Should Your General Plan Have A Technology Element?
July 6, 2004 View for printing A decade ago, technology planning was a novelty for local governments. In most places, it still is. But increasingly, the viability of a community is linked to its access and use of information and communications technologies. Technology today is as vital to economic growth as transportation and utilities systems were in the past. By Charles H. Kaylor and Christopher Steins http://www.planning.org/planning/non ... efault1.htm Technology infrastructure and economic development policies created to take advantage of it will determine a region's future. Communities that integrate technology into their strategies and plans have a distinct edge over those that play catch-up. Even regions that were once national technology centers realize the challenges they face now. Through the 1990s, the San Jose economy boomed even without an official economic development plan. But with the bursting of the dot-com bubble, Silicon Valley policy makers realize that remaining competitive is not automatic. Today, San Jose is preparing an economic development plan that recognizes that information and communications technology (ICT) is central to economic success. Communities and regions across the country — including many at the periphery of the technology boom of the last century — are waking up to a reality similar to San Jose's. Increasingly, proactive communities are looking to the planning process to guide their ICT strategy, much as planners guide other forms of development.

Executive Summary of the
FY 2001-2006 Strategic Plan
Statewide Conversation on the Arts
The foundation to build this plan began with four different six-member focus groups (grantees, artists, "underserved" individuals [in this case, non-grantees] and the general public). They were asked to identify the most critical issues the Arts Council should address in the 2001-2006 Strategic Plan. This research was conducted in half-hour phone interviews by ArtsMarket Consulting of Bozeman. Nineteen primary issues emerged in these conversations. These issues were then used in the Statewide Conversation on the Arts survey, asking Montanans to rank their importance on a scale of one (not important) to four (very important). Ten thousand surveys were distributed. A total of 760 responses were received. Of the nineteen issues that emerged from the focus groups, sixteen ranked above a score of three, indicating they were important for the Arts Council to address in its plan.
Responses in priority order are:
The three issues that ranked below "somewhat important": Establishing a brand identity for Montana Artists. Providing long-distance learning opportunities. Increasing the price of beef and wheat in Montana.

Montana Dam to Be Removed in $100 Million Mine Waste Cleanup MISSOULA, Montana
, August 2, 2005 (ENS) - The Atlantic Richfield Company and the NorthWestern Corporation today agreed to complete a $100 million cleanup of Montana's Milltown Reservoir. Montana Governor Brian Schweitzer, Attorney General Mike McGrath, and representatives of the U.S. Environmental Protection Agency, Confederated Salish and Kootenai Tribes and the U.S. Department of Justice made the announcement in a press conference at the Milltown Dam. The companies consented to remove millions of cubic yards of reservoir sediments contaminated with arsenic as well as decommissioning and removing the Milltown Dam in southwestern Montana about four miles upstream of Missoula. "This project is historic. I thank everyone who has worked so hard to make this happen," said Governor Schweitzer. "The remedy here will address the contamination in the river and return the Milltown aquifer to drinking water standards, and the state of Montana will restore this area and return these rivers to their natural condition." "This project will restore world class trout fishing to the Blackfoot and Clark Fork Rivers," the governor said.

ESRI's ArcView GIS Is Selected for Montana Education Initiative
State-wide K-12 License for Software Will Give All Students, Teachers Access to GIS
ESRI, the world leader in geographic information system (GIS) software technology, was chosen by the University of Montana's Earth Observing System (EOS) Education Project ( www.eoscenter.com ) to supply the first-ever comprehensive State-wide K-12 license for ArcView GIS. This license will provide GIS software and a digital atlas of our earth to every public K-12 school in the State of Montana. The EOS Education Project will work closely with the Montana Office of Public Instruction to facilitate the distribution of the technology. John Kuglin, executive director of the EOS Education Project, announced the State-wide software license at a press conference on the University of Montana campus on November 15 during GIS Day celebrations. "As an educator for 25 years, I am pleased to announce that the EOS Education Project will provide ESRI GIS software to every public school in Montana. This unique set of tools will allow teachers and students to capitalize on new and emerging Internet and computer technologies to solve real-world problems," Kuglin said. Space Imaging of Thornton, Colorado, a leading supplier of visual information products derived from space imagery, will provide some of the data sets for the initiative. "We continually work to increase awareness of the benefits of high-resolution, satellite-based earth imagery," said Brian Soliday, vice president of North American sales and marketing for Space Imaging. "This project allows us to take that awareness to a new level by bringing our technology to the hands of tomorrow's leaders."

NEWS SPORTS CLASSIFIEDS ... Cultural Treasures Guide Archived Story Montana constitution sets stage for Native education debate - March 11, 2005
BY JODI RAVE Of the Missoulian Dorothy Eck knew something was missing when she and other lawmakers rewrote the Montana Constitution in 1972.
Native legislators didn't exist then. ''We were embarrassed that we didn't have any Indians at the Constitutional Convention, but a number of them did come to our hearings,'' said Eck, 81, of Bozeman.
She particularly remembers the shy youths from the Fort Peck Reservation, who asked lawmakers to assure them they would have the opportunity to study their own culture and language, and that students of all backgrounds would recognize the contributions of Native people.
Eck was moved to help draft an education provision that has made Montana's constitution unlike any in the country. Now a constitutional mandate, Article X, Section 1, Subsection 2 reads: ''The state recognizes the distinct and unique cultural heritage of the American Indians and is committed in its educational goals to the preservation of their cultural integrity.''
It seemed like a reasonable goal.
