Online learning is changing education in Montana

By GAIL SCHONTZLER Chronicle Staff Writer LeAnne Yenny, a science and math teacher at Sacajawea Middle School in Bozeman, wanted to be a better teacher, so she decided to study for a master's degree at Montana State University. Yenny was able to do it at home, by taking her MSU classes online. Instead of driving to campus, hunting for parking and scurrying to a classroom after a full day of teaching high-energy seventh-graders, she'd sit down quietly at her computer at 10 o'clock at night. "It's fantastic," Yenny, 31, said last week after finishing her master's of science in science education (MSSE), designed for science teachers who want to learn more science and better ways to teach the subject. "I'm so very lucky.

Equal Educational Opportunity for Native American Students in Montana Public Schools Preface The Montana Advisory Committee to the U.S. Commission on Civil Rights is charged with assisting the Commission in its fact-finding, investigative, and information dissemination functions. In keeping with these responsibilities, the Montana Advisory Committee conducted two fact-finding meetings, the first in Billings on December 10, 1996, and the second in Missoula on April 24, 1997, to receive information on equal educational opportunities for Native American students in Montana public schools. The purpose of the fact-finding meetings was to provide an overview of the issue and gather information from participants, who brought a variety of statistics, experiences, recommendations, concerns, and opinions. Individuals invited to the fact-finding meetings were identified through recommendations from Advisory Committee members, through personal and telephone interviews, referrals, and a variety of other sources. The fact-finding meetings were especially timely in that they coincided with a number of studies, efforts, and proposals initiated by Indian education associations, education organizations, tribal education departments, and also a 1996 study conducted by the Committee on Indian Affairs of the Montana Legislature.

Day will speak at the Great Falls regional rally.
Haber noted that several bills before the 2003 Legislature would help provide revenue without additional burdens on property taxpayers or people on fixed incomes. These include bills to raise taxes on tobacco, alcohol, car rentals, and other tourist and luxury items.

Moving Ahead With Distance Education in Montana

Photos by John Reddy Fairfield It's not what you would expect. Ten miles out, you pass a day-care center run out of a manufactured home. Four small girls bounce wildly on a trampoline in the shade of a giant cottonwood, its bright yellow leaves falling around them. Small-town life. The stark beauty of autumn in the Big Sky grain country of north central Montana. A man in a cowboy hat passes in a white diesel pickup and lifts two fingers from the steering wheel in ritual salute, a gesture as natural as wind over wheat. This is all as you might expect it to be. A golf course in a farm town with less than a thousand people? Camels? It's a strange sight. Before you can make sense of it all, you're into Fairfield proper where suddenly things look familiar again. Here are the false-front buildings, the wide streets, the Cozy Corner Cafe, the Servicemen's Club at the VFW Post 4109 ("public welcome"). Here, too, are the Busch Agricultural Resources, the Treasure State Seed Company, the Faith Bible Church, and a Sinclair station with a convenience store called, "The Store."
Changing With The Times
Fairfield is not the stereotypical isolated, rural outpost you might have imagined. Neither as unpredictable as a Montana camel, nor as typical as a Cozy Corner Cafe, it is, instead, a traditional farming town finding its way in the modern world. To survive, it has had to adapt and diversify.

By ROBERT ANDERSON D uring the last state legislative session, the Montana School Boards Association (MSBA) proposed charter school legislation. Senate Bill 370 was intended to "authorize the establishment of a charter school program under the control of a local school board as a means of providing educational opportunities to public school pupils." MSBA and the sponsor, Rep. Daryl Toews, Chair of the Senate Education and Cultural Resources Committee, were interested in the establishment of such schools as a means of providing new opportunities for:
  • Improved pupil learning
  • Increased learning opportunities for pupils in special areas of emphasis in accord with themes established for a charter school
  • Creative and innovative instructional techniques and school structures
  • Professional vistas for teachers who may choose to work in or to operate a charter school
  • Freedom from conventional program constraints and mandates
Under the proposed legislation, a group of advocates for the charter school would make application (write a charter) to the local school board. The charter would detail how learning would be monitored and assessed, as well as how a host of other considerations would be managed. The board would have the option to grant the charter for up to three years, with renewal accepted upon demonstrated success. The local board and charter applicant would then apply for acceptance by the State Board of Public Education. Both the state and local boards could approve exemptions to school policies, collective bargaining provisions, and state rules and statutes if necessary. Teachers and administrators would not lose salary, benefit, or tenure protections. Montana's charter schools could not be used for religious instruction.

The Montana Rural Education Association is an organization which is concerned about all aspects of the K-12 public education system in rural Montana. The organization is particularly concerned with the following basic educational premises:
That equality of educational opportunity regardless of their geographic location is a constitutional right of all Montana students; That the state must provide a funding system which provides adequate funds for all students in Montana; That the "local control" provided to school boards in the Montana Constitution be realized in all aspects of school district proceedings; MREA supports the accreditation standards adopted by the Board of Public Education, provided sufficient state funding is available for implementation of the standards; MREA is opposed to the "forced consolidation" of school districts. Forced consolidation is legislative, administrative or executive action taken at the state or regional levels that mandates the consolidation of school districts.
