Web Page: http://www.umsl.edu/divisions/optometry/optometry.html The UM-St. Louis School of Optometry enrolled its first class in 1980, graduating 32 students in May 1984. The school is located on the South Campus complex of the University of Missouri-St. Louis at 7800 Natural Bridge Road. A modern fivestory building houses the school's classrooms, laboratories, research facilities, administrative offices, healthscience library, and the Center for Eye Care campus facility (the University Eye Center).
The University Eye Center located on campus is open to the public, as well as to the faculty, staff, and students of the university. The primary goal of the center is to provide patients with highquality vision care. This purpose is consistent with the overall goal of training wellqualified eye care practitioners.
In addition to the University Eye Center, the school operates the Optometric Center of St. Louis, a comprehensive optometric eye care facility in the Central West End of the city and the East St. Louis Eye Center, jointly owned and operated by the University of Missouri-St. Louis School of Optometry and Southern Illinois University at Edwardsville.
Situated in Missouri's largest metropolitan area, the school enjoys the city's strong community and professional support. The urban setting offers many opportunities for outreach programs, expanding the scope of optometric education and making available highly diverse programs of clinical training. Another asset of the school is the location of the national headquarters of the American Optometric Association and the College of Optometrists in Vision Development, approximately twelve miles from the campus.

In 2001 the state of Missouri passed a new law that gives school districts an incentive to purchase biodiesel fuel for their bus fleets. The law begins with the 2002-03 school year and lasts through the 2005-06 school year. Any school district may contract with an eligible new generation cooperative to purchase biodiesel fuel for its buses of a minimum of B-20 (20 percent biodiesel). The state will then reimburse the school district so that the net price to the contracting district for biodiesel will not exceed the rack price of regular diesel. NUMBER 123 THE NEWSPAPER OF EDUCATION RIGHTS APRIL 1996 Missourians Alarmed by School-to-Work Proposals by Oliver Starr Jr. ST. LOUIS, MO - Missouri Governor Mel Carnahan and his education department have created a 116-page "School-to-Work, Roadways to Success" federal grant proposal calling for the complete restructuring of Missouri schools to meet new federal "career education" performance standards. The Missouri grant proposal will access federal funds authorized by the School-to-Work Act passed by Congress in 1994 and signed by President Clinton. Parents are shocked by the contents of this massive School-to-Work proposal. Steven Boody, head of the Back to Basics organization in the Parkway School District in suburban St. Louis, spent weeks researching its startling provisions and found that, if it is put into effect, "our children will no longer receive a basic education. They will be trained for one of six career paths in the 21st century workforce." This new program was authorized by an executive order of Governor Carnahan and reflects the thinking of Marc Tucker, education consultant to Carnahan. In a letter to Hillary Clinton in November 1992, Tucker expressed his vision that it is "essential that we create a seamless web of opportunities to develop one's skills that literally extends from cradle to grave and is the same system for everyone."

Borland, the first dean of the school, was elected to Congress in 1910 and was succeeded by Ellison, who served as dean until the School of Law merged with the University of Kansas City in 1938. After affiliation with the University of Missouri System in 1963, the school assumed its present name as the University of Missouri-Kansas City School of Law. Among the unique features of this building are "virtual office" suites shared by faculty and students. The School of Law continues to take great pride in its efforts to foster faculty-student interaction. Many LL.M. students are assigned to student offices or carrels located within suites that also house their professors' offices. This "intellectual migration" was designed to foster the exchange of ideas and more generally to promote collegiality between faculty and staff. As a further step, the tax, business, and estate planning suite houses a virtual office featuring state-of-the-art computers linked to primary servers in the Law Library's Virtual Classroom, in a conference-style setting.

Note from Missouri Committee for Educational Equality
By Tyler Laney
The Committee for Educational Equality filed suit in Missouri in January 2004 claiming the state's school funding system is unconstitutional. It was not the first time.
In the early 1990s, a small group of school superintendents in southwest and southeast Missouri initially organized the Committee for Educational Equality (CEE) to address the inequities and inadequacies of the state's school funding system. They enlisted 114 Missouri school districts in the committee.
The CEE filed the first lawsuit challenging the constitutionality of the system for financing Missouri's public schools, claiming it violated Article IX, Section 1(a) of Missouri's Constitution which states: "A general diffusion of knowledge and intelligence being essential to the preservation of the rights and liberties of the people, the general assembly shall establish and maintain free public schools for the gratuitous instruction of all persons in this state within the ages not in excess of twenty-one years as prescribed by law." In January 1993, Judge Byron Kinder ruled in favor of the CEE, ruling that public school facilities in Missouri ranged from "the golden to the God-awful." Kinder also said the Missouri Constitution requires that "a child living in a poor school district must have the same opportunity to receive substantially the same education as a child living in a rich district." Additionally, Kinder stated: "Money distributed outside of the formula compounds inequalities (and) those disparities are not because of differing student needs, but instead are associated with local property wealth or are simply irrational."

