NUMBER 123 THE NEWSPAPER OF EDUCATION RIGHTS APRIL 1996 Missourians Alarmed by School-to-Work Proposals by Oliver Starr Jr. ST. LOUIS, MO - Missouri Governor Mel Carnahan and his education department have created a 116-page "School-to-Work, Roadways to Success" federal grant proposal calling for the complete restructuring of Missouri schools to meet new federal "career education" performance standards. The Missouri grant proposal will access federal funds authorized by the School-to-Work Act passed by Congress in 1994 and signed by President Clinton. Parents are shocked by the contents of this massive School-to-Work proposal. Steven Boody, head of the Back to Basics organization in the Parkway School District in suburban St. Louis, spent weeks researching its startling provisions and found that, if it is put into effect, "our children will no longer receive a basic education. They will be trained for one of six career paths in the 21st century workforce." This new program was authorized by an executive order of Governor Carnahan and reflects the thinking of Marc Tucker, education consultant to Carnahan. In a letter to Hillary Clinton in November 1992, Tucker expressed his vision that it is "essential that we create a seamless web of opportunities to develop one's skills that literally extends from cradle to grave and is the same system for everyone."

Higher Education Center Directors Providing Students with Personal Attention, One-on-One Assistance CAPE GIRARDEAU, Mo., July 29, 2005 – Students at Southeast Missouri State University’s higher education centers in Sikeston, Malden and Kennett, Mo., are regularly treated to personal attention, one-on-one guidance and first-rate customer service. Spearheading these close-knit communities are Marsha Blanchard, Dr. Rick Hux and Judy Buck, who serve as director of the centers in Kennett, Malden and Sikeston respectively. They say they are readily accessible and are there, day in and day out, for students who need their assistance. As the 2005-2006 school year is poised to begin, the three are encouraging students to seek them out for help. “I feel like they are my kids,” Blanchard said. “I have a personal relationship with nearly all of them. I spend a lot of time in the hallways with them, encouraging them and patting them on the back. I try to give them a lot of guidance and encouragement. I sometimes feel like I’m the old woman in the shoe who has so many children … ,” she mused.
Hux says the Harry L. Crisp Bootheel Education Center (CBEC) has about 450 students in one building.

The first blacks were brought to the United States in 1619 by Dutch traders. Contrary to popular belief, not all blacks labored as slaves in the fields of the large Southern plantations. Many worked for smaller land owners, some worked as servants in the cities, and some were free. By the Civil War period, the descendants of less than 400,000 transplanted Africans numbered over 4 million. Researching nonplantation blacks or slaves requires great patience and luck as slaves were not considered citizens of the United States and were not permitted to engage in legal transactions. Marriage contracts between blacks were legally forbidden until 1868. Since slaves were considered property of their owner, most records (such as deeds, wills, etc.) are interfiled with those of the owner's family. Sole ownership of all slave children legally resided with the owner of the child's mother, thus research is often limited to the maternal lines. Blacks were seldom addressed by a surname; instead they were usually listed by a first name, or as a "Black Male" or "Black Female." Once slavery ended and usage of surnames became legal, exslaves were free to use either their previous name (usually known to them, but not used in records) or to choose a new one. Obstacles arose when several members of one biological family adopted different last names. Due to special problems with lack of records, African-American genealogical and historical research can be a challenge. Locating records is difficult, but not insurmountable. The following list indicates the variety of primary historical records available at the Missouri State Archives for African-American research.

5 NIOSH Projects Focused on Children and Adolescents Most NIOSH research and activities have implications for children and adolescents. For example, the FACE Program investigates certain types of deaths and injuries of children and adolescents, and the Dirty Dozen Project (which conducts hazard surveys in selected workplaces) has investigated health hazards in vocational education programs. Programs supported by the Agricultural Safety Promotion System affect children as well as adults in agricultural communities. Workplace designs that deter robbery and robbery related homicide affect youths as well as older workers. And control technologies that minimize or reduce exposures to hazardous substances benefit all potentially exposed workers, regardless of age. The NIOSH projects described in this section were in progress as of July 1, 1996. These projects have a particular focus on children and adolescents and take into account the unique characteristics and needs of this worker population as well as unique opportunities for prevention. The impacts of these projects will not be restricted to working children and adolescents. Control measures that reduce hazardous exposures to children will also protect older workers with similar exposures. Evaluation of community-based educational efforts can guide similar efforts for other worker groups. Also, providing children and adolescents with occupational safety and health knowledge and skills may reduce injury and illness rates in our future workforce.
