CURRICULUM AND INSTRUCTION
Health Education
In Montana, elementary, middle/junior high, and high school students are required to take health education courses per standards for school accreditation outlined in Administrative Rule (2000). Administrative Rule (2000) requires high school students to complete 1 unit of health education, with 1/2 unit each year, for two years.
With Administrative Rule (1999), the Montana Board of Public Education adopted the Health Enhancement K-12 Content and Performance Standard s for grade levels (by end of grade 4, 8 and 12). The state does not require schools to follow a specific curriculum.
Students are not required to pass a statewide exam covering health education topics at any point in grades K-12.
HIV, STD, and Pregnancy Prevention Education
The Montana Board of Public Education's Position Statement on HIV/AIDS (1999) says that, "All Montana school districts are strongly encouraged to develop appropriate communicable disease policies that specifically include HIV and AIDS, and which address age-appropriate education, rights and accommodations of students and staff who are infected, and safety procedures." At The University of Montana, early student tug-of-wars stretched over a side channel of the Clark Fork, and losers landed in the river. I don't think any students drowned, but later they just drew a line in the sand parallel to the riverbank to lower the stakes. Some politicians brag about drawing lines in the sand. In Montana politics. the lines have often been deep, destructive ruts, and the struggles have been "high stakes" indeed. For five regular sessions of the Montana Legislature and at least that many special sessions, I have observed the tug-of-war between the Legislature and the Board of Regents for control of the Montana University System. Many of my good friends are legislators, but I have always pulled on the side of the Regents and the University System. With the passage of HB 229 in the 1995 legislative session, the struggle for control is proceeding toward a final solution. This essay is my perspective on the issue of whether the Board of Regents should be abolished by the voters in November, 1996 and whether the constitutional autonomy now vested in them should be transferred to the office of the Governor with statutory guidance from the legislature. Let me extend for a moment the tug-of-war analogy. Perhaps in your youth you joined a group pulling on one side of a long thick rope. Sometimes you really got your feet under you and made a difference, and other times your team lost over and over in spite of strong comrades. I've been there and done that as a lobby ist for the Montana University System (MUS).

Overview
The Information Technology Plan, a biennial publication developed by the state's Information Services Division, describes Montana's present and planned telecommunications infrastructure development and programs. The plan's objectives are to:

Legislation
1995 legislation established the Montana Blue Ribbon Telecommunications Task Force to examine Montana's telecommunications infrastructure and make recommendations before September 1996 to the legislature and governor. The task force will broadly examine telecommunications and its impact on the state and is specifically directed to consider the concept of universal science. The task force's recommendations should promote policy and legal changes to "meet customer needs, remove barriers, [and] enhance competitiveness and economic development." Four of its members come from the state legislature and eleven were appointed by the governor from telecommunications users and providers in the state.

Montana Board of Regents ready to open meeting Thursday in Kalispell
July 9, 2003 View for printing Montana's new Board of Regents chairman, Ed Jasmin of Bigfork, will open a meeting close to home Thursday on the campus of Flathead Valley Community College. By Candace Chase The Daily Inter Lake Jasmin became chairman recently after a board shakeup. He explained the board meets most often in Helena, but periodically takes its meetings to campuses across the state to view facilities and meet community and faculty members. Although Flathead Valley Community College isn't part of the university system, Jasmin said the regents are charged by state statute with approving its budget and courses. He pointed out the importance of making sure courses such as English 101 meet the same standards as university courses. Board events begin today with a budget committee meeting at the Yellow Bay Biological Station. The community college hosts the major business meeting Thursday as well as a Friday breakfast with civic and business leaders. Jasmin said he expected a rather routine meeting in Kalispell since the regents decided the controversial topics of tuition and fees at an earlier meeting.

    Montana Quality Education Coalition Gains Strength
    The Montana School Boards Association (MTSBA), Montana Rural Education Association (MREA), the Indian Impacted Aid Schools of Montana (IISM), and the School Administrators of Montana (SAM) joined the Montana Quality Education Coalition (MQEC), which is paying for Montana's school-finance lawsuit, filed in September 2002. The addition of the four education groups, which was announced March 31, represents the successful culmination of months of coalition-building by the Montana Quality Education Coalition. Each group pledged at least $10,000 per year to join and has the option of joining the lawsuit. Jack Copps, the Coalition's executive director, said, "The depth and breadth of our coalition shows how important this issue is to educational leaders across Montana." The Coalition, which also includes the MEA-MFT , the state's teachers union, and about 50 individual districts that enroll over half the state's students, now includes all of the major statewide education organizations. Any strategic differences between these groups and the Coalition appear to have been eased by agreement that the state is not adequately funding education of Montana's children. Between 1991 to 2003, the portion of the education budget paid by the state has dropped from 71 percent to 61 percent, and local property taxes as a percentage of the education budget have risen from 13 percent to 30 percent. Carmen McSpadden, President of the Montana School Boards Association, described the current situation as a "crossroads" in "communications" with the legislature. The Montana suit