MSBA 2005 Resolutions
Every year at MSBA's Annual Conference, MSBA delegates convene for the Fall Delegate Assembly to vote on MSBA's legislative resolutions. In October over 190 delegates set the agenda on several important topics.
Conditions of Children
Child Nutrition Programs MSBA supports legislation that would allow for efficient, economical school nutrition programs that provide access to healthy food to all children Conceal and Carry – MSBA implores the Missouri legislature, to stand up for the school children of this state and to provide them a safe and secure learning environment by the immediate passage of a law that removes the exemptions contained in the Concealed Carry statute that allows certain individuals to bring a weapon on school property or at school functions including weapons in vehicles or weapons carried by school board members. Early Childhood Education MSBA supports legislation that will offer greater technical and financial assistance to local education agencies (LEAs) to improve the quality of and access to pre-kindergarten education programs for all students.
Curriculum and Accountability
Achievement Gap – MSBA recognizes the existence of an educational ‘achievement gap' between certain ethnic and socio-economic groups of students that exists in many school districts throughout the state and supports legislation that will assist state and local efforts to eliminate this disparity in achievement within a district, including providing necessary financial support.

This page provides information on scholarship opportunities and internet sites that may be helpful. Students should avoid search services and financial aid consultants that charge a fee for their services. These services can be expensive and do not guarantee results. While the Office of Student Affairs makes every attempt to provide current and complete financial resource information, this list is by no means comprehensive. Programs, deadlines, and eligibility requirements are constantly changing. Student Affairs can not assume responsibility for the information provided. "Hell, I Saved The School": George E. Ladd. And The Missouri School Of Mines And Metallurgy, 1897-1907
By: Dr. Larry Gragg
Born in Haverhill, Massachusetts in 1864, Ladd attended Harvard University where he recieved three degrees, including a Ph.D., in Geology and where he had the good fortune to study with Nathaniel Shaler, the nation's leading geologist. Following his graduation in 1894, Ladd pursued further study at the University of Munich. While completing his graduate studies, Ladd taught an occasional course at Harvard and served as Assistant Geologist in both Texas and Missouri and for the U.S. Geological Survey. When MSM offered him the position of Director, Ladd was employed as Assistant Geologist and Chemist for the Georgia Geological Survey. Upon his arrival in Rolla, Ladd and his wife Mary had four children. The Missouri School of Mines he had agreed to direct had a small, poorly maintained campus with few students. Bounded by Eleventh, Main, Fourteenth, and State streets, the campus had only four buildings: the Rolla Building, the campus's original structure; a Chemistry Laboratory; a Mining and Metallurgical Laboratory; and a student dormitory which became the Director's (and now Chancellor's) residence during Ladd's tenure. The latter building was not being used, and the exterior walls of both the Rolla Building and the Mining Building had serious cracks. The buildings were lit by gas from a tank buried in back of the Chemical Laboratory. Most water for the campus had to be hauled from the nearby Frisco stock pond. With no sanitary sewer system available, all had to use the frame toilets located on the west side of the campus. The only attractive feature of the campus was its nicely graded and trimmed lawn "surrounded by a neat stone wall surmounted by a low iron fence."

Section I: Introduction

Through the establishment of safety expectations for Missouri school district facilities, this guide intends to assist schools in minimizing safety and health risks for all students, employees, and visitors. It provides a means for determining whether a school district is ensuring a safe learning environment and is intended for practical use by all school districts in the state. This publication is not a set of stringent regulations; it is a guideline that should be used to develop a customized overall plan for long-term safety improvement and maintenance. Developed by an advisory committee of safety consultants across Missouri, this guide addresses the following areas of school safety: internal general building, external general building, specific building areas, general and specialized classrooms, and playground/outdoor recreation areas. While it addresses most aspects of school facility safety, primary emphasis is placed upon safety within the vocational and technology education laboratory areas. Under the provisions of Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990, this guide also includes safety implications associated with inaccessible buildings and facilities.
