    Authorizes specified school districts to operate one or more schools in their districts on a 4-day school week, so long as the school district complies with specified requirements; revokes the authority of a school added by the bill to operate a 4-day school week if a school fails to meet its growth target on the Academic Performance Index. AB 1820 Status: Signed by the Governor Authorizes the Death Valley Unified School District to operate one or more schools in the district on a 4-day school week; provides that if a school of that district that is operating on a 4-day school week fails to meet its Academic Performance Index growth target, the authority of that school to operate on a 4-day school week would be revoked commencing with the beginning of the following school year. 2003 Legislation According to the 2003 National School Boards Association (NSBA) Data: -Nine states currently have school districts (with schools) operating on a four-day week.

Helena School District No. 1 is a public school system serving approximately 8,000 students in Helena, Montana. Our District consists of 11 Elementary Schools, 2 Middle Schools, 2 High Schools, and an Alternative School. In July 2005 we implemented a Professional Compensation Alternative Plan (PCAP) with an entry-level salary range between $30,000 and $42,000 per year. We believe this innovative progressive compensation package to be the best in the State of Montana and possibly throughout the Rocky Mountain Region. The PCAP is designed to encourage and sustain high quality performance through professionalism and a clear focus on student learning. John Merrow reports from Maine where some educators and legislators oppose the No Child Left Behind Act.
JOHN MERROW: Ever since the "No Child Left Behind" act went into effect, educators and legislators from Maine have been looking for a way out. PEGGY ROTUNDO: We know we have very good schools. We have high standards. We have national test scores to demonstrate that. When you have a great success record, why change things? If it's not broken, why change it? TOM HOOD: I think we could have done all of what "No Child Left Behind" is trying to do. Without the measures that the "No Child Left Behind" has in place. JOHN MERROW: Tom Hood is principal of Governor Longley Elementary School in Lewiston, Maine. TOM HOOD: Some of those things that they're asking in the "No Child Left Behind" leaves teachers, staff feeling really stressed and I don't think that's a good climate for learning for kids and for teachers. JOHN MERROW: If states want federal education money, they must adhere to the provisions of the "No Child Left Behind" Act. Among other things the new law calls for: Highly qualified teachers. All teachers must have state certification, a bachelor's degree, and training in the subject area. School choice: Local school districts must offer public school choice to students in low-income schools identified in need of improvement two years in a row. Testing: States must test all children in grades three through eight in reading and math. Some of the new laws' requirements do not sit well with educators in rural states. More than 50 percent of Maine students attend rural schools. That's second only to Vermont.
