President Robert Kocharian issues a decree removing the governmental ban on the activities of the Armenian Revolutionary Federation (ARF) imposed by the Ter Petrosian government in December 1994. The decree follows the justice ministry's decision in February to lift the ban on the party after reaching an official determination that the ARF is in full compliance with legal requirements concerning political parties. The ARF, the country's largest opposition party during the Ter Petrosian Administration, was particularly singled out by the previous government in an effort to marginalize and repress the Armenian political opposition and its media.

The leader of the "Yerkrapah" parliamentary bloc, Smbat Ayvazian, announces that it will transform itself into a proper political party in preparation for the next round of legislative elections. The Yerkrapah bloc, the largest group within the parliament with 70 deputies in the 190-seat legislature, is the only political group advocating a new electoral system consisting of mainly single-member constituencies. Throughout the parliamentary debate underway over the country's new electoral laws, most political parties are seeking a revised ratio of seats determined by single-mandate constituencies and proportional representation. The Yerkrapah leader adds that there can be no cooperation with either the Armenian Communist or the former ruling Armenian National Movement (ANM).

Gender Culture
Today, gender is recognised as an intrinsic part of any social structure and is sometimes impossible to differentiate from the overall cultural context. Although the term refers to the dictionary definition of sex and often signifies the sexual identity of an individual, even laymen now realise that the concept of gender is not confined to sexual identity alone. It refers to the assessment and analysis of the social status of men and women and, unlike the biological definition, gender comprises socio-historical and ethno-cultural factors. Contemporary social science distinguishes between three dimensions of gender: individual, structural (represented by the institutions in society) and cultural (expressed in the cultural definition of masculinity and femininity). Every society has unique and deeply rooted preconceptions which regulate the behavioural stereotypes of men and women and shape specific perceptions of masculinity and femininity, thus developing gender patterns characteristic of the given culture. These patterns are not universal for different geographical locations, races, and groups, but are unique and result from the past experiences of the given nation, its mentality, history, religion, geographic location, traditions, ethno-psychology and level of civilisation - i.e. by the overall culture of the society. This explains why gender culture is so diverse and the behavioural patterns of men and women, so different.

Strasbourg, 23 June 2004 Mr. President, Members of the Parliamentary Assembly, Ladies and Gentlemen, It is an honor and pleasure to address you. Last time I have addressed the Assembly on a very significant day for Armenia the day of accession to the Council of Europe. These were three demanding years of reforms that have touched upon all the domains of life in our country and necessitated full time employment of all our efforts. Today I am here to announce that Armenia has fulfilled the vast majority of its accession commitments. For the few outstanding ones, there is a timetable agreed with a deadline fixed at the end of this year. Still, if asked of the single most vital achievement I would definitely answer: change in the perceptions in the Armenian society about own future. The people of Armenia is now more involved in the everyday life of the country. Formation of the Civil Society is on the move. Does this mean Armenia has achieved the desirable level of democratic freedoms? The obvious answer is NO. Democracy has a long way to go in any country with high poverty indicators. To assure fully inclusive participation by the people in the democratic process, it is essential to achieve at least minimal level of social guarantees. That is precisely why we have strived to synchronize reforms in economy, political system, judiciary and the social field. In essence, Armenia has completed the process of dismantling the former centralized system of power and economy, which allowed for a total control over the society.

By the late nineteenth century the Rockefellers, Rothschilds and Nobles had all made fortunes here. Azerbaijan was incorporated into the Russian Empire in the early nineteenth century. Briefly independent from 1918, it was invaded again in 1920 and became the Soviet republic of Transcaucasia. In 1992, following the break-up of the Soviet Union and in the euphoria of new democracy, former communist leader Heydar Aliev was replaced by the pro-Turk Abulsaz Elchibey, who attempted to lead the country towards closer connections with the West. Soaring inflation and war with Armenia over Nagorno-Karabagh swiftly led to disillusion. By 1993 Aliev was again in power and guiding the country back into a close relationship with Russia. Most, if not all, of the Diasporan volunteers represent the western world, and are not quite sure what to expect.
