commitment to battle racism and genocide, as well as the xenophobia and discrimination that give rise to them. If we do our job effectively, this conference will be recognized as one of the most important UN gatherings. For that to happen, we must stand firm in our conviction that humanity, as one family, is committed to prevention, education and protection aimed at the eradication, once and for all, of racism, racial discrimination, xenophobia and related intolerance. Today is the 10th anniversary of a landmark agreement that changed the geopolitical landscape of the Caspian Sea region forever and gave America access to huge oil reserves previously under total control of the Soviet Union.
After a decade, the relationship between the contractual parties should remain a U.S. foreign policy priority.
The people of Azerbaijan had only enjoyed independence from the Soviet Union for three years, during which the country witnessed serious political and economic dislocation due to the Soviet collapse. A further obstacle to signing this agreement was the total opposition of Russia and Iran. This agreement was seen as a threat to their national security because it allowed American oil companies to work in their backyards.
Only the vision, courage and political skills of Heydar Aliev, former President of Azerbaijan, enabled this landmark agreement to be signed. Heydar Aliev was a former member of the Politburo turned Azeri patriot, who successfully led his country to de facto sovereign independence by not allowing either Russia to the north or Iran to the south to interfere with his country's affairs.
