What greeted those children was far from ideal during those early years. "I do remember those first jobs, literally teaching in the stairwells or in a room in the basement," said Mary Rector, a Sentinel High School special education teacher who earned her degree back East in 1976, a year after the Individuals with Disabilities Education Act was enacted. Virginia Deland, a Missoula mother whose daughter was 7 years old when schools began accepting students here, recalls those early days, as well.

Sara, 9, has Down Syndrome. She was lagging behind her classmates in academics, and she found the other students in her special-needs classes too distracting. Sara needed one-on-one help, but her public school didn't have the resources to do that. So Schuster gave up her career as an insurance agent to home school her daughter. Sara has since made remarkable improvement, according to her proud mother. "Sara is very intelligent," Schuster said in a telephone interview. "I think she has great potential if she has the right environment."

There are many concerns in the industry about high expenses and low prices. The farm economy is a lot different today than it was twenty years ago and as farm incomes decrease, we all need to realize new possibilities for our crops. Many Montanans are expanding into ethanol production, value-added ventures, specialty crops and producer owned cooperatives in order to remain competitive. While this may not work for everyone, we need to be open to new ideas to best suit our particular situation. A visit to any local grocery store proves the value of Montana agriculture. Unfortunately, most of the profit from a loaf of bread or a steak goes to processing facilities outside of Montana, not to the farmer who grew the wheat or the rancher who raised the steer. We need to find ways to process and market our farm products within our own state. There is tremendous potential in farmer owned cooperatives and value-added facilities. Montana is already seeing the results from a number of these ventures throughout the state. Over the past year there has been a lot of progress in farm policy. In 2002, Congress passed a new Farm Bill that will allow more flexibility for farm operations, and new counter-cyclical payments will provide varying farm support based on current commodity prices. Currently, Congress is looking at ways to try and re-tool crop insurance programs and provide better ways to limit farm risk.
